\n The European Union is introducing new rules designed to make the automotive sector more sustainable, resource-efficient and circular<\/p>\n

The End-of-Life Vehicles (ELV) Regulation was put into place on August 13th 2026. The ELV Regulation updates rules covering the design, production, collection, and treatment of vehicles when they reach the end of their useful lives.<\/p>\n

The regulation is intended to make it easier to reuse vehicle components, recycle materials and recover valuable resources.<\/a> It also aims to reduce Europe\u2019s reliance on imported raw materials and strengthen the resilience of the European automotive and recycling industries.<\/p>\n

Designing cars for recycling<\/p>\n

A key part of the new ELV Regulation focuses on vehicle design. Manufacturers will be encouraged to design vehicles in ways that make dismantling, component removal, reuse and recycling easier.<\/p>\n

Improved information on how components can be removed and replaced will also be required. This could help recyclers and automotive businesses recover higher-quality parts and materials more efficiently when vehicles reach the end of their lives.<\/p>\n

More recycled materials in new vehicles<\/p>\n

The ELV Regulation<\/a> introduces mandatory requirements for recycled plastic in new vehicles. From 2032, vehicles must contain at least 15% recycled plastic, rising to 25% from 2036.<\/p>\n

The European Commission will also set recycled-content targets for steel and aluminium, expected to apply from 2033.<\/p>\n

These requirements are intended to create stronger demand for recycled materials and provide greater certainty for manufacturers, recyclers and investors. By encouraging investment in recycling infrastructure,<\/a> the EU hopes to keep more valuable resources within the European economy.<\/p>\n

Stronger tracking and recovery<\/p>\n

The new ELV Regulation also improves the collection and traceability of vehicles approaching the end of their lives. Clearer criteria will help distinguish genuine used vehicles from end-of-life vehicles, while stronger enforcement should improve consistency across EU Member States.<\/p>\n

Greater attention will also be given to recovering critical raw materials, including aluminium, copper and rare earth elements. Improving the recovery of these materials could support their reuse and recycling within Europe while reducing demand for newly extracted resources.<\/p>\n

Restrictions on vehicle exports<\/p>\n

Another significant measure concerns exports outside the EU. From mid-2031, only roadworthy vehicles will be permitted for export, helping prevent end-of-life vehicles from being passed off as second-hand vehicles and shipped abroad.<\/p>\n

The regulation also strengthens Extended Producer Responsibility, requiring vehicle producers to contribute to the costs associated with collecting and treating end-of-life vehicles.<\/p>\n
