{"id":1040727,"date":"2026-06-21T11:15:28","date_gmt":"2026-06-21T11:15:28","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/1040727\/"},"modified":"2026-06-21T11:15:28","modified_gmt":"2026-06-21T11:15:28","slug":"northern-ireland-rates-bills-debt-concerns-as-big-increase-in-number-of-people-entering-payment-arrangements-the-irish-news","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/1040727\/","title":{"rendered":"Northern Ireland rates bills debt concerns as big increase in number of people entering payment arrangements \u2013 The Irish News"},"content":{"rendered":"<p class=\"c-paragraph\">More ratepayers in Northern Ireland are facing \u201csignificant financial pressures\u201d as the number entering into payment arrangements has risen by more than a third in five years.<\/p>\n<p class=\"c-paragraph\">According to figures revealed by <a href=\"https:\/\/www.irishnews.com\/tags\/stormont\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishnews.com\/tags\/stormont\/\">Stormont\u2019s finance minister<\/a> John O\u2019Dowd, the number of account holders securing payment arrangements with Land and Property Services has risen from 8,891 in 2021\/22 to 12,073 over the past financial year.<\/p>\n<p class=\"c-paragraph\">The figure, covering both domestic and business rates, peaked in 2023\/24 at 13,580, up from 8,379 in the previous 12 months.<\/p>\n<p class=\"c-paragraph\">In March it was revealed that the number of households and businesses taken to court over non-payment of rates rose to 13,776 in 2024\/25, from 8,043 the previous year.<\/p>\n<p><a class=\"c-link\" href=\"https:\/\/www.irishnews.com\/news\/northern-ireland\/jon-burrows-we-need-to-be-really-strong-on-calling-out-wrongdoing-from-loyalism-RDZKJOS2UNAWJGHNW2UQGKQAEE\/\" aria-hidden=\"true\" tabindex=\"-1\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"Jon Burrows: &#x2018;We need to be really, really strong on calling out any wrongdoing from loyalism&#x2019;\" class=\"c-image\" loading=\"lazy\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/06\/UJVDOZQFYJGS7DEPRNNN4RL7SU.jpg\"  width=\"800\" height=\"450\"\/><\/a><a class=\"c-link\" href=\"https:\/\/www.irishnews.com\/news\/northern-ireland\/northern-ireland-protest-fears-amid-calls-for-calm-after-belfast-knife-attack-live-updates-3JDOUK3C6BCFZGOKMU2YLIID4Q\/\" aria-hidden=\"true\" tabindex=\"-1\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"Live: No repeat of violent disorder overnight as anti&#x2011;racism rallies set for tomorrow\" class=\"c-image\" loading=\"lazy\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/06\/1782040528_284_NMBVCNRYFBGX7HGNTEVJ4FYTRU.jpeg\"  width=\"800\" height=\"450\"\/><\/a><\/p>\n<p class=\"c-paragraph\">Mr O\u2019Dowd revealed the latest figures on payment arrangements figures in a response to a question from <a href=\"https:\/\/www.irishnews.com\/tags\/dup\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishnews.com\/tags\/dup\/\">DUP MLA<\/a> Diane Forsythe.<\/p>\n<p class=\"c-paragraph\">Although many payment arrangements are secured after unpaid bills stack up, the minister said they<b> <\/b>\u201care not solely indicative of <a href=\"https:\/\/www.irishnews.com\/tags\/debt\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishnews.com\/tags\/debt\/\">debt<\/a>, as they may be requested for a range of reasons, including budgeting preferences and payment flexibility\u201d.<\/p>\n<p class=\"c-paragraph\">The data comes less than a month after the Advice NI charity, which offers free advice on financial issues, warned that households were facing a \u201cgrowing debt burden\u201d over domestic rates, with a 5% increase in the regional rate, and councils across the north raising district rates from between 1.96% (Fermanagh and Omagh) to 4.5% (Ards and North Down).<\/p>\n<p class=\"c-paragraph\">The charity said the amount of rates debt it was assisting households with had exceeded \u00a31m for the first time in 2025\/26 \u2013 up from \u00a3705,558 the previous year.<\/p>\n<p class=\"c-paragraph\">Advice NI\u2019s head of money, debt and quality, Sinead Campbell, said she expects the debt figure her organisation was assisting ratepayers with to \u201cgrow substantially\u201d in the coming year \u201cas the sharp rise in the cost of living continues to be deeply felt\u201d.<\/p>\n<p class=\"c-paragraph\">\u201cWe want people to understand that rates bills should be treated as a priority debt,\u201d she said. <\/p>\n<p class=\"c-paragraph\">\u201cFalling behind on this payment can lead to serious financial and legal consequences such as a court order for money to be taken directly from your wages or benefits, or in some cases insolvency proceedings that may place someone\u2019s home at risk. It\u2019s important that anyone struggling to make their payments reaches out to us as soon as possible.\u201d<\/p>\n<p class=\"c-paragraph\">Meanwhile, Diane Forsythe told The Irish News the rising number securing payment arrangements over rates \u201cshould not be ignored\u201d.<\/p>\n<p class=\"c-paragraph\">\u201cMany households may choose a payment plan simply because it suits their budgeting needs, and that is entirely understandable,\u201d the MLA said. <\/p>\n<p class=\"c-paragraph\">\u201cEqually, improved engagement by Land and Property Services and greater use of flexible payment arrangements can help support rate collection by working with people to manage their bills rather than allowing arrears to escalate.<\/p>\n<p class=\"c-paragraph\">\u201cHowever, we must also recognise the significant financial pressures facing many families as the cost of living continues to place strain on household finances. <\/p>\n<p class=\"c-paragraph\">\u201cThese figures should serve as a reminder that, for some households, meeting everyday costs remains a challenge.
