{"id":1115233,"date":"2026-07-28T01:15:31","date_gmt":"2026-07-28T01:15:31","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/1115233\/"},"modified":"2026-07-28T01:15:31","modified_gmt":"2026-07-28T01:15:31","slug":"why-brexit-is-back-on-the-table-under-burnham","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/1115233\/","title":{"rendered":"Why Brexit is back on the table under Burnham"},"content":{"rendered":"<p class=\"mb-4 text-lg md:leading-8 break-words\"><a data-ylk=\"slk:Andy Burnham;elm:context_link;itc:0;sec:content-canvas;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"https:\/\/www.independent.co.uk\/news\/uk\/politics\/andy-burnham-welfare-bill-benefits-conditional-b3021822.html\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">Andy Burnham<\/a>&#8216;s new European affairs minister <a data-ylk=\"slk:Hamish Falconer;elm:context_link;itc:0;sec:content-canvas;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"https:\/\/www.independent.co.uk\/news\/uk\/politics\/brexit-andy-burnham-uk-rejoin-eu-labour-manifesto-b3022127.html\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">Hamish Falconer<\/a> had the look of someone who has been asked to talk at a polite dinner about religion, death or some other equally taboo subject when he was asked about Brexit by Sky News on Monday morning.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">But for all his awkwardness on the subject, the man who the prime minister has asked to negotiate with the <a data-ylk=\"slk:European Union (EU);elm:context_link;itc:0;sec:content-canvas;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"https:\/\/www.independent.co.uk\/news\/uk\/politics\/trump-uk-tariffs-60-countries-b3020711.html\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">European Union (EU) <\/a>over a reset could not help but confirm what we all suspected to be true \u2013 <a data-ylk=\"slk:Mr Burnham;elm:context_link;itc:0;sec:content-canvas;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"https:\/\/www.independent.co.uk\/bulletin\/news\/burnham-early-snap-general-election-b3022142.html\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">Mr Burnham<\/a> does not think Keir Starmer&#8217;s reset was good enough.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">What is more, he has left the door open to the UK rejoining the EU at a future point \u2013 something Sir Keir&#8217;s government had tried to close firmly shut.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">For all his kind words about the work of his predecessor <a data-ylk=\"slk:Nick Thomas-Symonds;elm:context_link;itc:0;sec:content-canvas;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"https:\/\/www.independent.co.uk\/news\/uk\/politics\/brexit-andy-burnham-hamish-falconer-miliband-b3018743.html\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">Nick Thomas-Symonds <\/a>\u2013 who was handed a very tight brief to negotiate a reset on with near impossible red lines \u2013 Mr Falconer has already indicated, just days into the job, that he wants to do much more.<\/p>\n<p><img alt=\"Hamish Falconer is in charge of the Brexit reset (Getty)\" loading=\"lazy\" width=\"960\" height=\"640\" decoding=\"async\" data-nimg=\"1\" class=\"rounded-lg\" style=\"color:transparent\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/07\/https:\/\/media.zenfs.com\/en\/the_independent_577\/a2a159da649f24dea71e6596b04d0017.jpeg\"\/><\/p>\n<p>Hamish Falconer is in charge of the Brexit reset (Getty)<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">While listing the areas on importing food and drink, border controls, electricity cooperation and more, Mr Falconer admitted that &#8220;this is a changed world&#8221; and &#8220;I want to do more&#8221;.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The summit where a deal was supposed to be signed was postponed this month because of the change of prime minister. But obviously there are now new talks to be carried out. Maybe greater defence integration and that long awaited deal on youth mobility could be on the cards.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">When Mr Burnham appointed a new minister for Brexit talks who had been a professional diplomat before entering parliament as an MP, we knew there was a chance for a bolder approach. And that seems to be what we are getting.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">What is not clear, though, is how and when we might rejoin. It is obviously not something that will happen immediately, as Mr Falconer was at pains to say.<\/p>\n<p>Europe: The Way BackWe&#8217;re campaigning to rebuild Britain&#8217;s future in Europe<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">JOIN US HERE<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">But he did leave the option open as a manifesto commitment in the next election \u2013 something Sir Keir&#8217;s government had avoided doing.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Added to that, we know Mr Burnham himself said last September that he wants the UK to rejoin the EU.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">This was not a repeat of the infamous red lines of 2024 which laid out that Labour would not rejoin the EU, its single market or its customs union. Those red lines would later be used to rule out even joining an ad hoc customs union.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Yet we know that a majority of Labour MPs want to, at the least, rejoin the customs union \u2013 and probably want us to rejoin the entire bloc.<\/p>\n<p><img alt=\"Andy Burnham wants to rejoin (Copyright 2026 The Associated Press. All rights reserved)<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The significance of what Mr Falconer is saying is that times have changed and electoral mathematics has changed with it.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The older voters who supported Brexit are fewer in number and the younger ones who opposed it are greater in number than a decade ago. That is why rejoin has a clear majority in every poll that asks the question.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">But the interesting question would be whether another referendum would even be necessary. If a government were to win an election with a pledge to rejoin in its manifesto then that would be, in theory, a strong enough mandate to just do it.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Even so, it would take some political courage and a willingness to use a lot of political capital to do that.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">We can see that other parts of the government quite like Brexit freedoms \u2013 which is why new chancellor John Healey was talking up buying British at the weekend.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">However, the numbers do not lie. The loss of \u00a3100bn in trade each year and \u00a340bn in tax revenue, as pointed out by former prime minister Sir John Major <a data-ylk=\"slk:in a major interview with;elm:context_link;itc:0;sec:content-canvas;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"https:\/\/www.youtube.com\/watch?v=rwsKJFm82k4\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">in a major interview with <\/a><a data-ylk=\"slk:The Independent;elm:context_link;itc:0;sec:content-canvas;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"https:\/\/www.youtube.com\/watch?v=rwsKJFm82k4\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">The Independent<\/a>, simply cannot be ignored.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The further we go on with Brexit, the less we can afford to stay out of the EU.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">For now, the door has been opened a chink to suggest that rejoining is a distant possibility.
