The EU has imposed sizable sanctions on Moscow since it launched its 2022 invasion but have held back from a total trade embargo against Russia. Imposing EU tariffs had previously been floated as a option to bypass Hungary\u2019s opposition to sanctions. <\/p>\n<p>On Wednesday, EU ambassadors agreed to a 17th sanctions package against Russia that included targeting almost <a href=\"https:\/\/www.politico.eu\/article\/eu-backs-17th-round-of-russia-sanctions\/\" target=\"_blank\" rel=\"noreferrer noopener\">200 ships of the so-called shadow fleet<\/a>, used to bypass existing sanctions on oil and gas exports. \u00a0<\/p>\n<p>The direct talks between Kyiv and Moscow, the first since shortly after the Kremlin\u2019s full-scale invasion in 2022, began with confusion over who would attend and if anyone would meet. Zelenskyy arrived in Turkey ready for talks, but Putin refused to attend and instead sent a lower-level delegation.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/05\/zelenskyy-turkey-1024x683.jpg\" alt=\"\" class=\"wp-image-6616116\"  \/>Zelenskyy arrived in Turkey ready for talks, but Putin refused to attend and instead sent a lower-level delegation. | Neceti Savas\/EFE via EPA<\/p>\n<p>U.S. President Donald Trump hinted he would be prepared to join high-level talks in Turkey \u2014 but blasted any hope of a breakthrough after Putin\u2019s absence was confirmed. \u201cLook, nothing is gonna happen until Putin and I get together,\u201d<a href=\"https:\/\/www.politico.eu\/article\/donald-trump-says-nothing-will-happen-ukraine-till-he-meets-vladimir-putin\/\" target=\"_blank\" rel=\"noopener\">he said on board Air Force One. <\/a><\/p>\n<p>Ahead of Thursday\u2019s talks, a senior U.K. official warned that if they weren\u2019t successful, conversation would likely \u201crevolve around sanctions and how we can bring countries together to begin those stronger sanctions that were referenced on Saturday in Kyiv.\u201d The leaders of France, Germany and Poland threatened a raft of sanctions on Saturday if Russia refused \u201ca total and unconditional ceasefire.\u201d<\/p>\n<p>\u201cPresident Putin is hiding,\u201d an aide to Macron said before the Kremlin confirmed the Russian leader would not travel to Turkey.<\/p>\n","protected":false},"excerpt":{"rendered":"Punitive tariffs on Russian imports are under discussion, two European officials said.
