Did Spain\u2019s intelligence services warn the government that a large-scale crossing was coming?<\/p>\n<p>Robles says they did. Marlaska says there was no such warning.<\/p>\n<p>Speaking before the Defense Committee in Congress on Tuesday, Robles defended the work of the National Intelligence Centre (CNI), which operates under her ministry. She said intelligence services had shared information with security forces and officials from the Government Delegation in Ceuta.<\/p>\n<p>Robles also said that 25 CNI agents were deployed in Ceuta. <strong><a target=\"_blank\" href=\"https:\/\/elpais.com\/espana\/2026-08-26\/robles-versus-marlaska-hubo-aviso-sobre-ceuta-pero-no-un-informe.html\" rel=\"nofollow noopener\">According to her account<\/a><\/strong>, on July 29, the agents informed local authorities about a social media call for migrants to enter Ceuta by swimming the following day, coinciding with Morocco\u2019s Throne Day celebrations.\u00a0<\/p>\n<p>Marlaska has repeatedly rejected the idea that his ministry received a warning predicting the scale of the crisis. At a government press conference, he said there was no intelligence report from the CNI or from an allied country\u2019s intelligence service that anticipated what happened on July 30.<\/p>\n<p>He argued that if such a warning had existed, it would have been passed to the highest levels of government so that exceptional measures could have been taken.<\/p>\n<p>The Government Delegation in Ceuta has also pushed back against Robles\u2019 account. It said it did not receive a formal warning that would have allowed authorities to anticipate the scale of the crossing, although it did receive daily information about the increase in migrant arrivals.\u00a0<\/p>\n<p><b>Earlier warnings<\/b><\/p>\n<p>The latest dispute comes after several reports that Spanish authorities had received warnings before the crisis.<\/p>\n<p>El Faro de Ceuta <strong><a target=\"_blank\" href=\"https:\/\/www.moroccoworldnews.com\/2026\/08\/333367\/spanish-interior-minister-under-scrutiny-after-intelligence-reportedly-warned-of-ceuta-crisis\" rel=\"nofollow noopener\">reported<\/a><\/strong> that Spanish intelligence and security services had warned Madrid days before the July 30-31 crossings that a large-scale attempt to enter Ceuta was likely. The report said several intelligence reports had been sent to Madrid before the crisis.\u00a0<\/p>\n<p>A Reuters investigation found that Spanish police and Civil Guard unions had repeatedly warned the government about rising sea arrivals and the growing pressure on border forces.<\/p>\n<p>The Civil Guard union AUGC <strong><a target=\"_blank\" href=\"https:\/\/www.moroccoworldnews.com\/2026\/08\/334736\/spanish-border-workers-say-spain-ignored-warnings-before-ceuta-migrant-surge\/\" rel=\"nofollow noopener\">warned<\/a><\/strong> on July 10 that a recent court ruling had created what it called a legal loophole because migrants arriving by sea could not simply be returned in the same way as people who crossed a physical border barrier. The police union SUP later called for more officers and resources, warning about constant sea arrivals. On July 23, it asked for a temporary reception center because of the pressure on police facilities.\u00a0<\/p>\n<p>These warnings are now adding to questions over whether Spain could have prepared better for the mass arrival.<\/p>\n<p>However, the government maintains that the scale of the event was not predictable.<\/p>\n<p><b>A question of wording and scale<\/b><\/p>\n<p>This distinction is now at the heart of the dispute. A report or warning that migrant arrivals were increasing is not necessarily the same as an intelligence assessment predicting that tens of thousands of people would attempt to enter Ceuta within hours.<\/p>\n<p>That is also the position the Socialist Party is using to ease the conflict between the two ministers. PSOE spokesman Patxi L\u00f3pez <strong><a target=\"_blank\" href=\"https:\/\/elpais.com\/espana\/2026-08-26\/el-psoe-busca-una-salida-al-choque-entre-robles-y-marlaska-por-los-informes-del-cni-en-ceuta-las-dos-cosas-pueden-ser-ciertas-a-la-vez.html\" rel=\"nofollow noopener\">said<\/a><\/strong> that both versions could be true. The CNI may have warned about increased movements without predicting the extraordinary scale of the eventual crossing.<\/p>\n<p>The disagreement has nevertheless created significant irritation inside the government. According to El Pa\u00eds, several ministers are increasingly frustrated with Robles, who they believe is acting independently and breaking with the message coming from Prime Minister Pedro S\u00e1nchez\u2019s office.\u00a0<\/p>\n<p>The political consequences are significant because Interior is responsible for policing and border security, while the CNI reports to Defense. A clear warning reaching one part of the government but not another would raise serious questions about coordination.<\/p>\n<p>The dispute also comes as S\u00e1nchez faces growing pressure to explain the government\u2019s handling of the crisis.
