John McKenzie, 54, has kept pigeons for more than 40 years, and decided to build a pigeon loft in his back garden, at significant financial cost, so he could carry on enjoying a &#8216;vital working class sport&#8217;<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Despite getting written approval for the pigeon loft from Torus <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/housing\" rel=\"follow nofollow noopener\" tabindex=\"0\" target=\"_self\">housing<\/a> association, it is now subject to enquiries from Liverpool City <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/liverpool-council\" rel=\"follow nofollow noopener\" tabindex=\"0\" target=\"_self\">Council&#8217;s planning enforcement team<\/a>, which means John could be forced to dismantle the loft, and even be fined \u00a320,000, he said.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">John added: &#8220;I&#8217;ve <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/real-lives\" rel=\"follow nofollow noopener\" tabindex=\"0\" target=\"_self\">had pigeons all my life<\/a>, and because I&#8217;m diagnosed with autism and combined ADHD, the pigeons help with my struggles in life on a daily basis. Keeping pigeons is my life&#8217;s passion.&#8221;<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">John points to the storied history of pigeons in British culture, including the importance of their role in the First and Second World Wars, when they were used to transport urgent intelligence to the frontlines.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">He said: &#8220;It is a dying working class sport, but there&#8217;s still over 40 racing pigeon clubs just in the North West, with 3,500 affiliated members.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">&#8220;I&#8217;m also a fully-fledged, paid-up member of the Royal Pigeon Racing Association (RPRA), of which the Queen Mother was the patron, so I&#8217;m fully aware of the regulations around this.&#8221;<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">John said he was made aware of a complaint about his pigeon loft at some point late last year, and immediately contacted Torus to explain what is was, the scale, the dimensions, as well as the importance to him personally.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">As a result, a Torus representative visited the property for an assessment, before granting written approval for the pigeon loft, in a letter dated October 7, 2025, and seen by the Liverpool <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\" rel=\"follow nofollow noopener\" tabindex=\"0\" target=\"_self\">ECHO<\/a>.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Describing the process, John said: &#8220;As soon as [the housing officer] came out and looked at my pigeon loft, they said, &#8220;it&#8217;s absolutely beautiful&#8221;, and they granted me permission straight away.<\/p>\n<p><img decoding=\"async\" alt=\"John McKenzie in his pigeon loft\" loading=\"lazy\" class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">&#8220;But [last week, June 16), I&#8217;m sitting in Tesco car park, and I get a phone call telling me Liverpool City Council\u2019s planning enforcement have received a complaint and I\u2019ve got seven days to dismantle the loft or I\u2019m going to be fined \u00a320,000.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">&#8220;I told them, I&#8217;m not dismantling nothing, because Torus, have already granted me permission, and now 10 months later I\u2019m being told it&#8217;s got to go, because of a complaint?&#8221;<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\" rel=\"follow nofollow noopener\" tabindex=\"0\" target=\"_self\">ECHO<\/a> contacted Torus to enquire about John&#8217;s claims, and were told it had given approval for the pigeon loft, but had no say in the complaint made to Liverpool City Council&#8217;s planning enforcement team.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Responding to questions about the possibility of Mr McKenzie receiving a \u00a320,000 fine, a Liverpool City Council spokesperson told the <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\" rel=\"follow nofollow noopener\" tabindex=\"0\" target=\"_self\">ECHO<\/a> it is only at the stage of making enquiries at the moment, and Mr McKenzie will not suddenly be hit with a fine.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">We were also told the approval of Torus Housing is superseded by the requirements of planning legislation, and the council is looking into whether the pigeon loft is fully compliant with those regulations.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">John has now written several emails to Liverpool City Council&#8217;s planning enforcement team, detailing the scale and dimensions of the loft, and hopes the issue will be cleared up this week, he said: &#8220;I have done this for 40 years so I know what the rules and regulations are, and I have even invited [the planning enforcement officer] out to the house.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">John continued: &#8220;Because of my autism and ADHD, and the possibility of having to give this up, the anxiety is killing me, because it&#8217;s my life&#8217;s passion.&#8221;<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">In terms of what happens next, a LCC spokesperson told us: &#8220;We are investigating if there has been a breach of planning legislation in relation to this address and have been in touch with the occupier to discuss the matter and ask for more information.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">&#8220;If permission is required we may invite a retrospective application to be made.
