There is in fact a Mrs Europe on the world stage: Kaja Kallas, the EU High Representative for Foreign Affairs and Security Policy. She is actually the sixth high representative. But ever since that post was created, rivalries between different centres of power have diluted the EU&#8217;s ability to speak with one voice.
