Central to the initiative are the proposed <a href=\"https:\/\/digital-strategy.ec.europa.eu\/en\/library\/proposal-chips-act-20\" target=\"_blank\" rel=\"noopener nofollow\">Chips Act 2.0<\/a> and <a href=\"https:\/\/digital-strategy.ec.europa.eu\/en\/library\/proposal-cloud-and-ai-development-act-cada\" target=\"_blank\" rel=\"noopener nofollow\">Cloud and AI Development Act<\/a>, alongside a new <a href=\"https:\/\/digital-strategy.ec.europa.eu\/en\/policies\/open-source-strategy\" target=\"_blank\" rel=\"noopener nofollow\">Open Source Strategy<\/a> and <a href=\"https:\/\/energy.ec.europa.eu\/publications\/strategic-roadmap-digitalisation-and-ai-energy-sector_en\" target=\"_blank\" rel=\"noopener nofollow\">a roadmap for digitalisation and AI in the energy sector.<\/a><\/p>\n<p>If adopted, the measures could significantly reshape Europe\u2019s digital landscape by boosting domestic technology production, tripling data centre capacity, expanding AI deployment and creating new funding mechanisms to support strategic technology projects.<\/p>\n<p>The move marks one of the EU\u2019s most ambitious efforts yet to achieve technological sovereignty and strengthen economic resilience.<\/p>\n<p>Ursula\u00a0von der Leyen, Commission President, echoed the importance of the EU securing technological sovereignty and advancing domestic capabilities: \u201cWe cannot afford to depend on others for the technologies that keep our hospitals running, our energy grids stable and our services secure.<\/p>\n<p>\u201cThis is about protecting our citizens, defending our interests and making our own choices. Europe has the talent, the research excellence, the industrial base and the Single Market. Together, we must turn these strengths into technological sovereignty.\u201d<\/p>\n<p>Europe shifts strategy on digital independence<\/p>\n<p>The European Technological Sovereignty Package builds on existing initiatives such as the Competitiveness Compass and the Economic Security Strategy, but signals a more assertive approach to securing critical digital infrastructure.<\/p>\n<p>European policymakers have become increasingly concerned about the bloc\u2019s reliance on non-EU suppliers for advanced semiconductors, cloud services and AI technologies. At the same time, demand for computing power continues to surge as AI adoption accelerates across industries.<\/p>\n<p>The Commission argues that strengthening technological sovereignty is essential not only for economic competitiveness but also for safeguarding critical services, protecting sensitive data and ensuring long-term digital security.<\/p>\n<p>Chips Act 2.0 targets AI semiconductor growth<\/p>\n<p>A cornerstone of the package is the proposed Chips Act 2.0, which expands upon the original <a href=\"https:\/\/www.innovationnewsnetwork.com\/design-enablement-teams-under-the-european-chips-act\/66703\/\" rel=\"nofollow noopener\" target=\"_blank\">Chips Act<\/a> introduced in 2023.<\/p>\n<p>While Europe remains strong in several areas of <a href=\"https:\/\/www.innovationnewsnetwork.com\/eu-greenlights-e288m-to-strengthen-semiconductor-supply-chain\/69923\/\" rel=\"nofollow noopener\" target=\"_blank\">semiconductor manufacturing<\/a>, it continues to depend heavily on overseas suppliers for advanced chip design and production.<\/p>\n<p>The challenge is becoming more urgent as AI-related chips are projected to account for more than 70% of the global semiconductor market by 2030.<\/p>\n<p>Under the new proposal, the EU plans to accelerate permitting procedures, support strategic semiconductor investments and strengthen partnerships with trusted international allies.<\/p>\n<p>A new excellence label for semiconductor regions will also be introduced to encourage innovation clusters across Europe.<\/p>\n<p>The Commission is also adopting a broader ecosystem approach designed to connect chip manufacturers more closely with fast-growing sectors such as <a href=\"https:\/\/www.innovationnewsnetwork.com\/university-of-tartu-high-performance-computing-centre-building-fully-sovereign-ai-infrastructure\/67352\/\" rel=\"nofollow noopener\" target=\"_blank\">AI infrastructure<\/a>, cloud computing, <a href=\"https:\/\/www.innovationnewsnetwork.com\/nuclear-power-plants-to-meet-energy-demand-of-data-centres\/67813\/\" rel=\"nofollow noopener\" target=\"_blank\">data centres<\/a> and future AI Gigafactories.<\/p>\n<p>New cloud and AI law to triple data centre capacity<\/p>\n<p>The proposed Cloud and AI Development Act forms a key pillar of the Commission\u2019s wider <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_25_1013\" target=\"_blank\" rel=\"noopener nofollow\">AI Continent Action Plan<\/a>.<\/p>\n<p>The legislation aims to triple Europe\u2019s data centre capacity within the next five to seven years while supporting the deployment of advanced AI systems across the bloc.<\/p>\n<p>Officials say the law is intended to remove barriers to infrastructure development while ensuring environmental sustainability remains a priority.<\/p>\n<p>The Act will establish streamlined rules for deploying large-scale data centres and create a single EU-wide framework for assessing cloud and AI sovereignty. The framework is designed to protect sensitive applications and critical data while maintaining openness to trusted international partners.<\/p>\n<p>The Commission also plans to strengthen AI adoption through local <a href=\"https:\/\/digital-strategy.ec.europa.eu\/en\/policies\/ecosystem-ai-innovation-europe\" target=\"_blank\" rel=\"noopener nofollow\">Experience and Acceleration Centres<\/a>, which will help businesses and public organisations integrate AI technologies more effectively.<\/p>\n<p>Open Source Strategy expands European alternatives<\/p>\n<p>Open-source technology has become another strategic focus for Europe\u2019s technological sovereignty ambitions.<\/p>\n<p>According to the Commission, Europe already benefits from a community of more than three million open-source contributors.<\/p>\n<p>The new strategy seeks to build on that foundation by expanding European alternatives in cloud services, AI platforms, cybersecurity tools, internet technologies and semiconductor-related software.<\/p>\n<p>The initiative includes support for open-source start-ups, investment in digital skills and measures to improve the long-term security and maintenance of critical open-source infrastructure.<\/p>\n<p>Public sector adoption is also expected to increase through new procurement guidance and interoperability standards designed to encourage the use of European-developed solutions.<\/p>\n<p>Energy and AI strategies linked through new roadmap<\/p>\n<p>The package also addresses the growing relationship between <a href=\"https:\/\/www.innovationnewsnetwork.com\/europe-launches-75m-sovereign-digital-infrastructure-platform\/67248\/\" rel=\"nofollow noopener\" target=\"_blank\">digital infrastructure<\/a> and Europe\u2019s energy system.<\/p>\n<p>As AI computing demands increase, data centres are expected to consume significantly more electricity. At the same time, high energy prices continue to affect both industrial competitiveness and household budgets.<\/p>\n<p>The Commission\u2019s Strategic Roadmap for Digitalisation and AI in the Energy Sector seeks to balance these challenges by integrating digital infrastructure more efficiently into the energy network.<\/p>\n<p>Plans include closer cooperation between energy and technology sectors, increased deployment of AI-powered grid management systems and wider adoption of smart meters to help consumers better manage energy consumption.<\/p>\n<p>The roadmap also supports the development of secure AI models for the energy industry, trained on European data and developed by European companies, reinforcing broader technological sovereignty objectives.<\/p>\n<p>Next steps for the package<\/p>\n<p>Before becoming law, the Chips Act 2.0 and Cloud and AI Development Act must be negotiated and approved by both the European Parliament and the Council of the European Union.<\/p>\n<p>With AI increasingly shaping global economic competition, Brussels is positioning technological sovereignty as a central pillar of Europe\u2019s future growth strategy.<\/p>\n","protected":false},"excerpt":{"rendered":"The European Commission has launched a sweeping new policy framework to strengthen Europe\u2019s technological sovereignty.
