{"id":1088032,"date":"2026-07-14T05:33:30","date_gmt":"2026-07-14T05:33:30","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/1088032\/"},"modified":"2026-07-14T05:33:30","modified_gmt":"2026-07-14T05:33:30","slug":"systematic-failure-to-listen-and-respect-tenants-council-chief-admits","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/1088032\/","title":{"rendered":"&#8216;Systematic failure to listen and respect&#8217; tenants, council chief admits"},"content":{"rendered":"<p>The damning report into what happened at Barton House shows a wider issue, says the man in charge<img decoding=\"async\" alt=\"bristolpost\" class=\"PremiumArticleBadge_premium-badge-image__ceBDv \" data-testid=\"premium-byline-bristolpost\" loading=\"lazy\" src=\"https:\/\/www.bristolpost.co.uk\/assets\/bristolpost\/images\/premium-byline-bristolpost.svg\"\/><\/p>\n<p>06:09, 14 Jul 2026<\/p>\n<p>Barton House Medact Report Launch Event<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The man in charge of housing in Bristol said residents of the city\u2019s oldest tower block were the victims of a \u2018systematic failure to listen to and respect\u2019 council tenants &#8211; by the council itself.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">People living in Barton House suffered long-lasting trauma after those in charge of the council at the time failed to notice the deterioration of the building for years &#8211; until it got so bad residents had to be evacuated with no notice.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Now, after a damning independent report into the circumstances around that emergency evacuation, the man in charge of housing at <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bristolpost.co.uk\/all-about\/bristol-city-council\" rel=\"follow nofollow noopener\" tabindex=\"0\" target=\"\">Bristol City Council<\/a> has admitted those in charge at the time had a \u2018culture of not recognising the needs of council tenants\u2019.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Speaking exclusively to Bristol Live, Cllr Barry Parsons, the chair of the council\u2019s housing committee, said the culture at City Hall for years before the November 2023 evacuation mirrored a systematic failure across the country, which treated council housing and council tenants poorly.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Cllr Parsons said what happened with both the Grenfell tragedy in London in 2017, and the emergency evacuation of Barton House, were caused by a wider issue of a stigma around council housing and council tenants.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cThere\u2019s been a big change in attitudes towards council tenants,\u201d said Cllr Parsons, citing decades of under-funding and austerity, which led to council housing being \u2018considered as housing of last resort\u2019.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cThere was a process known as \u2018residualisation\u2019 in council housing,\u201d he said. \u201cRather than being the original ambition &#8211; an ideal that council homes were for anyone and you might be a labourer or a doctor, living in a council home &#8211; it\u2019s been considered as housing of last resort, and there\u2019s been a huge amount of stigma attached to council tenants because of that.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cWhat that has meant is there\u2019s been a systematic failure to listen to tenants\u2019 voices, and to really respect council tenants,\u201d he added.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\"  src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/07\/1_BR_PG_260124barton_house-141.jpg\" \/><\/p>\n<p aria-label=\"\" class=\"ImageCaption_caption-title__ccyQU\" data-testid=\"caption-title\">(Image: PAUL GILLIS \/ Reach PLC)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cThere\u2019s been a culture of not recognising the needs that council tenants have and an acceptance of poor standards. That\u2019s been across the sector nationally and Bristol\u2019s not been an exception to that,\u201d he added.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The Green Party commissioned the independent review into what happened leading up to and after the evacuation of Barton House, after relentless campaigning from the residents there.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">But while the report described a failure of leadership, a lack of capacity and understanding, and missed opportunities to realise the serious deterioration of conditions at Barton House, Cllr Parsons said the purpose of the review was not to find who specifically was responsible or should be held accountable for that.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Asked what consequences there had been for the individuals involved in the failures that led to the evacuation, the lack of a pre-prepared plan for a mass evacuation, and the way the tenants were treated throughout, Cllr Parsons said none.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cThat\u2019s not really what we were trying to get at with the report,\u201d he said. \u201cI know there\u2019s been people who are calling for some sort of comeback for individuals, but we deliberately didn\u2019t want to do that with the report.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cIt doesn\u2019t name anybody, and that was deliberate, because we wanted to make sure that Altair (the independent reviewers) were able to get the best possible engagement and were able to give the fullest possible account of what happened, the decisions that were made and when information was known,\u201d said Cllr Parsons.<\/p>\n<p><img decoding=\"async\" alt=\"Bristol City Councillor Barry Parsons (Green, Easton)\" loading=\"lazy\"  src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/07\/1_WhatsApp-Image-2022-03-21-at-185357jpeg.jpg\" \/><\/p>\n<p aria-label=\"Bristol City Councillor Barry Parsons (Green, Easton)\" class=\"ImageCaption_caption-title__ccyQU\" data-testid=\"caption-title\">Bristol City Councillor Barry Parsons (Green, Easton)(Image: Paul Gillis)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cThe really important thing for us is that what the report shows is there was an inadequate structure overall. The council just didn\u2019t have the capacity, didn\u2019t have the leadership, didn\u2019t have the right structures. It didn\u2019t understand how to use and interpret safety information and there wasn\u2019t sufficient emphasis on safety and risk management in the culture.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cThat\u2019s a system-wide thing, not really about individuals,\u201d he added.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Within weeks of the residents eventually returning to their homes in the spring of 2024, Mayor <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bristolpost.co.uk\/all-about\/marvin-rees\" rel=\"follow nofollow noopener\" tabindex=\"0\" target=\"\">Marvin Rees<\/a> \u2019 term ended, and <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bristolpost.co.uk\/all-about\/labour-party\" rel=\"follow nofollow noopener\" tabindex=\"0\" target=\"\">Labour<\/a> lost control of the council to a Green-led committee system.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Cllr Parsons outlined what changes the council has implemented since then &#8211; which he said have been based around beefing up the structure of the housing department, having an executive director level person in charge of the council\u2019s housing stock as landlord, and having a focus on safety, and the conditions for tenants.<\/p>\n<p><img decoding=\"async\" alt=\"A giant banner has been dropped from the fifth floor window of Barton house\" loading=\"lazy\"  src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/07\/0_Barton-House-protest.jpg\" \/><\/p>\n<p aria-label=\"A giant banner has been dropped from the fifth floor window of Barton house\" class=\"ImageCaption_caption-title__ccyQU\" data-testid=\"caption-title\">A giant banner has been dropped from the fifth floor window of Barton house(Image: Bristol Live)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cWe\u2019ve set up a new executive directorate for housing &#8211; providing sufficient leadership capacity and skill within the council, to manage these really, really complex homes with increasing challenges as they age.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cWe\u2019re setting up a whole division of strategy and assurance &#8211; that\u2019s what the report identifies was missing. There was not a clear accountability or governance structure for how we made sure we were complying with regulations, and assuring ourselves that our homes are safe and we\u2019re meeting all the standards we should be.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cThat\u2019s the focus for me in the role.
