But who is she, and what role has she played in Greater Manchester?<img decoding=\"async\" alt=\"Caroline Simpson and Andy Burnham\" loading=\"eager\"  src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/07\/0_JS411111958.jpg\" \/><\/p>\n<p aria-label=\"Caroline Simpson and Andy Burnham\" class=\"ImageCaption_caption-title__ccyQU\" data-testid=\"caption-title\">Caroline Simpson and Andy Burnham(Image: MEN)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">There\u2019s a saying in Stockport town hall, said half jokingly, that working at the council is a passport to the corridors of power in Manchester.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">It\u2019s only a half joke because two recent two chief executives at <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.manchestereveningnews.co.uk\/all-about\/stockport\" rel=\"follow nofollow noopener\" tabindex=\"0\" target=\"\">Stockport<\/a> council both went on to lead the Greater Manchester Combined Authority (GMCA). One of those was the <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.manchestereveningnews.co.uk\/news\/greater-manchester-news\/eamonn-boylan-giant-greater-manchester-33708913\" rel=\"follow nofollow noopener\" tabindex=\"0\" target=\"_self\">late Eamonn Boylan<\/a>, a man credited as being an architect of change for the city-region.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\"><strong class=\"Strong_strong__e2x35\"><a aria-label=\"Click hereLink opens in a new tab.\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.manchestereveningnews.co.uk\/newsletter-preference-centre\/?view=Solus&amp;mailingListId=e29ee8c7-06ed-4603-a342-72fd4cc91649&amp;utm_source=solusarticle\" rel=\"follow nofollow noopener\" tabindex=\"0\" target=\"_blank\">Click here<\/a> for the latest on Greater Manchester&#8217;s politics in our newsletter<\/strong><\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The other was Caroline Simpson, whose career saw her lead the transformation of Stockport town centre into one of the country\u2019s best corners to live and work. She joined the GMCA in 2024, and is reportedly set for a job <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.manchestereveningnews.co.uk\/news\/greater-manchester-news\/woman-earmarked-run-andy-burnhams-34207591\" rel=\"follow nofollow noopener\" tabindex=\"0\" target=\"_self\">leading the Number 10 of the north<\/a>, part of <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.manchestereveningnews.co.uk\/all-about\/andy-burnham\" rel=\"follow nofollow noopener\" tabindex=\"0\" target=\"\">Andy Burnham<\/a>\u2019s plan to wrestle power away from London and bring some of it to Manchester.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Sources in Greater Manchester describe her as the perfect person for the job, which would sit at the heart of a Burnham government and has been tipped to \u2018rewire\u2019 the British state as we know it.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cWhat Caroline brings is that she&#8217;s a fantastic networker, and she\u2019s very warm,\u201d said David Meller, a councillor who worked closely alongside Caroline Simpson in Stockport. \u201cShe brings an attitude where she\u2019s really outcome driven, and I think that\u2019s why she\u2019s worked really well with Andy Burnham. She\u2019s all about delivery.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Councillor Meller was first elected in 2018 and went on to serve as cabinet member for regeneration in Stockport, just as the town\u2019s transformation was really picking up speed.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Caroline Simpson was appointed <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.manchestereveningnews.co.uk\/all-about\/stockport-council\" rel=\"follow nofollow noopener\" tabindex=\"0\" target=\"\">Stockport council<\/a>\u2019s chief executive in December 2021, having previously served as deputy. She took over leading Stockport council at a time when the borough had been under no overall control politically for a decade.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">In fact, it was only this May at the local elections that the <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.manchestereveningnews.co.uk\/all-about\/liberal-democrats\" rel=\"follow nofollow noopener\" tabindex=\"0\" target=\"\">Lib Dems<\/a> swept to power and gained a majority grip of the council.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">So Caroline Simpson worked in an environment where relationships, compromise, and consensus was perhaps the most important part of her job &#8211; all traits which would be hugely important in the heart of government.<\/p>\n<p><img decoding=\"async\" alt=\"Caroline Simpson, chief executive of the Greater Manchester Combined Authority\" loading=\"lazy\"  src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/07\/0_JS399293916.jpg\" \/><\/p>\n<p aria-label=\"Caroline Simpson, chief executive of the Greater Manchester Combined Authority\" class=\"ImageCaption_caption-title__ccyQU\" data-testid=\"caption-title\">Caroline Simpson, chief executive of the Greater Manchester Combined Authority(Image: Greater Manchester Combined Authority)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Coun Meller said: \u201cShe just wants to get the best outcome for people and the organisation that she\u2019s working for, and to make progress and deliver.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.manchestereveningnews.co.uk\/all-about\/labour-party\" rel=\"follow nofollow noopener\" tabindex=\"0\" target=\"\">Labour<\/a> councillor believes it was Simpson\u2019s record in Stockport which helped her progress to the GMCA, along with a knack for overcoming problems.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">He added: \u201cShe would drive a very hard bargain to deliver what\u2019s needed, and deliver it well.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cI think she\u2019s canny enough to deal with the politics of going into a job like Number 10, I think she can see that in order to get stuff through you have got to work to build consensus and look for common ground across the political divide, and that\u2019s only going to help her.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cShe led on much of the regeneration and the MDC [mayoral development corporation], she was on top of things and across the detail, rarely anything would ever slip past her.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cDo not underestimate her either, she has that record of delivery.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Simpson has enjoyed a varied career in and out of public service. She studied Japanese and business at John Moores University in Liverpool, a city which she admits she \u2018really wanted\u2019 to stay in after graduating.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">As it happened, she applied for a job at the Granby Toxteth taskforce, an initiative set up after riots in inner-city Liverpool.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Speaking to <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/podfollow.com\/webuiltthiscity\/view\" rel=\"nofollow noopener\" tabindex=\"0\" target=\"_self\">We Built This City podcast<\/a> about the experience, she said: \u201cIt was a really small project that was about connecting the business community along the waterfront in the south of the city, with the community, particularly with schools.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cThat lit the fire in my belly really, about how actually connections in communities, particularly the voluntary sector and the business sector coming together for the good of a place, it sounds a bit tripe but it really did light something in me, and I absolutely loved it, and then worked in regeneration, development, placemaking, public service all my career.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">She admitted in an interview with the Local Democracy Reporting Service last year she <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.manchestereveningnews.co.uk\/news\/greater-manchester-news\/shes-andy-burnhams-right-hand-32087435\" rel=\"follow nofollow noopener\" tabindex=\"0\" target=\"_self\">almost fell into a career<\/a> in the public service.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cLike most young people, I fell into my first job which happened to be in the public sector. It was when I started to really work hard and feel very committed to what I was doing.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cI am a proud public servant. I\u2019m absolutely an advocate for a rewarding career in public service where you can end a very, very busy day genuinely knowing you\u2019ve made an impact. It sounds a bit twee, but you have had an impact on people\u2019s lives. That\u2019s massively rewarding.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Regeneration jobs followed in the Black Country and Warrington, before a move to a Staffordshire housing association, and then on to Cheshire East council.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">In 2016, she became Stockport council\u2019s economic growth director. Six years later, she was named its chief executive. She took on the role of leading Stockport council as a \u00a31bn regeneration scheme was getting started.<\/p>\n<p><img decoding=\"async\" alt=\"A regeneration project has brought huge changes to Stockport\" loading=\"lazy\"  src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/07\/0_JS375534130-1.jpg\" \/><\/p>\n<p aria-label=\"A regeneration project has brought huge changes to Stockport\" class=\"ImageCaption_caption-title__ccyQU\" data-testid=\"caption-title\">A regeneration project has brought huge changes to Stockport(Image: MEN)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">This was powered through what is known as a mayoral development corporation (MDC) &#8211; a partnership between local leaders and the mayor of Greater Manchester, which was then Andy Burnham.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">MDCs have spread around Greater Manchester in recent years, and have been praised as a model for success &#8211; and one that some think could be a <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.manchestereveningnews.co.uk\/news\/greater-manchester-news\/something-happened-stockport-could-become-34195224\" rel=\"follow nofollow noopener\" tabindex=\"0\" target=\"_self\">blueprint for towns across the UK<\/a> in an Andy Burnham government.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Caroline Simpson crossed the River Mersey in 2024 to join the GMCA, a move which also put her in charge of managing the day-to-day operation of the Bee Network.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">It\u2019s a role that saw her working closely with former Greater Manchester mayor Andy Burnham, who pledged to bring buses back under local control and delivered on his promise.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">While Burnham has been lauded for the work, especially capping the price of single fares at \u00a32, its success really depended on Caroline Simpson, who worked away quietly behind the scenes to get it done.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">And listening to Simpson speaking about her work in Greater Manchester, it\u2019s easy to understand how she may be closely aligned with Burnham in many areas.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Manchesterism &#8211; that idea about putting the interests of people and place above all else &#8211; comes up in much of her thinking.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cI think it\u2019s very much building on what has been done over decades in Greater Manchester, that has always thought about people and place together,\u201d she said on the We Built This City podcast.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cIt\u2019s never been about shiny buildings for the sake of it, it\u2019s always been about how we create prosperity for our residents.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cI think the next decade and the absolute core of the Greater Manchester strategy, is to make sure that growth reaches every part of Greater Manchester first and foremost.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Simpson told the Local Democracy Reporting Service last year that Andy Burnham was \u2018brilliant to work with\u2019, praising his \u2018energy\u2019 and \u2018ambition\u2019, the latter of which she said she shares. The Good Growth Fund too is an area where Caroline Simpson has been credited for driving forward.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">In late 2025, the first pot of cash from the fund, \u00a3400m, was approved to flow into 17 development projects across the ten boroughs of Greater Manchester.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The idea was to keep private investment pouring into the city, taking away some of the difficulties of construction costs and inflation that could be barriers to growth.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">It is a move which Simpson has spoken about \u2018fuelling\u2019 Greater Manchester\u2019s success, and the enormous transformation that has taken place in some parts of the region in the past few decades.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The importance of good growth is one that Andy Burnham has repeatedly turned to as well. After his pitch at the People&#8217;s History Museum in Manchester this week to rebalance power all across the UK, he tweeted: \u201cGood growth in every postcode and hope in every heart.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">New data released by think tank Centre for Cities recently found that Manchester <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.manchestereveningnews.co.uk\/news\/greater-manchester-news\/manchester-powering-ahead-country-after-34214539\" rel=\"follow nofollow noopener\" tabindex=\"0\" target=\"_self\">grew faster than the rest of the country<\/a> over the last decade.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The city powered ahead of civic rivals, with an economy which grew by more than 34 per cent between 2013 and 2023, ahead of other \u2018top performers\u2019 such as Bristol, Leeds, and Newcastle.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Caroline Simpson played a key role in that success, first at Stockport, and at the GMCA. As the old saying in Stockport town hall goes, the borough has become a well trodden path to Manchester, as Simpson herself has been part of.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">That journey could soon see her directing the heart of government in the Number 10 of the north.<\/p>\n","protected":false},"excerpt":{"rendered":"She has been tipped to join the Number 10 of the north.
