He had been mulling it over for some time – so why do it now?

The Brexit legacy

Before Brexit, Houlihan worked as a chartered financial planner at The Fry Group, dealing with UK clients and British expats in the Middle East and Spain. This was the era of passporting, when it was easy for UK-regulated firms to provide services across Europe.

“You just followed the same advice process as you did for the UK and we had permissions for pretty much all EU member states to provide financial advice,” says Houlihan.

From a regulatory point of view, clients have got to be clear about who they are engaging with – is it the UK or European business?

But that ended with Brexit, which removed UK firms’ right to passporting. This created complications for advisers operating across Europe. For example, if a Spanish-compliant bond was needed, it became difficult for UK advice firms to source.

“A lot of companies then said, ‘Forget Europe – you can’t do a proper job as an adviser because you need to be regulated in an EU member state,’” recalls Houlihan.

He founded his own UK advice business in 2023 and admits he was “sitting on the fence” about getting back into the European advice market, which he missed.

Having spent the previous few years watching from the sidelines, Houlihan noticed there were not many players in the European advice market. Typically, firms focus on clients when they have become residents of a country. But Houlihan saw a need to help British expats with pre-planning, their move abroad and ongoing advice.

With the compliance responsibility on me, I want to be assured that the right calibre of adviser is representing us

“That’s when I felt I wanted to get back into the European market,” he says.

Changes to the UK tax system – including the move from domicile to a residency-based system, and the forthcoming inheritance tax changes to unused UK pension pots – are also likely to stimulate demand for advice from the expat community.

But how does a small UK advice firm go about meeting this need?

Clarity through separation

Houlihan created Dublin-based AAF Financial Planning Europe separately from his UK business “because that’s the world we live in now”. But the European firm is not directly authorised.

“In an ideal world, I’d love to go directly authorised in Europe,” he says. “I probably could, through Ireland, but that would need a huge commitment in terms of investment.

I shied away from marketing the UK brand internationally, as I think that would have caused confusion

“[The regulator in Ireland has] done that intentionally as they want business of substance. They want clients to be able to speak to an adviser if they knock on the office door.”

At the Helm: Embedding lead generation into your business

Houlihan started on the Irish equivalent of Level 4 exams with a view to becoming directly authorised through Ireland.

“I got exemptions for some exams, but I had to do the regulation one and a couple of others that are useful to have as a European financial adviser,” he says.

However, he decided it was simpler to join a network that operated within the EU.

A lot of companies said, ‘Forget Europe – you can’t do a proper job as an adviser because you need to be regulated in an EU member state

Despite the similar names, Houlihan is careful to keep his businesses separate even though they follow the same approach and advice process.

“I shied away from marketing the UK brand internationally, as I think that would have caused confusion,” he says.

“From a regulatory point of view, clients have got to be clear about who they are engaging with – is it the UK or European business?”

He decided clarity was best achieved by choosing a new name for the European business.

“But, with AAF in the name, it does imply they are related,” he adds.

I have taken on an adviser who has over 35 years’ experience in the UK, but he wanted to start working in the expat space. I’ve effectively taken him under my wing

With General Data Protection Regulation also a consideration, Houlihan is mindful that his firms cannot automatically share client data – although clients can give permission for data sharing to speed up the onboarding process.

Experience and knowledge

Houlihan has chosen to grow his European business organically and make extensive use of professional connections with ‘on the ground’ local knowledge of the different European jurisdictions.

Two of the firm’s advisers are experienced in the expat market, but this is not a prerequisite for Houlihan.

“I have taken on an adviser who has over 35 years’ experience in the UK, but he wanted to start working in the expat space,” says Houlihan. “I’ve effectively taken him under my wing, but what I probably wouldn’t do is take on a graduate who is completely fresh.”

In an ideal world, I’d love to go directly authorised in Europe

As a small-business owner, Houlihan says he does not have the time to train someone from scratch, but would do so if he ran a bigger company.

“With the compliance responsibility on me, I want to be assured that the right calibre of adviser is representing us,” he says.

“It’s a lot easier on my side if our advisers are UK qualified and have got the experience, so they know what good looks like.”

Amanda Newman Smith is features writer for Money Marketing

Expanding across Europe may not be the obvious route for UK financial advice firms to grow their reach.…

[5226
229855,802,748,33482,2000,299,5187,1699,36585,4884,16,15
post-1191642","post","type-post","status-publish","format-standard","has-post-thumbnail","category-brexit","tag-advisers","tag-brexit","tag-britain","tag-countries","tag-eu","tag-europe","tag-european","tag-european-union","tag-expatriates","tag-great-britain","tag-uk","tag-united-kingdom
["GET
