And there\u2019s not much you can do about it.<\/p>\n<p>In a desperate bid to generate growth and save her own reputation, Reeves is preparing to tell ordinary investors where to put their money.<\/p>\n<p>Instead of leaving that decision down to you, she wants to direct tens of billions of our savings into areas that suit her.<\/p>\n<p>The Chancellor is quietly rewriting the rules of the game, treating your hard-earned savings not as private investments but as tools of government policy.<\/p>\n<p>You may think that your pensions and ISAs belong to you. Reeves appears to disagree.<\/p>\n<p>She needs growth \u2013 fast. <a data-link-tracking=\"InArticle|Link\" href=\"https:\/\/www.express.co.uk\/finance\/personalfinance\/2054313\/rachel-reeves-takes-huge-50bn-gamble-your-pension-pot-big-problem\" target=\"_blank\" rel=\"noopener\">And she\u2019s coming for your money to get it<\/a>.<\/p>\n<p>Thanks to her own blunders, the Chancellor is in a tight spot.<\/p>\n<p>She caved into the Labour Party\u2019s worst instincts, by launching a \u00a340billion tax raid in last October&#8217;s Budget, while borrowing another \u00a330billion.<\/p>\n<p data-mce-linkchecker-status=\"valid\">And it&#8217;s all gone wrong. <a data-link-tracking=\"InArticle|Link\" href=\"https:\/\/www.express.co.uk\/news\/politics\/2054283\/uk-unemployment-ONS-rachel-reeves\" target=\"_blank\" rel=\"noopener\">Economic growth has flatlined. Investment has dried up. Confidence is low.<\/a> Thanks to her &#8220;jobs tax&#8221;, unemployment has climbed to a four-year high.<\/p>\n<p>Reeves is now desperately hunting for ways to get the UK economy to grow again, and this is where your pensions and ISAs come into it.<\/p>\n<p>She\u2019s hijacking them to fund her growth agenda and salvage her reputation. That money should be working for your future, not hers.<\/p>\n<p>Reports suggest Reeves is considering forcing Stocks and Shares ISA investors to back UK companies, whether they want to or not.<\/p>\n<p>She may <a data-link-tracking=\"InArticle|Link\" href=\"https:\/\/www.express.co.uk\/finance\/personalfinance\/2054343\/major-isa-review-could-launched-within-weeks-what-would-mean-you\" target=\"_blank\" rel=\"noopener\">slash the Cash ISA allowance<\/a> and make at least some of the \u00a320,000 Stocks and Shares ISA allowande <a data-link-tracking=\"InArticle|Link\" href=\"https:\/\/www.express.co.uk\/finance\/personalfinance\/2051851\/rachel-reeves-force-isa-savers-to-invest-in-UK-shares-hate-it\" target=\"_blank\" rel=\"noopener\">conditional on investing in British-listed equities<\/a>.<\/p>\n<p>ISA tax relief costs the Treasury \u00a39.4billion a year. Reeves wants a better return on that giveaway.<\/p>\n<p>Second, she\u2019s now signed up 17 major pension providers <a data-link-tracking=\"InArticle|Link\" href=\"https:\/\/www.express.co.uk\/news\/politics\/2054276\/major-pension-update-rachel-reeves\" target=\"_blank\" rel=\"noopener\">via the controversial Mansion House Accord<\/a>.<\/p>\n<p>They will funnel \u00a325billion into UK projects like housing and infrastructure and renewable energy, often by investing in smaller, unquoted companies.<\/p>\n<p>Which as far as I can gather the government might even help choose.<\/p>\n<p>She could go further. Former pensions minister Ros Altmann is urging Reeves to link tax relief on pension contributions to investing in UK plc.<\/p>\n<p>Pensions tax relief costs the Treasury a staggering \u00a370billion a year. Altmann urged Reeves to demand at least 25% of that goes into UK shares.<\/p>\n<p>As yet, I don&#8217;t know if Reeves will listen. But Altmann&#8217;s idea would be consistent with the first two proposals.<\/p>\n<p>To be fair, there is logic here. If the government is giving tax breaks, it probably does have the right to expect something in return.<\/p>\n<p>Personal equity plans, or PEPs, the forerunner of today&#8217;s ISAs, were largely limited to UK shares and nobody complained too much then.<\/p>\n<p>But it does allow Reeves to play industrial strategist with other people\u2019s money. It\u2019s a dangerous precedent that could ultimately leave savers worse off<\/p>\n<p>Reeves is also blurring the line between private investment and public subsidy.<\/p>\n<p>Your pension or Stocks and Shares ISA isn\u2019t the Chancellor&#8217;s war chest. It exists to fund your retirement, not to rescue the British stock market or her career.<\/p>\n<p>If your money can do better invested in US shares \u2013 and lately it has done better, a lot \u2013 then that&#8217;s where it should be.<\/p>\n<p>British investors diversify globally for one reason, to get superior returns. Forcing them back into British assets risks leaving them poorer.<\/p>\n<p>Worse, politically motivated investing often leads to disaster.<\/p>\n<p>From green infrastructure to \u201csocial impact\u201d projects, high-minded schemes have delivered disappointing results lately. But these are exactly the kind of ventures Labour is likely to champion.<\/p>\n<p>One lone voice has raised the alarm. <a data-link-tracking=\"InArticle|Link\" href=\"https:\/\/www.express.co.uk\/finance\/personalfinance\/2054501\/lloyds-rachel-reeves-workers-pensions\" target=\"_blank\" rel=\"noopener\">Scottish Widows refused to sign the Mansion House Accord<\/a>, warning that investment decisions should be based on returns, not geography. It&#8217;s right.<\/p>\n<p>This may be Reeves\u2019 only big idea for growth.
