(<a href=\"http:\/\/www.wbrc.com\" target=\"_blank\" rel=\"noopener nofollow\">WBRC<\/a>) &#8211; Birmingham City Council has approved a lease agreement to establish Birmingham Oasis, part of a multi-year strategy to reduce homelessness through housing. <\/p>\n<p class=\"text | article-text text-start\">According to the city, Mayor Randall L. Woodfin recommended, and city council approved, agreements to establish Birmingham Oasis. Oasis stands for Open Accessible Safe Inviting Spaces. <\/p>\n<p class=\"text | article-text text-start\">The Oasis will be a dedicated daytime respite center which will connect people experiencing homelessness with housing, healthcare, treatment and other critical services.<\/p>\n<p class=\"text | article-text text-start\">Birmingham City Council approved a three-year ground lease agreement for 0.21 acres at 600 3rd Avenue North to establish the Oasis. The lease totals $50,000 over three years. <\/p>\n<p class=\"text | article-text text-start\">The council also approved a $600,000 agreement with Urban Alchemy to operate the site through <a href=\"https:\/\/www.birminghamal.gov\/government\/mayors-office\/initiatives-projects-progress\/comprehensive-opioid-abatement-program\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.birminghamal.gov\/government\/mayors-office\/initiatives-projects-progress\/comprehensive-opioid-abatement-program\"><b>Birmingham\u2019s Opioid Abatement Program<\/b><\/a> for an initial 12-month term. Urban Alchemy was reportedly selected through an RFP process.<\/p>\n<p class=\"text | article-text text-start\">\u201cBirmingham Oasis fills an important gap in that continuum of care by providing a safe place for individuals to spend the day when overnight shelters are typically closed while\u202fremaining\u202fconnected to the resources needed to exit homelessness permanently,\u201d said the city.<\/p>\n<p class=\"text | article-text text-start\">The Birmingham Oasis is expected to open in late September and will operate 12 to 14 hours each day, with core service hours happening Monday through Friday from 7 a.m. to 7 p.m.<\/p>\n<p class=\"text | article-text text-start\">The city said services and amenities at the Birmingham Oasis will include:<\/p>\n<ul class=\"list | article-list\">\n<li>Housing navigation and case management <\/li>\n<li>Mental health and substance use treatment referrals <\/li>\n<li>Peer support and recovery services<\/li>\n<li>Life skills coaching <\/li>\n<li>Assistance obtaining identification and vital records<\/li>\n<li>Employment connections <\/li>\n<li>Care coordination <\/li>\n<li>Meal services and charitable food distribution <\/li>\n<li>Drinking water, hydration and snacks<\/li>\n<li>Public restrooms <\/li>\n<li>Personal lockers and storage <\/li>\n<li>Naloxone (Narcan) access<\/li>\n<li>A dog park for guests with pets<\/li>\n<li>Designated smoking area<\/li>\n<li>Shaded gathering spaces and heated areas during colder weather<\/li>\n<\/ul>\n<p class=\"text | article-text\">\u201cHomelessness cannot be solved with a single program or by simply asking people to move from one place to another,\u201d said Woodfin. \u201cOur strategy is to meet\u202fpeople where they are, connect them to the services they need, and help them transition into stable housing.
