{"id":1125653,"date":"2026-08-02T08:51:25","date_gmt":"2026-08-02T08:51:25","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/1125653\/"},"modified":"2026-08-02T08:51:25","modified_gmt":"2026-08-02T08:51:25","slug":"safer-and-more-transparent-ai","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/1125653\/","title":{"rendered":"Safer and more transparent AI"},"content":{"rendered":"<p>\u00a0<\/p>\n<p>On 2 August 2026, <strong>new rules\u00a0<\/strong>on the<strong> transparency of AI systems take effect<\/strong>.<\/p>\n<p>AI is advancing quickly, making it increasingly difficult to distinguish AI-generated and manipulated content from human-created and authentic content. This creates new risks of misinformation and manipulation at scale, fraud, impersonation, and consumer deception.<\/p>\n<p>The new transparency obligations will <strong>help people recognise when they are interacting with AI<\/strong> or are <strong>exposed to AI-generated content<\/strong>, so they can make informed decisions and better protect themselves from misinformation or deception.\u00a0<\/p>\n<p><strong>Transparency obligations for providers and deployers of certain AI systems<\/strong><\/p>\n<ul type=\"disc\">\n<li><strong>Marking and labelling of AI-generated content:<\/strong> certain AI-generated or manipulated content must be clearly and visibly labelled and include machine-readable marks. The EU has created a\u00a0<a href=\"https:\/\/digital-strategy.ec.europa.eu\/en\/policies\/eu-icons-labelling-ai-generated-content\" rel=\"nofollow noopener\" target=\"_blank\">set of icons<\/a>\u00a0that can be used for this purpose. This applies to\n<ul type=\"circle\">\n<li>images, audio, and video\u00a0content that resemble existing persons, objects, places, entities, or events (deepfakes)<\/li>\n<li>emotion recognition and biometric categorisation tools<\/li>\n<li>text published to inform the public on matters of public interest where there has been no human review or editorial control.\u00a0<\/li>\n<\/ul>\n<\/li>\n<li><strong>Transparency when interacting with an AI system:<\/strong> Users must be clearly informed when they are not interacting with a real person, but an AI system, for example a chatbot, AI agent, and avatar.<\/li>\n<\/ul>\n<p>The Commission has published\u00a0<a href=\"https:\/\/digital-strategy.ec.europa.eu\/en\/policies\/guidelines-transparency-ai-generated-content\" rel=\"nofollow noopener\" target=\"_blank\">guidelines<\/a> to assist providers and deployers of AI systems in meeting these transparency obligations. The guidelines explain how compliance can be demonstrated, including through adherence to a\u00a0<a href=\"https:\/\/digital-strategy.ec.europa.eu\/en\/policies\/code-practice-ai-generated-content#1720699867912-0\" rel=\"nofollow noopener\" target=\"_blank\">code of practice<\/a>.<\/p>\n<p><strong>Enforcement of the rules and sanctions<\/strong><\/p>\n<p><a href=\"https:\/\/digital-strategy.ec.europa.eu\/en\/policies\/market-surveillance-authorities-under-ai-act\" rel=\"nofollow noopener\" target=\"_blank\">National market surveillance authorities<\/a>, the European\u00a0<a href=\"https:\/\/digital-strategy.ec.europa.eu\/en\/policies\/ai-office\" rel=\"nofollow noopener\" target=\"_blank\">AI Office<\/a> (for systems under its supervision), and the\u00a0<a href=\"https:\/\/www.edps.europa.eu\/_en\" rel=\"nofollow noopener\" target=\"_blank\">European Data Protection Supervisor<\/a> (when EU institutions are providers or deployers) are responsible for enforcing the transparency rules and may issue fines\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/p>\n<ul type=\"disc\">\n<li>up to\u00a0\u20ac15 million, or 3% of global annual turnover,\u00a0for companies<\/li>\n<li>up to \u20ac750k for EU institutions, bodies, and agencies\u00a0<\/li>\n<li>with proportionality taken into account for small and medium-sized enterprises (SMEs) and small mid-cap companies (SMCs)<\/li>\n<\/ul>\n<p>The\u00a0<a href=\"https:\/\/digital-strategy.ec.europa.eu\/en\/policies\/regulatory-framework-ai\" rel=\"nofollow noopener\" target=\"_blank\">AI Act<\/a> entered into force on 1 August 2024. Its provisions apply in stages, with different obligations taking effect at different times. The Act creates a single market and <strong>harmonised rules for trustworthy AI in the EU<\/strong> and <strong>promotes AI innovation and uptake<\/strong>. It also <strong>addresses potential risks<\/strong> to people\u2019s health, safety, and fundamental rights, while <strong>safeguarding democracy and the rule of law<\/strong>.
