But the world today is not the unipolar terrain of 2018. From Beijing and Moscow to Tehran and Bras\u00edlia, the contours of global power have shifted.<\/p>\n<p>At the heart of this shift is a growing rejection of US dollar hegemony \u2013 and with it, the perceived moral and strategic legitimacy of Western sanctions (\u201cUS sanctions network of companies it says helped ship Iranian oil to China\u201d, <a target=\"_self\" class=\"e1yy41x40 ef9u0v01 css-1ankfgb ecgc78b0\" href=\"https:\/\/www.scmp.com\/news\/china\/diplomacy\/article\/3310226\/us-sanctions-firms-it-says-sent-iranian-oil-china?module=inline&amp;pgtype=article\" title=\"\" data-qa=\"BaseLink-renderAnchor-StyledAnchor\" rel=\"noopener\">May 14<\/a>).<\/p>\n<p datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\">This is not to suggest the collapse of American influence, but rather its strategic overextension. In the name of defending the rules-based order, Washington sanctions over a third of the world\u2019s countries. But as major powers pivot towards alternative trade settlements and local currencies, the threat of sanctions begins to lose its sting.<\/p>\n<p>Consider the China-Russia partnership: bilateral trade rose to <a target=\"_self\" class=\"e1yy41x40 ef9u0v01 css-1ankfgb ecgc78b0\" href=\"https:\/\/www.scmp.com\/economy\/global-economy\/article\/3294551\/china-russia-trade-surged-new-heights-2024-driven-western-sanctions?module=inline&amp;pgtype=article?module=inline&amp;pgtype=article\" title=\"\" data-qa=\"BaseLink-renderAnchor-StyledAnchor\" rel=\"noopener\">US$245 billion in 2024<\/a>, with over 70 per cent <a target=\"_self\" class=\"e1yy41x40 ef9u0v01 css-1ankfgb ecgc78b0\" href=\"https:\/\/www.scmp.com\/economy\/china-economy\/article\/3275668\/chinas-yuan-hits-internationalisation-landmark-record-share-global-payments?module=inline&amp;pgtype=article\" title=\"\" data-qa=\"BaseLink-renderAnchor-StyledAnchor\" rel=\"noopener\">settled in yuan or roubles<\/a>. This is not simply economic pragmatism; it\u2019s geopolitical signalling. When such arrangements multiply, the architecture of coercive diplomacy faces erosion.Iran, too, reads the moment carefully. Though <a target=\"_self\" class=\"e1yy41x40 ef9u0v01 css-1ankfgb ecgc78b0\" href=\"https:\/\/www.scmp.com\/news\/world\/middle-east\/article\/3309930\/us-and-iran-conclude-4th-round-nuclear-negotiations-oman?module=inline&amp;pgtype=article\" title=\"\" data-qa=\"BaseLink-renderAnchor-StyledAnchor\" rel=\"noopener\">talks with Washington<\/a> continue, Tehran sees these less as openings for detente and more as shields against hostile escalation. In the view of Iranian policymakers, America\u2019s grip is loosening \u2013 not only due to its military missteps, but because its financial weaponry is being dulled by the emergence of multipolar alternatives.While the US dollar is still dominant, this dominance appears to rest more on inertia than trust. The <a target=\"_self\" class=\"e1yy41x40 ef9u0v01 css-1ankfgb ecgc78b0\" href=\"https:\/\/www.scmp.com\/economy\/china-economy\/article\/3274621\/chinas-interbank-system-promoted-safeguard-against-swift-consequences?module=inline&amp;pgtype=article\" title=\"\" data-qa=\"BaseLink-renderAnchor-StyledAnchor\" rel=\"noopener\">Swift system<\/a>, once untouchable, is now being reimagined.
