Raad \u2018Ray\u2019 Maatook, 71, has owned the bus shelter featured in<a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/the-beatles\" rel=\"follow nofollow noopener\" tabindex=\"0\" target=\"\"> The Beatles<\/a>&#8216;<a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/penny-lane\" rel=\"follow nofollow noopener\" tabindex=\"0\" target=\"\"> &#8216;Penny Lane<\/a>&#8216; since 1989.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The building became Sergeant Pepper\u2019s Bistro, but closed in 2003 and has remained empty ever since. Speaking to the ECHO in January, Mr Maatook said the building has remained empty as he will only allow a \u201cwell established franchise chain\u201d, such as a McDonald&#8217;s, to operate from the <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/allerton\" rel=\"follow nofollow noopener\" tabindex=\"0\" target=\"\">Allerton<\/a> landmark.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Mr Maatook said he had written to Starbucks, Pizza Hut, Subway and McDonald&#8217;s, and that he planned to erect a drive-thru behind the building, an area he does not own, currently occupied by two bus stops.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Now, Mr Maatook has turned his attention to a new site. The former restaurateur wants to build a fast food restaurant, complete with drive-thru, on the Jericho Lane playing fields, close to Otterspool Park.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Mr Maatook does not own the site, on the Jericho Lane roundabout and opposite Otterspool Recycling Centre, but pumped more than \u00a31,000 into the drawing up of an application.<\/p>\n<p><img decoding=\"async\" alt=\"The site on Jericho Lane (centre), close to Otterspool Park\" loading=\"lazy\"  src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/08\/0_Screenshot-2026-08-06-171251.jpg\" \/><\/p>\n<p aria-label=\"The site on Jericho Lane (centre), close to Otterspool Park\" class=\"ImageCaption_caption-title__ccyQU\" data-testid=\"caption-title\">The site on Jericho Lane (centre), close to Otterspool Park(Image: Google)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">In a pre-application report, Sport England indicated they would object to the proposal, with the Football Association also saying they would encourage Sport England to oppose the plans.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">In pre-application advice, a Liverpool City Council planning officer rejected Mr Maatook\u2019s claim that the playing field is \u201cunderused\u201d, and that building a restaurant on the site would have a \u201csignificant adverse effect\u201d on the green space.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh\" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The officer also pointed out that St Margaret\u2019s school is just 400m from the site, and therefore planning permission could only be granted if the premises was not open to the public before 5pm on school days.
