We believe quality journalism should be available to everyone, paid for by those who can afford it.<\/p>\n<p><strong class=\"sc-1uza6dc-1 eXohla\">Your support makes all the difference.<\/strong>Read more<\/p>\n<p>Next week\u2019s agreement with the <a href=\"https:\/\/www.independent.co.uk\/topic\/european-union\" target=\"_blank\" rel=\"noopener\">European Union<\/a> will be the third, the most important and yet also the least substantial trade deal that Sir <a href=\"https:\/\/www.independent.co.uk\/topic\/keir-starmer\" target=\"_blank\" rel=\"noopener\">Keir Starmer<\/a> will have struck this month. <\/p>\n<p>The India-UK agreement has a great <a href=\"https:\/\/www.independent.co.uk\/voices\/india-trade-deal-badenoch-farage-b2746367.html\" title=\"The right\u2019s attack on the India trade deal is opportunistic, envious fakery\" target=\"_blank\" rel=\"noopener\">deal of long-term potential<\/a>, giving Britain easier access to the most populous market in the world, although the government cautiously estimates that it will add just 0.1 per cent to British national income in 15 years\u2019 time. <\/p>\n<p>The US-UK agreement is a <a href=\"https:\/\/www.independent.co.uk\/voices\/editorials\/trade-deal-us-trump-tariffs-keir-starmer-b2747459.html\" title=\"This historic US trade deal is a personal victory for Keir Starmer\" target=\"_blank\" rel=\"noopener\">welcome exercise in damage limitation<\/a>, reducing the cost to the British economy of Donald Trump\u2019s tariff war. <\/p>\n<p>But it is the <a href=\"https:\/\/www.independent.co.uk\/topic\/eu\" target=\"_blank\" rel=\"noopener\">EU<\/a>-UK agreement that offers the best prospect of making the British people better off in the short as well as the long term. The easier that we can make exports to and imports from the EU single market, our biggest single trading partner, the better it will be for Britain\u2019s uncertain prosperity. <\/p>\n<p>As with the US deal, of course, it could be said that this \u201creset\u201d of the EU relationship is an attempt to limit damage \u2013 in this case, the <a href=\"https:\/\/www.independent.co.uk\/voices\/editorials\/brexit-trade-economy-failure-bad-situation-b2494414.html\" title=\"It\u2019s time to face facts \u2013 we are all the poorer for Brexit\" rel=\"follow noopener\" target=\"_blank\">harm done to the British economy<\/a> by Brexit. What would have been best for our living standards would have been if we had remained a member of the EU. <\/p>\n<p>However, there is no point in relitigating that decision, taken nearly 10 years ago. Ever since, The Independent has argued that if we must leave the EU, we should try to have the \u201csoftest\u201d Brexit possible. Unfortunately, Boris Johnson, by his weakness and opportunism, delivered a <a href=\"https:\/\/www.independent.co.uk\/voices\/brexit-five-years-red-wall-division-b1871266.html\" title=\"Boris Johnson has no intention of uniting the country over Brexit \u2013 division suits him\" rel=\"follow noopener\" target=\"_blank\">needlessly \u201chard\u201d Brexit<\/a> and made the country poorer than it ever needed to have been. <\/p>\n<p>Now, Sir Keir has a golden opportunity to rebalance the terms of our exit from the EU. We accept, reluctantly, that now is not the time for the government to be talking about rejoining \u2013 although it would be good to hear more from politicians who are not ministers about how a plan to rejoin in some years\u2019 time might work. <\/p>\n<p>We do not know exactly what is going to be announced on Monday, when Ursula von der Leyen, the president of the European Commission, and Ant\u00f3nio Costa, president of the EU Council, visit Downing Street. <\/p>\n<p>Indeed, some of the wording of the communique has yet to be finalised, as the two sides engage in last-moment wrangling over fish and <a href=\"https:\/\/www.independent.co.uk\/news\/uk\/politics\/brexit-reset-deal-starmer-youth-mobility-b2748875.html\" target=\"_blank\" rel=\"noopener\">the youth mobility scheme <\/a>\u2013 how typical that seems of decades of EU-UK negotiations. <\/p>\n<p>And whatever is announced on Monday then has to be hammered out in a legal agreement in further torturous negotiations, expected to last for at least the rest of this year. <\/p>\n<p>But we are anticipating a defence and security agreement that will <a href=\"https:\/\/www.independent.co.uk\/voices\/editorials\/europe-eu-trade-deal-uk-economy-b2748016.html\" title=\"Europe remains the key to Britain\u2019s future economic success\" target=\"_blank\" rel=\"noopener\">usefully enhance European cooperation<\/a> in the face of President Donald Trump\u2019s downgrading of US support for Ukraine and Europe\u2019s defence generally. <\/p>\n<p>The main feature of the trade aspect of the \u201creset\u201d is expected to be a veterinary agreement that will make it easier to import and export food and agricultural goods. This is welcome, but does not go as far as it could in reducing the friction of border checks for the rest of our trade.<\/p>\n<p>Sir Keir insists that he will not cross his self-imposed red lines and that Britain will not seek to rejoin the single market or the <a href=\"https:\/\/www.independent.co.uk\/topic\/customs-union\" target=\"_blank\" rel=\"noopener\">customs union<\/a> \u2013 but there ought to be creative ways of easing trade that stay inside those red lines. <\/p>\n<p>Our hope is that, if the rest of the \u201creset\u201d on Monday goes well, it will open up political space for the government to seek more ambitious deals down the line. If the two sides can agree on a youth mobility scheme that allows equal numbers of young people to work or study in the EU and the UK \u2013 along similar lines to the scheme that allows young Australians to work in Britain \u2013 that would allow Sir Keir to sell the benefits of a closer relationship with the EU without returning to free movement. <\/p>\n<p>But the prime minister will have to work hard to ensure his legacy does not become<a href=\"https:\/\/www.independent.co.uk\/news\/uk\/politics\/immigration-starmer-albania-rwanda-migrants-b2751487.html\" rel=\"follow noopener\" target=\"_blank\"> one rooted in the \u201cRwanda-lite\u201d bid to send failed asylum seekers abroad to Albania, <\/a><a href=\"https:\/\/www.independent.co.uk\/news\/uk\/politics\/immigration-starmer-albania-rwanda-migrants-b2751487.html\" rel=\"follow noopener\" target=\"_blank\">in an attempt to appeal to those wooed by Reform UK\u2019s hard-right stance on immigration. <\/p>\n<p>Once the benefits of a softer Brexit deal become apparent, and the charge from the Conservatives and Reform that it involves \u201creversing\u201d Brexit is disproved, Sir Keir should be able to move \u201cfurther and faster\u201d, in his words, towards a closer and mutually beneficial relationship with the EU. <\/p>\n","protected":false},"excerpt":{"rendered":"Your support helps us to tell the story From reproductive rights to climate change to Big Tech, The&hellip;\n","protected":false},"author":2,"featured_media":105115,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[5226],"tags":[802,748,2000,299,5187,1699,4884,16,15],"class_list":{"0":"post-105114","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-brexit","8":"tag-brexit","9":"tag-britain","10":"tag-eu","11":"tag-europe","12":"tag-european","13":"tag-european-union","14":"tag-great-britain","15":"tag-uk","16":"tag-united-kingdom"},"share_on_mastodon":{"url":"https:\/\/pubeurope.com\/@uk\/114515163452982478","error":""},"_links":{"self":[{"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/posts\/105114","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/comments?post=105114"}],"version-history":[{"count":0,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/posts\/105114\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/media\/105115"}],"wp:attachment":[{"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/media?parent=105114"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/categories?post=105114"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/tags?post=105114"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
