The French government unveiled a \u20ac1 billion emergency agricultural plan on Friday, aimed at supporting farms hit hard by a summer of heatwaves and drought. The package is intended as an immediate response to a crisis of unprecedented scale, though its financing remains partly uncertain.<\/p>\n
Agriculture Minister Annie Genevard presented the measures from her ministry at a 9 a.m. press conference. The announcement, initially scheduled for Thursday, had been postponed several times before being confirmed the previous evening. The plan’s primary goal is to prevent bankruptcies: \u20ac520 million will be allocated to crop loss compensation, \u20ac330 million to property tax relief for the hardest-hit farms, and \u20ac235 million will fund a dedicated vehicle for purchasing fodder, seeds, or repairing fire damage.<\/p>\n
“This is a strong response. A substantial show of solidarity from all French citizens in a difficult budgetary environment,” the minister insisted. Prefects must now begin distributing aid on the ground.<\/p>\n
A crisis unprecedented in thirty years<\/p>\n
The scale of the damage justifies the speed of the response, according to the executive branch. Matignon has calculated that 90 of France’s 101 departments are recording production collapses, “a situation France has not experienced in thirty years.” Ministry of Agriculture forecasts show sharp declines across nearly all sectors: -34% for grain corn and up to -50% for certain vegetables such as leeks, garlic, onions, and beans.<\/p>\n
Prime Minister S\u00e9bastien Lecornu had made this issue his top priority for the fall. “Agriculture is my number one file,” he asserted. On Thursday, he requested spending freezes and cancellations in the 2026 budget to free up room for financing this aid, stressing that these measures “cannot wait.”<\/p>\n
Unions expected more<\/p>\n
Despite the stated effort, the plan leaves farm industry representatives unimpressed. FNSEA president Arnaud Rousseau had estimated in mid-August that needs amounted to “several billion euros,” far beyond the billion announced. France’s largest farm union believes the package will not fully address the cash-flow emergency facing many farms.<\/p>\n
The financing question remains one of the main unknowns. While the Prime Minister has requested new savings, the government has not yet specified where it will find the full amount needed. The executive’s budgetary margin is particularly tight, to the point that the financial structure of the aid package has not been fully settled.<\/p>\n
A recovery plan in preparation for 2027<\/p>\n
This emergency plan is only a first step. Starting next week, new consultations are set to open between professional organizations and the Prime Minister, joined by his Agriculture Minister, to prepare a recovery plan to be included in the 2027 budget.<\/p>\n
Annie Genevard had set the goal of “supporting the cash flow of the most fragile farms or those at risk of becoming so, with particular attention paid to young farmers who have recently set up operations.” The plan must also ensure the continuity of agricultural activity next year by financing the purchase of seeds, seedlings, and fertilizer.<\/p>\n
“We’re going to tailor this. These provisions will be in the 2027 budget,” S\u00e9bastien Lecornu promised.
