{"id":1155783,"date":"2026-08-18T15:05:21","date_gmt":"2026-08-18T15:05:21","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/1155783\/"},"modified":"2026-08-18T15:05:21","modified_gmt":"2026-08-18T15:05:21","slug":"all-sadiq-khans-objections-to-heathrow-third-runway-as-london-mayor-slams-government-case","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/1155783\/","title":{"rendered":"All Sadiq Khan&#8217;s objections to Heathrow third runway as London mayor slams Government case"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/08\/newsletter_we_final_embed_desktop.png\" alt=\"WEST END FINAL\" width=\"175\" height=\"192\" class=\"sc-bIaHMm clJOzG\"\/><\/p>\n<p>The <a href=\"https:\/\/www.standard.co.uk\/topic\/government\" rel=\"nofollow noopener\" target=\"_blank\">government<\/a>\u2019s case to move forward with expanding <a href=\"https:\/\/www.standard.co.uk\/topic\/heathrow\" rel=\"nofollow noopener\" target=\"_blank\">Heathrow<\/a> Airport has not been \u201csufficiently made\u201d and heavily relies on outdated evidence from 2015, the Mayor of London has said.<\/p>\n<p>Ministers are currently reviewing development proposals to install a third runway at the West London site, having backed it earlier this year despite opposition from local and environmental campaigners.<\/p>\n<p>Sir <a href=\"https:\/\/www.standard.co.uk\/topic\/sadiq-khan\" rel=\"nofollow noopener\" target=\"_blank\">Sadiq Khan<\/a> has opposed the expansion for years due to the \u201csevere impact it will have on noise, air pollution and meeting our climate change targets\u201d.<\/p>\n<p>In a new submission to the House of Commons Transport Committee, the Mayor and <a href=\"https:\/\/www.standard.co.uk\/topic\/transport-for-london\" rel=\"nofollow noopener\" target=\"_blank\">Transport for London<\/a> (TfL) said that the government\u2019s case for the need for increased capacity at Heathrow \u201crelies heavily\u201d on findings that are almost a decade old.<\/p>\n<p>The Department for Transport published the Heathrow Expansion National Policy Statement (HENPS) in June to \u201cprovide the basis for decision making on any development consent application\u201d for a new runway.<\/p>\n<p>But <a href=\"https:\/\/www.standard.co.uk\/topic\/city-hall\" rel=\"nofollow noopener\" target=\"_blank\">City Hall<\/a> has said that there is a \u201csignificant gap between the strategic narrative and the evidence presented\u201d, adding: \u201cMany of the benefits underpinning the government\u2019s argument are uncertain, only partially quantified, outside the core appraisal framework, or require complementary policies beyond airport expansion which are not assessed.\u201d<\/p>\n<p>The written submission accuses the government of relying on the 2015 report from the <a href=\"https:\/\/www.standard.co.uk\/topic\/airports-commission\" rel=\"nofollow noopener\" target=\"_blank\">Airports Commission<\/a> \u2013 which recommended a new runway be built \u2013 with \u201cinadequate account taken of material changes\u201d, including a drop on business travel, the expansion of other UK airports and new targets on Net Zero carbon emissions.<\/p>\n<p>Taking advantage of London\u2019s race to Net Zero<\/p>\n<p>Much of the objections stated are based on environmental concerns, with the Mayor and TfL claiming that the revised environmental tests \u201cdo not provide sufficient reassurance that an expanded Heathrow can be delivered without very serious environmental impacts\u201d.<\/p>\n<p>They suggest the approach laid out would allow more flights \u2013 and the emissions that accompany them \u2013 while \u201ctaking advantage of environmental improvements unrelated to airport expansion\u201d.<\/p>\n<p>Doing this would simply allow ministers to capitalise on the \u201cheadroom\u201d created in the capital through policies such as the Ultra Low Emission Zone (ULEZ), the Mayor said, which has enabled London to meet legal limits for air pollution almost 200 years earlier than initially predicted. In the Heathrow area itself, average NO2 concentrations have been reduced by 34 per cent, and PM2.5 concentrations have been reduced by 28 per cent.<\/p>\n<p>\u201cThis progress must not be undone by the expansion,\u201d the submission warns.<\/p>\n<p>City Hall has been keen to flaunt London\u2019s progress on air quality improvement and reduced emissions, though the Mayor has admitted that the city will not be able to achieve Net Zero status by 2030 as originally targeted.<\/p>\n<p>The HENPS says that the installation of a third runway must not lead to any extra noise than what was recorded in 2024.<\/p>\n<p>However, the Mayor has said that this will \u201cdeny local communities the benefits of any reduction in noise that comes from technological and operational advances, as this will be used instead to enable more flights\u201d.<\/p>\n<p>Annual passenger numbers at Heathrow are projected to rise by 79 per cent to 150 million people if a third runway is built.<\/p>\n<p>This could result in far more car journeys transporting passengers to and from the area \u2013 the submission predicts 60,000 extra highway trips every day, or 22million annually, creating \u201cintolerable strain on the highway network, worsening congestion, increasing air pollution and carbon emissions and eroding the economic benefits in the wider region\u201d.<\/p>\n<p>Both TfL and the <a href=\"https:\/\/www.standard.co.uk\/topic\/greater-london-authority\" rel=\"nofollow noopener\" target=\"_blank\">Greater London Authority<\/a> (GLA) \u201cwelcome recognition of the need for a significant shift\u201d to more sustainable transport modes.<\/p>\n<p>Ministers have suggested that Heathrow can expand without resulting in any extra road trips to and from the airport, but for this to happen with a third runway, the percentage of people using public transport to get there would need to increase from 39 to 65 per cent.<\/p>\n<p>TfL\u2019s analysis indicates that this cannot happen without extra connectivity and capacity on the rail networks serving the airport.<\/p>\n<p>The submission claims that while the Piccadilly Line upgrade and new trains on the Elizabeth Line would add more capacity, direct services to other destinations, such as Waterloo, Basingstoke and Reading would be needed to meet expected additional demand.<\/p>\n<p>There is no indication that the new government will reverse plans to push on with the third runway.
