(Photo by Les Kasyanov\/Global Images Ukraine via Getty Images)<\/p>\n<p>Global Images Ukraine via Getty Images<\/p>\n<p>Ukraine and Russia entered a new phase in their sports diplomacy battle when the National Olympic Committee of Ukraine submitted an appeal to the Court of Arbitration for Sport on July 29, after the International Olympic Committee Executive Board <a href=\"https:\/\/www.forbes.com\/sites\/marktemnycky\/2026\/07\/11\/ioc-provisionally-lifts-ban-on-russian-athletes-amid-war-in-ukraine\/\" data-ga-track=\"InternalLink:https:\/\/www.forbes.com\/sites\/marktemnycky\/2026\/07\/11\/ioc-provisionally-lifts-ban-on-russian-athletes-amid-war-in-ukraine\/\" target=\"_self\" aria-label=\"announced\" rel=\"nofollow noopener\">announced<\/a> on July 7 that it had provisionally reinstated the Russian Olympic Committee. In its <a href=\"https:\/\/noc-ukr.org\/news\/nok-ukrayini-rozpochav-proczeduru-oskarzhennya-v-cas-rishennya-mok-shhodo-ponovlennya-prav-olimpijskogo-komitetu-rosiyi\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/noc-ukr.org\/news\/nok-ukrayini-rozpochav-proczeduru-oskarzhennya-v-cas-rishennya-mok-shhodo-ponovlennya-prav-olimpijskogo-komitetu-rosiyi\" aria-label=\"statement\">statement<\/a>, the NOC of Ukraine argued that the IOC decision \u201ccontradicts the provisions of the Olympic Charter,\u201d which the IOC has recognized as requiring members to <a href=\"https:\/\/www.olympics.com\/ioc\/news\/ioc-executive-board-suspends-russian-olympic-committee-with-immediate-effect\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.olympics.com\/ioc\/news\/ioc-executive-board-suspends-russian-olympic-committee-with-immediate-effect\" aria-label=\"respect\">respect<\/a> the territorial integrity of other Olympic committees. The Ukrainians stated that the Russian Federation has violated the Olympic Charter as it launched a full-scale invasion of Ukraine in February 2022. The Russians also continue to occupy territory in southern and eastern Ukraine.<\/p>\n<p>The Ukrainians <a href=\"https:\/\/noc-ukr.org\/news\/nok-ukrayini-rozpochav-proczeduru-oskarzhennya-v-cas-rishennya-mok-shhodo-ponovlennya-prav-olimpijskogo-komitetu-rosiyi\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/noc-ukr.org\/news\/nok-ukrayini-rozpochav-proczeduru-oskarzhennya-v-cas-rishennya-mok-shhodo-ponovlennya-prav-olimpijskogo-komitetu-rosiyi\" aria-label=\"added\">added<\/a> that the IOC\u2019s announcement was \u201cmade prematurely and without proper verification of whether the violations \u2013 which led to the suspension of the ROC following the appeal by the NOC of Ukraine on October 6, 2023 \u2013 had actually been resolved.\u201d This <a href=\"https:\/\/www.reuters.com\/sports\/ukraine-begins-cas-appeal-against-ioc-move-reinstate-russian-olympic-committee-2026-07-29\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.reuters.com\/sports\/ukraine-begins-cas-appeal-against-ioc-move-reinstate-russian-olympic-committee-2026-07-29\/\" aria-label=\"refers\">refers<\/a> to when the IOC suspended the ROC in October 2023 after Russia recognized Olympic councils in the Ukrainian regions of Luhansk, Donetsk, Kherson, and Zaporizhzhia as Russian. At the time, the Russian Federation submitted an appeal to CAS to challenge the ROC suspension, but the sports arbiter <a href=\"https:\/\/apnews.com\/article\/russia-ioc-olympics-cas-appeal-d6ec8a7ad5a6104f625cf96e1bac87a5\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/apnews.com\/article\/russia-ioc-olympics-cas-appeal-d6ec8a7ad5a6104f625cf96e1bac87a5\" aria-label=\"dismissed\">dismissed<\/a> Russia\u2019s case, upholding the IOC\u2019s suspension.<\/p>\n<p>As Russia still occupies parts of Luhansk, Donetsk, Kherson, and Zaporizhzhia, the NOC of Ukraine <a href=\"https:\/\/noc-ukr.org\/news\/nok-ukrayini-rozpochav-proczeduru-oskarzhennya-v-cas-rishennya-mok-shhodo-ponovlennya-prav-olimpijskogo-komitetu-rosiyi\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/noc-ukr.org\/news\/nok-ukrayini-rozpochav-proczeduru-oskarzhennya-v-cas-rishennya-mok-shhodo-ponovlennya-prav-olimpijskogo-komitetu-rosiyi\" aria-label=\"stated\">stated<\/a> in its appeal that the Russians continue to \u201cconsider the temporarily occupied territories of Ukraine as part of the Russian sports space,\u201d which was why the ROC was suspended in October 2023. The NOC of Ukraine concluded its statement by noting that it will continue to protect the \u201cprinciples of the Olympic Charter, international law, and the territorial integrity of [Ukraine] in the international sports environment.\u201d<\/p>\n<p>Russian government officials have dismissed Ukraine\u2019s challenge. On July 29, Russian Foreign Ministry Spokesperson Maria Zakharova <a href=\"https:\/\/www.sport-express.ru\/olympics\/news\/zaharova-ironichno-otreagirovala-na-apellyaciyu-nok-ukrainy-v-cas-po-vosstanovleniyu-okr-2443103\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.sport-express.ru\/olympics\/news\/zaharova-ironichno-otreagirovala-na-apellyaciyu-nok-ukrainy-v-cas-po-vosstanovleniyu-okr-2443103\/\" aria-label=\"responded\">responded<\/a> to Ukraine\u2019s CAS appeal, stating that Ukraine \u201capparently has no other problems.\u201d Meanwhile, on July 30, Dmitry Svishchev, Russia\u2019s First Deputy Chairman of the State Duma Committee on Physical Culture and Sports, <a href=\"https:\/\/www.sport-express.net\/olympics\/news\/v-gosdume-rf-nazvali-besperspektivnoy-apellyaciyu-nok-ukrainy-v-cas-po-vosstanovleniyu-okr-2443295\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.sport-express.net\/olympics\/news\/v-gosdume-rf-nazvali-besperspektivnoy-apellyaciyu-nok-ukrainy-v-cas-po-vosstanovleniyu-okr-2443295\/\" aria-label=\"argued\">argued<\/a> that Ukraine\u2019s CAS appeal would be a \u201cwaste of time, effort, and money.\u201d<\/p>\n<p>Other countries around the world, however, have criticized the IOC\u2019s July 7 decision to provisionally lift its ban on the ROC and ease restrictions on Russian athletes. On July 14, Denmark, Estonia, Finland, Latvia, Lithuania, the Netherlands, Poland, Romania, and Sweden <a href=\"https:\/\/www.reuters.com\/sports\/nine-eu-nations-urge-funding-cut-sports-bodies-including-ioc-over-readmitting-2026-07-14\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.reuters.com\/sports\/nine-eu-nations-urge-funding-cut-sports-bodies-including-ioc-over-readmitting-2026-07-14\/\" aria-label=\"submitted\">submitted<\/a> a joint letter to the European Union urging it to cut funding to sports bodies that have allowed Russian and Belarusian athletes to participate in their respective competitions, including the IOC. Meanwhile, Canadian Secretary of Sport Adam van Koeverden, a former Olympian, <a href=\"https:\/\/www.cbc.ca\/sports\/olympics\/canada-objection-ioc-loosening-suspension-russian-athletes-9.7264603\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.cbc.ca\/sports\/olympics\/canada-objection-ioc-loosening-suspension-russian-athletes-9.7264603\" aria-label=\"stated\">stated<\/a> that he was \u201cappalled by the IOC\u2019s decision\u201d to reinstate Russia. Similarly, Republican and Democratic elected officials in the United States <a href=\"https:\/\/www.politico.com\/news\/2026\/07\/08\/congress-condemn-russian-olympic-committee-00990402\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.politico.com\/news\/2026\/07\/08\/congress-condemn-russian-olympic-committee-00990402\" aria-label=\"criticized\">criticized<\/a> the IOC for easing its restrictions on Russian athletes.<\/p>\n<p>This is not the first time countries around the world have criticized the IOC and its sister organization, the International Paralympic Committee, for their stances on Russia\u2019s full-scale invasion of Ukraine since February 2022. Initially, when the war began, the IOC and IPC <a href=\"https:\/\/www.reuters.com\/sports\/timeline-sports-bans-russian-belarusian-athletes-after-invasion-ukraine-2026-07-07\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.reuters.com\/sports\/timeline-sports-bans-russian-belarusian-athletes-after-invasion-ukraine-2026-07-07\/\" aria-label=\"declared\">declared<\/a> that all Russian men and women would be barred from the Olympics and Paralympics. Similarly, given Belarus\u2019s involvement in the war, the IOC and IPC stated that Belarusian athletes would not be allowed to participate in the Olympics and Paralympics.<\/p>\n<p>But as the war in Ukraine has progressed, the IOC and IPC have eased restrictions. In 2024, the IOC and IPC announced that Russian and Belarusian athletes would be allowed to compete at the 2024 Summer Olympics and 2024 Summer Paralympics, although as neutral athletes. Then, in September 2025, the IPC <a href=\"https:\/\/www.forbes.com\/sites\/marktemnycky\/2025\/10\/01\/paralympics-committee-lifts-russia-and-belarus-ban-despite-ongoing-war\/\" data-ga-track=\"InternalLink:https:\/\/www.forbes.com\/sites\/marktemnycky\/2025\/10\/01\/paralympics-committee-lifts-russia-and-belarus-ban-despite-ongoing-war\/\" target=\"_self\" aria-label=\"lifted\" rel=\"nofollow noopener\">lifted<\/a> its ban on Russian and Belarusian athletes ahead of the 2026 Winter Paralympics. In response, 16 countries <a href=\"https:\/\/www.sbs.com.au\/news\/article\/russia-returns-to-paralympic-games-other-countries-boycott-opening-event\/7gjcyca9z\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.sbs.com.au\/news\/article\/russia-returns-to-paralympic-games-other-countries-boycott-opening-event\/7gjcyca9z\" aria-label=\"boycotted\">boycotted<\/a> the opening ceremonies of the 2026 Winter Paralympics. Finally, the IOC <a href=\"https:\/\/www.forbes.com\/sites\/marktemnycky\/2026\/05\/08\/ioc-lifts-restrictions-on-belarus-athletes-despite-ongoing-ukraine-war\/\" data-ga-track=\"InternalLink:https:\/\/www.forbes.com\/sites\/marktemnycky\/2026\/05\/08\/ioc-lifts-restrictions-on-belarus-athletes-despite-ongoing-ukraine-war\/\" target=\"_self\" aria-label=\"lifted\" rel=\"nofollow noopener\">lifted<\/a> restrictions on Belarusian athletes in May and eased its policies for Russian athletes in July. The easing of these restrictions on Russia and Belarus led several countries to criticize the IOC and IPC decisions, while the athlete advocacy groups Global Athlete and FairSport <a href=\"https:\/\/www.reuters.com\/sports\/ioc-provisionally-lifts-ban-russian-olympic-committee-athletes-return-2026-07-07\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.reuters.com\/sports\/ioc-provisionally-lifts-ban-russian-olympic-committee-athletes-return-2026-07-07\/\" aria-label=\"stated\">stated<\/a> that the IOC\u2019s decision to reinstate Russian athletes \u201crepresents a fundamental departure from the principles of Olympism.\u201d<\/p>\n<p>It remains to be seen how CAS will rule on Ukraine\u2019s appeal. But in the challenge submitted by the NOC of Ukraine, the Ukrainians <a href=\"https:\/\/www.bbc.com\/sport\/olympics\/articles\/c5yvpwk1033o\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.bbc.com\/sport\/olympics\/articles\/c5yvpwk1033o\" aria-label=\"noted\">noted<\/a> that in 2024 CAS \u201cconfirmed the legality of the suspension of the Russian Olympic Committee\u201d after stating that Russia\u2019s inclusion of Luhansk, Donetsk, Kherson, and Zaporizhzhia violated the \u201cterritorial integrity of the NOC of Ukraine.\u201d<\/p>\n<p>Meanwhile, the Institute for the Study of War <a href=\"https:\/\/understandingwar.org\/research\/russia-ukraine\/russian-offensive-campaign-assessment-july-26-2026\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/understandingwar.org\/research\/russia-ukraine\/russian-offensive-campaign-assessment-july-26-2026\/\" aria-label=\"reported\">reported<\/a> that Russian forces have \u201ccontinued limited offensive operations\u201d in Zaporizhzhia on July 25 and July 26 while also showing Russian activity in eastern Ukraine. Additionally, United Nations News <a href=\"https:\/\/news.un.org\/en\/story\/2026\/07\/1168052\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/news.un.org\/en\/story\/2026\/07\/1168052\" aria-label=\"reported\">reported<\/a> on July 30 that Russian attacks on Ukrainian cities were \u201cgetting worse.\u201d Given these developments, Ukraine will hope that CAS takes the circumstances on the ground into consideration as it reviews the appeal.<\/p>\n<p>Now, while Russia\u2019s full-scale invasion of Ukraine continues, the sports communities in Russia, Ukraine, and beyond will be curious to see how CAS will decide the case.
