{"id":1086954,"date":"2026-07-13T17:17:29","date_gmt":"2026-07-13T17:17:29","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/1086954\/"},"modified":"2026-07-13T17:17:29","modified_gmt":"2026-07-13T17:17:29","slug":"most-eu-countries-back-full-ban-on-israeli-settler-imports-but-unanimity-fight-looms-euobserver","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/1086954\/","title":{"rendered":"Most EU countries back \u2018full ban\u2019 on Israeli settler imports \u2014 but unanimity fight looms \u2013 EUobserver"},"content":{"rendered":"<p class=\"wp-block-paragraph\">The EU is moving ahead with a \u201cfull ban\u201d on Israeli settler imports, after most foreign ministers backed the move and lawyers gave the green light.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThe option that got the most support was banning trade with illegal settlements,\u201d said EU foreign affairs chief Kaja Kallas in Brussels on Monday (13 July) after talks with the 27 EU states\u2019 top diplomats.<\/p>\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/euobserver.com\/226735\/a-ban-on-israeli-settlement-products-here-are-the-options-the-eu-is-considering\/\" data-type=\"link\" data-id=\"https:\/\/euobserver.com\/226735\/a-ban-on-israeli-settlement-products-here-are-the-options-the-eu-is-considering\/\" rel=\"nofollow noopener\" target=\"_blank\">popular option was a \u201cfull ban\u201d<\/a>, she reiterated.<\/p>\n<p class=\"wp-block-paragraph\">\u201cWe tasked the [27 EU] ambassadors [in the EU Council] to take this forward and we [foreign ministers] will probably have an extraordinary meeting on this,\u201d she added.<\/p>\n<p><a href=\"https:\/\/euobserver.com\/226735\/a-ban-on-israeli-settlement-products-here-are-the-options-the-eu-is-considering\/\" rel=\"nofollow noopener\" target=\"_blank\"><img loading=\"lazy\" decoding=\"async\" width=\"600\" height=\"399\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/07\/5f1d30f4115fda5d7826f1a5a6bb3186-600x399.jpg\" class=\"attachment-thumbnail size-thumbnail wp-post-image\" alt=\"\"  \/><\/a><\/p>\n<p class=\"wp-block-paragraph\">However, the next regular foreign ministers\u2019 meeting is not due until 12 October.<\/p>\n<p class=\"wp-block-paragraph\">France and Sweden have spearheaded the push for a settler ban, backed by Belgium, Ireland, the Netherlands, and Spain.<\/p>\n<p class=\"wp-block-paragraph\">But Germany, Italy, and the Czech Republic have voiced reservations and quibbled on whether a settler trade ban could be imposed by <a href=\"https:\/\/www.consilium.europa.eu\/en\/council-eu\/how-does-the-council-vote\/qualified-majority\/\" data-type=\"link\" data-id=\"https:\/\/www.consilium.europa.eu\/en\/council-eu\/how-does-the-council-vote\/qualified-majority\/\" rel=\"nofollow noopener\" target=\"_blank\">a qualified majority (QMV) vote <\/a>or only by consensus, creating veto opportunities.<\/p>\n<p class=\"wp-block-paragraph\">But Kallas also put that question to bed on Monday.<\/p>\n<p class=\"wp-block-paragraph\">&#8220;The European Council has a legal opinion that trade issues are QMV decisions,&#8221; she said.<\/p>\n<p class=\"wp-block-paragraph\">&#8220;It&#8217;s always the case that you can find different lawyers, who come up with different ideas. So, two lawyers, three opinions,&#8221; said Kallas.<\/p>\n<p>Legal certainty<\/p>\n<p class=\"wp-block-paragraph\">But when it came to the EU&#8217;s in\u2013house team there was only one assessment.<\/p>\n<p class=\"wp-block-paragraph\">&#8220;There is legal opinion we can do this \u2026 with QMV, the Council legal services said that and, of course, if there is [political] will [among member states], we can move forward on that,&#8221; said Kallas.<\/p>\n<p class=\"wp-block-paragraph\">The EU\u2013level move would not be &#8220;against Israel&#8221;, she added, but was meant to fix failures in existing EU customs regimes, which were being &#8220;inconsistently implemented&#8221; by member states, she added.<\/p>\n<p class=\"wp-block-paragraph\">Settler exports to the EU are worth \u20ac150m to \u20ac250m a year, according to media estimates, but the EU Commission does not have a precise figure, because capitals do not report the right data.<\/p>\n<p><a href=\"https:\/\/euobserver.com\/226724\/the-eu-can-ban-trade-with-illegal-israeli-settlements-heres-how\/\" rel=\"nofollow noopener\" target=\"_blank\"><img loading=\"lazy\" decoding=\"async\" width=\"600\" height=\"400\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/07\/14b429df-bc7c-4396-b24c-bdfffa17120d-7a70d898-b682-4e2f-8b78-7f267f696af3-efd3c150-ff8c-4656-bcb5-28.jpeg\" class=\"attachment-thumbnail size-thumbnail wp-post-image\" alt=\"\"  \/><\/a><\/p>\n<p class=\"wp-block-paragraph\">But they would strike a financial blow against some 45 individual Israeli settler firms, mostly <a href=\"https:\/\/euobserver.com\/218014\/from-west-bank-to-eu-supermarkets-how-much-longer-will-israeli-settler-imports-go-on\/\" data-type=\"link\" data-id=\"https:\/\/euobserver.com\/218014\/from-west-bank-to-eu-supermarkets-how-much-longer-will-israeli-settler-imports-go-on\/\" rel=\"nofollow noopener\" target=\"_blank\">in the food and wine sector<\/a>, as well as a blow against the Israeli culture of impunity for violence.<\/p>\n<p class=\"wp-block-paragraph\">Israeli forces killed a 16\u2013year\u2013old Palestinian minor on 5 July, on top of 15 other Palestinian children killed by soldiers and settlers in 2026, <a href=\"https:\/\/www.ochaopt.org\/content\/humanitarian-situation-report-10-july-2026\" data-type=\"link\" data-id=\"https:\/\/www.ochaopt.org\/content\/humanitarian-situation-report-10-july-2026\" rel=\"nofollow noopener\" target=\"_blank\">the UN said in its last report<\/a> on 11 July.<\/p>\n<p class=\"wp-block-paragraph\">An average of six settler attacks a day was also injuring hundreds of people, including 187 children in 2026 so far, the UN added.<\/p>\n<p class=\"wp-block-paragraph\">After months of deadlock, the EU blacklisted settler extremist groups close to the Israeli government and a <a href=\"https:\/\/euobserver.com\/219021\/israeli-settlers-betting-trump-will-frown-on-new-eu-blacklist\/\" data-type=\"link\" data-id=\"https:\/\/euobserver.com\/219021\/israeli-settlers-betting-trump-will-frown-on-new-eu-blacklist\/\" rel=\"nofollow noopener\" target=\"_blank\">settler celebrity, Daniella Weiss,<\/a> in May to try to chill Israeli aggression in the West Bank and East Jerusalem.<\/p>\n<p class=\"wp-block-paragraph\">The European Commission has also frozen \u20ac14m of bilateral cultural projects with Israel since 7 October 2023, when the current Gaza war began.<\/p>\n<p class=\"wp-block-paragraph\">But the EU still had normal relations with the Israeli government under an association agreement, even though its foreign minister, Gideon Sa&#8217;ar has mauled Kallas, while its finance and security ministers want to annex the West Bank and passed a law for capital punishment for Arabs\u2013only.<\/p>\n<p class=\"wp-block-paragraph\">Regular EU\u2013Israeli trade was worth \u20ac43.3bn, compared to the settlers&#8217;
