Could this government now have enough authority and courage to take on the gambling ecosystem?<\/p>\n<p>A massive issue<\/p>\n<p class=\"wp-block-paragraph\">Australians are the\u00a0<a href=\"https:\/\/aifs.gov.au\/research\/research-snapshots\/gambling-participation-experience-harm-and-community-views#:%7E:text=Recent%20estimates%20suggest%20that%20Australians,%5BQGSO%5D%2C%202021\" target=\"_blank\" rel=\"noopener\">world\u2019s biggest gambling losers<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">Many attribute this to some\u00a0<a href=\"https:\/\/theconversation.com\/the-biggest-losers-how-australians-became-the-worlds-most-enthusiastic-gamblers-252496\" target=\"_blank\" rel=\"noopener\">inherent Australian trait<\/a>. But what it really comes down to is the proliferation of gambling operators and their products. They\u2019re everywhere, along with their marketing and promotion.<\/p>\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/theconversation.com\/pokies-line-the-coffers-of-governments-and-venues-but-there-are-ways-to-tame-this-gambling-gorilla-252038?utm_source=clipboard&amp;utm_medium=bylinecopy_url_button\" target=\"_blank\" rel=\"noopener\">Half of the gambling problems<\/a> in Australia are associated with poker machines, ubiquitous in all states and territories other than Western Australia. Consequently, and unsurprisingly,\u00a0<a href=\"https:\/\/www.wa.gov.au\/system\/files\/2021-11\/Prof.%20Rockloff%20-%20Gambling%20Harm%20and%20Harm%20Minimisation%20in%20WA%20-%20Expert%20Report%20%28amended%29.pdf\" target=\"_blank\" rel=\"noopener\">WA has the lowest rate of gambling harms<\/a>. The state has\u00a0<a href=\"https:\/\/www.dlgsc.wa.gov.au\/department\/news\/news-article\/2022\/11\/30\/date-announced-for-betting-limits-on-electronic-gaming-machines#:%7E:text=The%20location%20of%20EGMs%20is,states%20%E2%80%94%20are%20prohibited%20in%20WA.\" target=\"_blank\" rel=\"noopener\">2,500 pokies at a single Perth casino<\/a> and none in clubs or pubs.<\/p>\n<p class=\"wp-block-paragraph\">New South Wales boasts nearly\u00a0<a href=\"https:\/\/www.liquorandgaming.nsw.gov.au\/resources\/gaming-machine-data\" target=\"_blank\" rel=\"noopener\">90,000 pokies<\/a>, the highest pokie \u201cdensity\u201d in Australia, and its clubs and pubs make $8.1 billion a year. This has been fuelled by relentless promotion and marketing and the expansion of the\u00a0<a href=\"https:\/\/www.thelancet.com\/journals\/lanpub\/article\/PIIS2468-2667(24)00167-1\/fulltext\" target=\"_blank\" rel=\"noopener\">gambling ecosystem<\/a>: the network of commercial actors who reap a major dividend from gambling losses.<\/p>\n<p class=\"wp-block-paragraph\">It includes the bookies, pub and club chains as well as sporting leagues, financial services providers, software and game developers,\u00a0<a href=\"https:\/\/www.liquorandgaming.nsw.gov.au\/operating-a-business\/gaming-licences\/clubgrants\/clubgrants-categories\" target=\"_blank\" rel=\"noopener\">charitable<\/a>\u00a0<a href=\"https:\/\/www.crownresorts.com.au\/our-contribution\/crown-resorts-foundation\" target=\"_blank\" rel=\"noopener\">organisations<\/a>, broadcasters and state and territory governments.<\/p>\n<p class=\"wp-block-paragraph\">Of course, gambling comes at a cost: it is\u00a0<a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/16066359.2022.2113071#abstract\" target=\"_blank\" rel=\"noopener\">strongly linked<\/a>\u00a0to broken relationships, loss of assets, employment and educational opportunities, and\u00a0<a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/10.1111\/add.16648\" target=\"_blank\" rel=\"noopener\">crime rates<\/a>. <a href=\"https:\/\/theconversation.com\/areas-with-more-poker-machines-have-higher-rates-of-domestic-violence-66982\" target=\"_blank\" rel=\"noopener\">Intimate partner violence<\/a>\u00a0and neglect of children, along with poor mental and physical health, are also connected to gambling accessibility. As, unfortunately,\u00a0<a href=\"https:\/\/www.thelancet.com\/journals\/lanwpc\/article\/PIIS2666-6065(23)00221-3\/fulltext\" target=\"_blank\" rel=\"noopener\">is suicide<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">However, there are ways to reduce gambling harm.<\/p>\n<p>Six ways to tackle the problem<\/p>\n<p class=\"wp-block-paragraph\"><strong>1.<\/strong>\u00a0First up, we need a national gambling regulator. This was an important recommendation in the\u00a0<a href=\"https:\/\/www.aph.gov.au\/Parliamentary_Business\/Committees\/House\/Social_Policy_and_Legal_Affairs\/Onlinegamblingimpacts\/Report\" target=\"_blank\" rel=\"noopener\">2023 report<\/a>\u00a0of the all-party parliamentary committee chaired by the late Peta Murphy.<\/p>\n<p class=\"wp-block-paragraph\">Currently, gambling is regulated by each state and territory. Some have reasonably robust systems in place. Others, somewhat less so. None are best practice.<\/p>\n<p class=\"wp-block-paragraph\">A national system is long overdue, as many gambling businesses operate across multiple Australian jurisdictions. In the absence of national regulation, the Northern Territory has become the de facto national regulator\u00a0<a href=\"https:\/\/dth.nt.gov.au\/boards-and-committees\/racing-commission\/sports-bookmakers-and-betting-exchange-operators\" target=\"_blank\" rel=\"noopener\">for online wagering<\/a>. It offers a low-tax\u00a0<a href=\"https:\/\/www.abc.net.au\/news\/2025-04-17\/nt-online-gambling-industry-gifts-ban-regulator\/105184580\" target=\"_blank\" rel=\"noopener\">and arguably low-intervention regulatory system<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">Yet the vast majority of losses from punters come in other jurisdictions. National regulation would also assist in standardising tax rates and maintaining reasonable uniform standards of regulation and enforcement.<\/p>\n<p class=\"wp-block-paragraph\"><strong>2.<\/strong>\u00a0Poker machines are Australia\u2019s\u00a0<a href=\"https:\/\/theconversation.com\/pokies-line-the-coffers-of-governments-and-venues-but-there-are-ways-to-tame-this-gambling-gorilla-252038?utm_source=clipboard&amp;utm_medium=bylinecopy_url_button\" target=\"_blank\" rel=\"noopener\">biggest gambling problem<\/a>, but a national precommitment scheme would provide a tool for people to manage their gambling. Unfortunately, the power of\u00a0<a href=\"https:\/\/insidestory.org.au\/the-lobby-group-that-got-much-more-bang-for-its-buck\/\" target=\"_blank\" rel=\"noopener\">the pokie lobby<\/a>, supercharged by the\u00a0<a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0955395914002114?via%3Dihub\" target=\"_blank\" rel=\"noopener\">addiction surplus<\/a>\u00a0it reaps from punters, has\u00a0<a href=\"https:\/\/www.abc.net.au\/news\/2024-11-01\/mps-under-pressure-from-gambling-lobby-ferguson-claim\/104548118\" target=\"_blank\" rel=\"noopener\">slowed or stopped<\/a>\u00a0its implementation.<\/p>\n<p class=\"wp-block-paragraph\">But it\u2019s eminently feasible and is highly likely to significantly reduce the harm of pokies. The technical challenges are far from insurmountable, despite what industry interests argue.<\/p>\n<p class=\"wp-block-paragraph\"><strong>3.<\/strong>\u00a0<a href=\"https:\/\/bmcpublichealth.biomedcentral.com\/articles\/10.1186\/s12889-024-18325-z\" target=\"_blank\" rel=\"noopener\">Limiting accessibility<\/a>\u00a0to pokies is an important way to reduce harm. <a href=\"https:\/\/www.gambleaware.nsw.gov.au\/-\/media\/impact-of-egm-late-night-play-on-egm-player-behaviours_v2---detailed-report.ashx?rev=49eba75460b04631b946f439ca55302f\" target=\"_blank\" rel=\"noopener\">Nothing good happens<\/a>\u00a0in a pokie room after midnight, yet they are often open until 4am, with reopening time only a little later. Donations are a typical method to ensure access, backed up by\u00a0<a href=\"https:\/\/theconversation.com\/gambling-industry-finds-plenty-of-political-guns-for-hire-to-defend-the-status-quo-70124\" target=\"_blank\" rel=\"noopener\">the \u201crevolving door\u201d<\/a>\u00a0of post-politics jobs.<\/p>\n<p class=\"wp-block-paragraph\">Politicians also enjoy a\u00a0<a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/australian-politicians-took-147000-match-tickets-while-weighing-sports-betting-2025-04-16\/?taid=67ffb338645bb3000131e608&amp;utm_campaign=trueAnthem%3A+Trending+Content&amp;utm_medium=trueAnthem&amp;utm_source=twitter\" target=\"_blank\" rel=\"noopener\">stream of freebies<\/a>\u00a0from the gambling ecosystem, which allow these businesses to\u00a0<a href=\"https:\/\/www.routledge.com\/Gambling-Freedom-and-Democracy\/Adams\/p\/book\/9780415541305\" target=\"_blank\" rel=\"noopener\">bend the ear of a guest<\/a>\u00a0for hours at a time, at lunch, over drinks, or during an event.<\/p>\n<p class=\"wp-block-paragraph\">To address this, we need better rules around acceptance of hospitality and gifts. Some states have moved towards such arrangements, but there has been little action on the national front.<\/p>\n<p class=\"wp-block-paragraph\"><strong>5.<\/strong>\u00a0Another major recommendation from the Murphy committee was\u00a0<a href=\"https:\/\/www.aph.gov.au\/Parliamentary_Business\/Committees\/House\/Social_Policy_and_Legal_Affairs\/Onlinegamblingimpacts\/Report\/List_of_recommendations\" target=\"_blank\" rel=\"noopener\">the banning of online gambling ads<\/a>. <a href=\"https:\/\/www.abc.net.au\/listen\/programs\/am\/poll-shows-australians-want-gambling-ad-ban\/104302554\" target=\"_blank\" rel=\"noopener\">The majority of Australians<\/a>\u00a0want it to happen, and gambling ads are banned for almost all other forms of gambling.<\/p>\n<p class=\"wp-block-paragraph\">The special treatment for this rapidly growing, highly harmful gambling product makes no sense.<\/p>\n<p class=\"wp-block-paragraph\"><strong>6.<\/strong>\u00a0Finally, we need to properly resource research into gambling harm and its prevention. Much gambling research (and its conferences) is funded by\u00a0<a href=\"https:\/\/theconversation.com\/the-problem-with-gambling-research-31934\" target=\"_blank\" rel=\"noopener\">the gambling ecosystem<\/a>, either directly or via representative organisations.<\/p>\n<p class=\"wp-block-paragraph\">This raises massive conflicts and has led to a\u00a0<a href=\"https:\/\/anzsog.edu.au\/app\/uploads\/2022\/06\/10.21307_eb-2014-001.pdf\" target=\"_blank\" rel=\"noopener\">poor evidence base<\/a>\u00a0for policy making.<\/p>\n<p>The time is now<\/p>\n<p class=\"wp-block-paragraph\">Anything that stops people from getting into trouble with gambling will be opposed by the gambling ecosystem because their best customers are those with the biggest losses.<\/p>\n<p class=\"wp-block-paragraph\">But nobody is saying we should do away with gambling. The evidence-based ideas above would help people with existing problems, and stop many more from ending up in trouble.<\/p>\n<p class=\"wp-block-paragraph\">Gambling is a problem we can solve.
