Find out more at afa.org<\/p>\n<p class=\"wp-block-paragraph\">The U.S. military\u2019s ability to access air bases in Europe will be a central consideration as the Trump administration makes decisions on the future American military posture on the continent, the top Pentagon policy official said.<\/p>\n<p class=\"wp-block-paragraph\">Undersecretary of Defense Elbridge Colby, who addressed NATO allies in Brussels on Aug. 27,\u00a0 is leading the Pentagon review of the U.S. role in Europe with military input from Air Force Gen. Alexus G. Grynkewich, who serves as the head of U.S. European Command and NATO\u2019s top military commander.\t\t<\/p>\n<p class=\"wp-block-paragraph\">The question of access, basing and overflight, or \u201cABO\u201d is one of the major points in the review as well as a source of potential tension between the U.S. and its NATO partners.<\/p>\n<p class=\"wp-block-paragraph\">The Trump administration has complained that some European nations did not provide immediate access for U.S. aircraft when the U.S. joined Israel in the war against Iran. But some European officials said it was not realistic to expect them to quickly agree to access for U.S. warplanes for a war on which they were not consulted in advance and which did not involve the NATO alliance.\u00a0And they are worried that a failure to come to terms could\u00a0lead to additional U.S. force cuts on the continent.<\/p>\n<p class=\"wp-block-paragraph\">The Pentagon has already removed two Army combat brigades as it pursues its policy of putting the Europeans in the lead for conventional defense so it can put more focus on the Western Hemisphere and the Pacific.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re not looking in every context for a complete carte blanche, but we\u2019re saying we need to be able to have the ability to operate effectively. We need predictability,\u201d Colby told reporters at NATO\u2019s headquarters. \u201cThat wasn\u2019t always in evidence during Operation Epic Fury.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Colby spoke to NATO ambassadors in Brussels following meetings at U.S. European Command in Stuttgart, Germany, where he met with Grynkewich, and at the alliance\u2019s military staff at Supreme Headquarters Allied Powers Europe in Mons, Belgium. Colby met with Mark Rutte, NATO\u2019s Secretary General, earlier in the day.\t\t<\/p>\n<p class=\"wp-block-paragraph\">The Pentagon has provided allies with the\u00a0so-called Terms of Reference document\u2014the guidelines that govern the Pentagon\u2019s review.<\/p>\n<p class=\"wp-block-paragraph\">Among the criteria are what European nations are doing to meet higher defense spending targets, what steps they are taking to fill the gaps as the U.S. shifts military resources from the continent, and allies\u2019 willingness and ability to support U.S. power projection outside of NATO with space, cyber, intelligence assets and base access, <a href=\"https:\/\/www.reuters.com\/world\/pentagons-nato-review-preparing-troop-options-hegseth-by-november-6-2026-08-27\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Reuters reported<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThis is not a narrow review about places and bases alone, although those are of course important. Rather, it is a look at our strategic posture here in the broader sense, designed to enable our Joint Force to meet the priorities laid out in the National Security Strategy and the National Defense Strategy,\u201d Colby told NATO ambassadors.<\/p>\n<p class=\"wp-block-paragraph\">The war with Iran has highlighted the importance of basing, as well as some of the political complications.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Britain initially did not immediately acquiesce to the Trump administration\u2019s appeal to let <a href=\"https:\/\/www.airandspaceforces.com\/weapons\/b-52\/\" title=\"Learn more about the B-52 Stratofortress\" class=\"inline-wp-link\" data-wpid=\"b-52\" rel=\"nofollow noopener\" target=\"_blank\">B-52<\/a> and <a href=\"https:\/\/www.airandspaceforces.com\/weapons\/b-1\/\" title=\"Learn more about the B-1B Lancer\" class=\"inline-wp-link\" data-wpid=\"b-1\" rel=\"nofollow noopener\" target=\"_blank\">B-1<\/a> bombers use its RAF Fairford base. But after a legal assessment and consultations with American officials, Britain later <a href=\"https:\/\/www.reuters.com\/business\/aerospace-defense\/uk-approves-us-use-british-bases-strike-iran-missile-sites-targeting-ships-2026-03-20\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">relented<\/a> with the stipulation that the bomber missions launched from there would be for \u201cdefensive purposes,\u201d which was broadly defined and allowed attacks on Iranian missile and drone facilities for which the <a href=\"https:\/\/www.airandspaceforces.com\/b-1-bombers-iran-british-base\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">bombers were well suited<\/a>.\t\t<\/p>\n<p class=\"wp-block-paragraph\">But Spain, which opposed the war, <a href=\"https:\/\/apnews.com\/article\/trump-spain-united-states-iran-war-05e23ef4e0bda9cb226a16b10cd9437c\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">did not allow<\/a> the U.S. to use its bases at Rota and Moron.<\/p>\n<p class=\"wp-block-paragraph\">U.S. cargo aircraft supporting the war have also used Europe as a hub and stopover point, particularly Ramstein Air Base in Germany, a major U.S. logistical hub. Ramstein sits near Landstuhl Regional Medical Center, the largest military hospital outside the U.S., which has received scores of U.S. service members wounded in the conflict.\u00a0<\/p>\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.airandspaceforces.com\/us-deploying-f-16-f-35-middle-east-iran-war\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">American fighters<\/a> <a href=\"https:\/\/www.airandspaceforces.com\/american-forces-europe-key-us-war-iran\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">permanently based in Europe<\/a>, including F-35A and <a href=\"https:\/\/www.airandspaceforces.com\/weapons\/f-15e\/\" title=\"Learn more about the F-15E Strike Eagle\" class=\"inline-wp-link\" data-wpid=\"f-15e\" rel=\"nofollow noopener\" target=\"_blank\">F-15E<\/a> fighters from RAF Lakenheath, U.K., were also used in the war. So were <a href=\"https:\/\/www.airandspaceforces.com\/weapons\/f-16\/\" title=\"Learn more about the F-16 Fighting Falcon\" class=\"inline-wp-link\" data-wpid=\"f-16\" rel=\"nofollow noopener\" target=\"_blank\">F-16<\/a>s from Spangdahlem Air Base, Germany, and Aviano Air Base, Italy. U.S.-based fighters also transited through European bases en route to the conflict, mostly via the U.K.<\/p>\n<p class=\"wp-block-paragraph\">The Pentagon posture review and Colby\u2019s talks with NATO officials are taking place against the backdrop of increased Russian aggression in eastern Europe and fears it might escalate even further.<\/p>\n<p class=\"wp-block-paragraph\">CIA Director John Ratcliffe flew to Moscow earlier this week to consult with his Russian counterparts and reaffirm the U.S. commitment to defend NATO. according to reports by POLITICO and The Wall Street Journal.\u00a0Russia has been engaging in a series of \u201chybrid attacks\u201d against Europe, Western officials say, including sabotage operations.
