The standard reading of the aftermath is reassuring for EU institutions: given the costs of Brexit for the UK, the public has concluded\u00a0that\u00a0leaving is not\u00a0viable. That reading is not wrong, but it misses the more consequential story. Brexit did not defeat European\u00a0sovereigntism; it strengthened it, by teaching sovereigntist parties to work from inside rather than threaten to leave.\u00a0<\/p>\n<p style=\"text-align:justify\">That shift had domestic drivers too, including electoral normalisation and a decade of EU institutional crisis, but Brexit reinforced it by making\u00a0the prospect of an\u00a0exit look catastrophic. This made sovereigntist parties more electable, and harder to counter, because the tools built to fight exit campaigns do not work against internal disruption.\u00a0<\/p>\n<p style=\"text-align:justify\">The reassuring reading rests on good evidence. The<a href=\"https:\/\/europa.eu\/eurobarometer\/surveys\/detail\/3378\" rel=\"noreferrer noopener nofollow\" target=\"_blank\">\u00a0<\/a><a href=\"https:\/\/europa.eu\/eurobarometer\/surveys\/detail\/3378\" rel=\"noreferrer noopener nofollow\" target=\"_blank\">Autumn 2025 Eurobarometer<\/a>\u00a0recorded that 74% of EU citizens said their country benefits from membership, the highest result since 1983.\u00a0\u00a0<\/p>\n<p style=\"text-align:justify\">What that reading captures is a shift in public opinion. What it misses is a parallel shift in party strategy. The parties that once threatened to leave have concluded it is more useful to weaken the EU from inside. The French National Rally abandoned its<a href=\"https:\/\/www.chathamhouse.org\/2025\/10\/rise-reform-afd-and-rn-more-blip-so-what-happens-if-e3-goes-far-right\" rel=\"noreferrer noopener nofollow\" target=\"_blank\">\u00a0<\/a><a href=\"https:\/\/www.chathamhouse.org\/2025\/10\/rise-reform-afd-and-rn-more-blip-so-what-happens-if-e3-goes-far-right\" rel=\"noreferrer noopener nofollow\" target=\"_blank\">Frexit<\/a>\u00a0commitment, the Dutch<a href=\"https:\/\/www.dutchnews.nl\/2024\/04\/pvv-drops-nexit-backing-from-eu-election-manifesto\/\" rel=\"noreferrer noopener nofollow\" target=\"_blank\">\u00a0<\/a><a href=\"https:\/\/www.dutchnews.nl\/2024\/04\/pvv-drops-nexit-backing-from-eu-election-manifesto\/\" rel=\"noreferrer noopener nofollow\" target=\"_blank\">PVV<\/a>\u00a0dropped its\u00a0Nexit\u00a0pledge, and the\u00a0AfD\u00a0now frames a German exit as a<a href=\"https:\/\/www.euractiv.com\/news\/german-government-parties-dismiss-afds-eu-exit-referendum-call\/\" rel=\"noreferrer noopener nofollow\" target=\"_blank\">\u00a0<\/a><a href=\"https:\/\/www.euractiv.com\/news\/german-government-parties-dismiss-afds-eu-exit-referendum-call\/\" rel=\"noreferrer noopener nofollow\" target=\"_blank\">last resort<\/a>. Le Pen has said this outright, pointing to Brexit when explaining her own shift: in a<a href=\"https:\/\/www.euronews.com\/2020\/02\/06\/marine-le-pen-eu-has-more-to-lose-on-brexit-but-i-don-t-want-frexit\" rel=\"noreferrer noopener nofollow\" target=\"_blank\">\u00a0<\/a><a href=\"https:\/\/www.euronews.com\/2020\/02\/06\/marine-le-pen-eu-has-more-to-lose-on-brexit-but-i-don-t-want-frexit\" rel=\"noreferrer noopener nofollow\" target=\"_blank\">2020 interview<\/a>,\u00a0she noted it \u201cstill took three years\u201d and that EU leaders had \u201cbarely hid wanting to make the divorce as difficult as possible.\u201d\u00a0This pattern is clearest in Western Europe; the\u00a0European Conservatives and Reformists\u00a0pragmatism on Ukraine, and Meloni&#8217;s earlier pivot in Italy,\u00a0show the sovereigntist family\u00a0isn&#8217;t\u00a0monolithic.\u00a0<\/p>\n<p style=\"text-align:justify\">Dropping the exit commitment removed the most politically costly element of the sovereigntist platform, the one\u00a0voters\u00a0could most easily be warned away from by pointing to the UK. Moderated parties could compete for a broader electorate without abandoning their critique of EU institutions. They are now<a href=\"https:\/\/brusselssignal.eu\/2025\/11\/political-earthquake-poll-shows-bardella-clear-favourite-for-2027-french-elections\/\" rel=\"noreferrer noopener nofollow\" target=\"_blank\">\u00a0<\/a><a href=\"https:\/\/brusselssignal.eu\/2025\/11\/political-earthquake-poll-shows-bardella-clear-favourite-for-2027-french-elections\/\" rel=\"noreferrer noopener nofollow\" target=\"_blank\">frontrunners<\/a>\u00a0in the next French presidential election and the third-largest force in the European Parliament.\u00a0<\/p>\n<p style=\"text-align:justify\">A referendum\u00a0requires\u00a0securing\u00a0a majority to\u00a0support\u00a0a\u00a0radical\u00a0proposal. Internal disruption requires only accumulating enough institutional power to block, dilute, and redirect policy. An exit is at least a bounded loss, with a clear before-and-after. Internal obstruction has no comparable endpoint \u2014 which may be what makes it harder to fight, even if\u00a0it&#8217;s\u00a0not obviously worse. Parties that have won elections can coordinate from a position of strength in ways isolated fringe movements cannot. As EPC research on the far right&#8217;s continued growth has shown, these parties have developed strong electoral bases, which means their\u00a0institutional presence is not going away. The Patriots for Europe\u2019s (PfE)<a href=\"https:\/\/www.patriotsforeurope.eu\/\" rel=\"noreferrer noopener nofollow\" target=\"_blank\">\u00a0<\/a><a href=\"https:\/\/www.patriotsforeurope.eu\/\" rel=\"noreferrer noopener nofollow\" target=\"_blank\">demands<\/a>, including stronger borders and rolled-back environmental standards, are to be achieved through EU institutions rather than outside them.\u00a0<\/p>\n<p style=\"text-align:justify\">EU institutions and mainstream parties have been slow to adapt. The frameworks built to contest exit movements, like reassuring publics about<a href=\"https:\/\/ec.europa.eu\/newsroom\/regio\/items\/840000\/en\" rel=\"noreferrer noopener nofollow\" target=\"_blank\">\u00a0<\/a><a href=\"https:\/\/ec.europa.eu\/newsroom\/regio\/items\/840000\/en\" rel=\"noreferrer noopener nofollow\" target=\"_blank\">membership benefits<\/a>, are ill-suited to countering internal reform. Gridlock is the clearest sign\u00a0that\u00a0the inside strategy is working. Some of this reflects the EU\u2019s longstanding struggles with unanimity, but what is new is the deliberateness with which sovereigntists exploit it. Hungary\u2019s veto record reflects a government exploiting unanimity rules; the\u00a0PfE\u2019s\u00a0successin\u00a0diluting the Green Deal depicts a parliamentary group bargaining within coalition politics.\u00a0<\/p>\n<p style=\"text-align:justify\">Hungary<a href=\"https:\/\/www.euronews.com\/my-europe\/2026\/02\/27\/fact-check-did-the-eu-bypass-hungarys-veto-on-ukraines-90-billion-loan\" rel=\"noreferrer noopener nofollow\" target=\"_blank\">\u00a0<\/a><a href=\"https:\/\/www.euronews.com\/my-europe\/2026\/02\/27\/fact-check-did-the-eu-bypass-hungarys-veto-on-ukraines-90-billion-loan\" rel=\"noreferrer noopener nofollow\" target=\"_blank\">blocked<\/a>\u00a0a new sanctions package and a \u20ac90 billion loan facility for Ukraine in February 2026. From 2011 to 2025,\u00a0Hungary\u00a0accounted\u00a0for<a href=\"https:\/\/www.npr.org\/2026\/04\/12\/nx-s1-5773328\/will-orbans-defeat-change-hungarys-relationship-to-the-eu\" rel=\"noreferrer noopener nofollow\" target=\"_blank\">\u00a0<\/a><a href=\"https:\/\/www.npr.org\/2026\/04\/12\/nx-s1-5773328\/will-orbans-defeat-change-hungarys-relationship-to-the-eu\" rel=\"noreferrer noopener nofollow\" target=\"_blank\">19 of the EU\u2019s 46 vetoes<\/a>, more than twice\u00a0that of\u00a0the next member state. The\u00a0PfE\u00a0has also worked to dilute the<a href=\"https:\/\/www.euronews.com\/my-europe\/2025\/07\/10\/patriots-look-to-derail-eu-climate-policy-with-key-parliament-file\" rel=\"noreferrer noopener nofollow\" target=\"_blank\">\u00a0<\/a><a href=\"https:\/\/www.euronews.com\/my-europe\/2025\/07\/10\/patriots-look-to-derail-eu-climate-policy-with-key-parliament-file\" rel=\"noreferrer noopener nofollow\" target=\"_blank\">Green Deal<\/a>\u00a0and oppose the Migration Pact. The resulting gridlock becomes campaign material: a government can block a budget while positioning itself as the defender of national interests against Brussels\u2019 bureaucracy. Voters frustrated with EU inaction are not tracking which delegation cast which vote; they see dysfunction and hear sovereigntists offering the most vivid diagnosis of it.\u00a0<\/p>\n<p style=\"text-align:justify\">The current revision of the EU\u2019s<a href=\"https:\/\/commission.europa.eu\/strategy-and-policy\/eu-budget\/long-term-eu-budget\/eu-budget-2028-2034_en\" rel=\"noreferrer noopener nofollow\" target=\"_blank\">\u00a0<\/a><a href=\"https:\/\/commission.europa.eu\/strategy-and-policy\/eu-budget\/long-term-eu-budget\/eu-budget-2028-2034_en\" rel=\"noreferrer noopener nofollow\" target=\"_blank\">Multiannual Financial Framework<\/a>, setting the budget for 2028 to 2034, will be the clearest test yet. It requires unanimity, raising the bar for obstruction while handing any sovereigntist government a veto. A drawn-out or diluted outcome would suggest the inside strategy is working; a deal that passes\u00a0largely intact\u00a0would suggest its limits.\u00a0<\/p>\n<p style=\"text-align:justify\">A decade on, Brexit\u2019s more consequential effect receives less attention than it deserves. It did not inspire imitators or trigger a wave of exits, as initial fearmongering suggested. Instead, it taught Europe\u2019s sovereigntists that the\u00a0EU\u00a0can\u00a0be\u00a0more effectively weakened from within.
