{"id":1088090,"date":"2026-07-14T06:15:37","date_gmt":"2026-07-14T06:15:37","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/1088090\/"},"modified":"2026-07-14T06:15:37","modified_gmt":"2026-07-14T06:15:37","slug":"northern-ireland-school-behaviour-tsar-labels-mobile-phones-weapons-of-massive-distraction-but-says-pouches-a-very-expensive-solution","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/1088090\/","title":{"rendered":"Northern Ireland school behaviour Tsar labels mobile phones \u2018weapons of massive distraction\u2019 but says pouches a \u2018very expensive\u2019 solution"},"content":{"rendered":"<p class=\"c-paragraph\">The new independent school behaviour adviser for <a href=\"https:\/\/www.irishnews.com\/news\/northern-ireland\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishnews.com\/news\/northern-ireland\/\">Northern Ireland<\/a> has said that phone pouches are a \u201cvery expensive\u201d way of enforcing a no-phone policy in schools, <a href=\"https:\/\/www.irishnews.com\/news\/northern-ireland\/pilot-scheme-to-stop-pupils-using-phones-during-school-day-begins-FZQRD4ZVSVJ5VB3NC2YDSC25ZI\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishnews.com\/news\/northern-ireland\/pilot-scheme-to-stop-pupils-using-phones-during-school-day-begins-FZQRD4ZVSVJ5VB3NC2YDSC25ZI\/\">despite the Education Minister previously allocating \u00a3250,000 for a pilot scheme.<\/a><\/p>\n<p class=\"c-paragraph\">Tom Bennett, a leading behaviour management expert, has been appointed by <a href=\"https:\/\/www.irishnews.com\/tags\/education\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishnews.com\/tags\/education\/\">Paul Givan<\/a> to provide independent advice and help develop new evidence-based guidance for schools, drawing on international best practice.<\/p>\n<p class=\"c-paragraph\">Before entering education, Mr Bennett ran nightclubs in Soho. There\u2019s a burgeoning mountain of evidence to suggest that smartphones are hugely damaging to a child\u2019s progress in school. We want children to be physically and mentally present in schools.\u201d<\/p>\n<p class=\"c-paragraph\">Mr Bennett said schools should be free to choose how they enforce phone bans, arguing that pouches can be useful but should not be the mandatory method due to their cost.<\/p>\n<p class=\"c-paragraph\">\u201cSome schools go with lockers, and some schools go with pouches. I think that\u2019s okay&#8230; they can be helpful, I just don\u2019t think it should be mandatory that it\u2019s only pouches. Simply because they are very expensive. <\/p>\n<p class=\"c-paragraph\">\u201cJust ban them, an out-of-sight turned off policy, and confiscate any on sight. It works well if your staff are well trained and supported. If staff don\u2019t think you\u2019re going to support them, they\u2019ll stop doing it.<\/p>\n<p class=\"c-paragraph\">\u201cThe school needs to have a clear behaviour policy on phones and what teachers are expected to do. But you can\u2019t just tell them, you have to train them and do role plays. <\/p>\n<p class=\"c-paragraph\">\u201cWe\u2019re talking about practice here, not perfect. Create an expectation for staff. If you see one, you take it off them. Maybe you won\u2019t get it back \u2018til the end of the week or an adult has to come to collect it, it needs to be more inconvenient. You need to create friction between that behaviour and the outcome. And that friction is usually removal.\u201d<\/p>\n<p class=\"c-paragraph\">While acknowledging it would be impossible to eliminate phone use entirely, particularly in areas such as school toilets, Mr Bennett said the aim should be to minimise it.<\/p>\n<p class=\"c-paragraph\">\u201cSpeed cameras don\u2019t stop speeding, they minimise speeding, and that\u2019s what you can hope for,\u201d he said. <\/p>\n<p class=\"c-paragraph\">\u201cThere\u2019s no reason why we should give in and roll over when we can win it so easily by saying no to mobile phones.\u201d<\/p>\n<p class=\"c-paragraph\">Mr Bennett also stressed schools need clearer expectations, saying teachers are often expected to act as \u201cmedical workers, psychologists and detectives\u201d.<\/p>\n<p class=\"c-paragraph\">He added: \u201cThere has been a reported increase in antisocial behaviour in schools. I\u2019ve already met with representatives of all the major unions in Northern Ireland. What was remarkable was the consensus among them that the issue was not a lack of will, but a need for clearer expectations and how they should respond to situations.
