The consultative and discussion process of the Commission, headed by Justice Ranjana Prakash Desai, has entered into its business end.<\/p>\n<p>For central government employees who retired before 1 January, the revision of pension and family pension has emerged as a key demand. <\/p>\n<p>To improve the livelihoods of pensioners and their families, the <a class=\"backlink\" target=\"_blank\" href=\"https:\/\/www.livemint.com\/money\/personal-finance\/8th-pay-commission-demand-pensioners-want-da-revised-every-3-months-dr-merged-with-pension-at-25-11786412475195.html\" data-vars-page-type=\"story\" data-vars-link-type=\"Manual\" rel=\"dofollow noopener\" data-vars-anchor-text=\"Bharat Pensioners\u2019 Samaj (BPS)\">Bharat Pensioners\u2019 Samaj (BPS)<\/a> and All India Defence Employees\u2019 Federation (AIDEF) have requested the central government to amend the Commission\u2019s Terms of Reference (ToR) to cover pension revision, pension parity and other associated retirement benefits for existing pensioners and family pensioners.<\/p>\n<p><strong>AIDEF seeks wider pension mandate<\/strong><\/p>\n<p>Over the last few months, the <a class=\"backlink\" target=\"_blank\" href=\"https:\/\/www.livemint.com\/money\/personal-finance\/8th-pay-commission-aidef-seeks-review-of-da-and-dr-inflation-formula-to-better-reflect-living-costs-11782181965220.html\" data-vars-page-type=\"story\" data-vars-link-type=\"Manual\" rel=\"dofollow noopener\" data-vars-anchor-text=\"AIDEF\">AIDEF <\/a>has written several letters to the Finance Ministry and the Cabinet Secretary, stating that the current ToR does not categorically address the revision of pensions for past pensioners, parity between past and future pensioners, the revision of family pensions or other retirement benefits. Hence, it has proposed adding a provision to revise pensions and pensionary benefits under applicable pension schemes, including for employees retiring before or after 1 January 2026.<\/p>\n<p>AIDEF also objected to the ToR reference to the \u2018unfunded cost of non-contributory pension schemes\u2019, arguing that pension earned through <a class=\"backlink\" target=\"_blank\" href=\"https:\/\/www.livemint.com\/money\/personal-finance\/8th-pay-commission-latest-5-updates-for-central-govt-employees-and-pensioners-11786673578336.html\" data-vars-page-type=\"story\" data-vars-link-type=\"Manual\" rel=\"dofollow noopener\" data-vars-anchor-text=\"government service\">government service<\/a> should not be treated merely as an unfunded liability.<\/p>\n<p><strong>BPS demands pension parity and clarity<\/strong><\/p>\n<p>In its letter to Prime Minister Narendra Modi, right after the constitution of the <a class=\"backlink\" target=\"_blank\" href=\"https:\/\/www.livemint.com\/money\/personal-finance\/8th-pay-commission-cpc-full-recommendations-in-may-2027-how-timeline-meetings-da-hike-expect-salary-structure-allowances-11786800330844.html\" data-vars-page-type=\"story\" data-vars-link-type=\"Manual\" rel=\"dofollow noopener\" data-vars-anchor-text=\"8th Pay Commission\">8th Pay Commission<\/a>, BPS similarly sought inclusion of pension and family pension revision in the ToR.<\/p>\n<p>It also wants the government to remove or suitably modify the wording \u2018unfunded cost\u2019.
