(Image: Google)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Older people at a <a aria-label=\"Merseyside Link opens in a new tab.\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/liverpool\" rel=\"follow nofollow noopener\" tabindex=\"0\" target=\"_blank\">Merseyside <\/a>care home have been left in their \u201cvisibly dirty\u201d bedrooms with smelly bedding and \u201ccrusted\u201d toothbrushes, according to a damning watchdog inspection. Arncliffe Court Care Home in <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/halewood\" rel=\"follow nofollow noopener\" tabindex=\"0\" target=\"\">Halewood<\/a> will remain in special measures after the Care Quality Commission (CQC) rated the home as inadequate once again.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">CQC carried out this inspection to follow up on concerns found at the <a aria-label=\"previous inspection last AugustLink opens in a new tab.\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/news\/liverpool-news\/merseyside-care-home-special-measures-32967183\" rel=\"follow nofollow noopener\" tabindex=\"0\" target=\"_blank\">previous inspection last August<\/a> when it was first placed under the spotlight. At the time of the assessment, 89 people were living at the home.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The CQC said that during this inspection, there were four breaches of regulation regarding safe care and treatment, medicines management, consent to care and treatment and how the home is managed. Conditions have been placed on the service\u2019s registration to ensure proper processes are followed so people can receive safe care.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">On the CQC\u2019s first visit, some areas including people\u2019s bedrooms, communal toilets, and the communal lounge, required cleaning as they were visibly dirty. Mattresses and bedding were visibly unclean and had a noticeable bad smell.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Some food items in the fridge were not clearly labelled with opening dates, and others had been left outside of refrigeration including milk and yoghurts. Inspectors also identified a number of residents who remained in their bedroom for the whole day with a lack of any meaningful engagement, to support their wellbeing.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">There was no evidence of this being people\u2019s choice or of them being offered an alternative with some saying \u201cnothing much happens here. We just sit here and watch the TV.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cThere\u2019re other people I talk to here, but nothing happens.\u201d Support for people to maintain healthier lifestyles, particularly in relation to personal hygiene, was deemed inconsistent.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Officials saw people\u2019s toothbrushes appeared dry, crusted, or unused, with some items still appearing brand new. In addition, some people did not have access to basic toiletries within their bedrooms to support their personal care needs.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The provider did not always treat people with kindness, empathy and compassion, or respect their privacy and dignity. For example, one person did not have adequate access to clothing or basic toiletries, despite leaders and the provider being aware of this concern since August 2025.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The person had clearly expressed their primary wish was to improve their quality of life by accessing additional clothing, personal items, and a newspaper; despite this the person\u2019s wishes had not been addressed, leaving them feeling neglected and unsupported.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Andrew Peck, CQC deputy director of operations, north-west adult social care, said: \u201cWhen we inspected Arncliffe Court, it was concerning to see little improvement had been made since we last visited, despite us being clear about what needed to be done. Leaders still weren\u2019t managing the service well and we continued to see people being placed at risk of poor care in a place they call home.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cIt was particularly concerning that there was still a high number of people having falls and continued incidents involving people experiencing periods of distress. This indicated lessons hadn\u2019t been learned since the last inspection and people were being left at risk of harm.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cWe also found concerns with cleanliness and infection prevention throughout the home. People\u2019s bathrooms, bedrooms and communal areas were visibly dirty, and we found bad smells coming from people\u2019s bedding and mattresses indicating they weren\u2019t being cleaned regularly.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cWe saw people just sitting in their rooms for long periods of time with little engagement and activities available to support their wellbeing. People told us there wasn\u2019t much to do at the home other than watch TV which placed them at risk of boredom and isolation.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cWe have told leaders where we expect to see rapid, and continued improvements and will continue to monitor the home closely to keep people safe during this time.
