She raised her hands and declared &#8220;woah!&#8221; as she struggled to regain control during a debate about <a data-link-tracking=\"InArticle|Link\" href=\"https:\/\/www.express.co.uk\/news\/politics\/2059062\/fury-pensioners-could-be-forced\" target=\"_blank\" rel=\"noopener\">Keir Starmer&#8217;s<\/a> EU &#8220;reset&#8221; deal.<\/p>\n<p>The row began as Conservative shadow justice minister Kieran Mullan was criticising <a data-link-tracking=\"InArticle|Link\" href=\"https:\/\/www.express.co.uk\/news\/politics\/2058985\/strike-threat-hits-schools-nhs\" target=\"_blank\" rel=\"noopener\">Labour&#8217;s <\/a><a href=\"https:\/\/www.express.co.uk\/latest\/brexit\" data-link-tracking=\"InArticle|AutoLink\" target=\"_blank\" rel=\"noopener\">Brexit<\/a> \u201creset\u201d deal, which means the UK will follow EU rules on specific issues including the transport of plant and animal products, and carbon emissions. He pointed out that the agreement states the European Court of Justice will be the \u201cultimate authority\u201d in any disputes. But other panellists attempted to silence him as he made his point.<\/p>\n<p>Barrister and writer Hashi Mohamed, appearing on the show, interrupted, saying: \u201cThis thing about the European courts &#8230;\u201d<\/p>\n<p>But Mr Mullan hit back, saying: \u201cNo, you\u2019ve had a lot to say.\u201d<\/p>\n<p>Fiona Bruce insisted: \u201cLet Keiran speak\u201d &#8211; and was forced to repeat her plea two more times.<\/p>\n<p>Mr Mullan then attempted to continue speaking but this time he was interrupted by Labour\u2019s Europe Minister, Nick Thomas-Symonds, who said European courts would not have authority.<\/p>\n<p>Mr Nick Thomas-Symonds said \u201cThey haven\u2019t &#8230;\u201d But Mr Mullan talked over him, saying: \u201cYes, they have ultimately.\u201d<\/p>\n<p>As the row continued, the two men spoke over each other and the debate descended into chaos.<\/p>\n<p>Ms Bruce raised her hands in the air and exclaimed: \u201cWoah, hang on!\u201d<\/p>\n<p>Trying to regain control, she said again: \u201cHang on! Hang on a minute!\u201d<\/p>\n<p>Another panellist said they were experiencing \u201cdeja vue\u201d from the <a href=\"https:\/\/www.express.co.uk\/latest\/brexit\" data-link-tracking=\"InArticle|AutoLink\" target=\"_blank\" rel=\"noopener\">Brexit<\/a> arguments of the past, and Ms Bruce said: \u201cSo am I!\u201d<\/p>\n<p>Eventually the discussion calmed down and the show continued.<\/p>\n<p>Under the EU deal agreed between <a data-link-tracking=\"InArticle|Link\" href=\"https:\/\/www.express.co.uk\/news\/politics\/2058274\/kemi-badenoch-winter-fuel-keir-starmer\" target=\"_blank\" rel=\"noopener\">Prime Minister<\/a> Sir <a href=\"https:\/\/www.express.co.uk\/latest\/keir-starmer\" data-link-tracking=\"InArticle|AutoLink\" target=\"_blank\" rel=\"noopener\">Keir Starmer<\/a> and EU leaders, UK food and drink exports to the EU will become easier with the creation of a Common Sanitary and Phytosanitary Area. This will mean there is less red tape when animals, animal products, plants, and plant products crsos biorders between Great Britain and the <a href=\"https:\/\/www.express.co.uk\/latest\/european-union\" data-link-tracking=\"InArticle|AutoLink\" target=\"_blank\" rel=\"noopener\">European Union<\/a>.<\/p>\n<p>The agreement makes it clear that this means the UK accepting EU rules, prompting Conservative claims that the UK has become a \u201crule-taker\u201d.<\/p>\n<p>It states that there will be \u201cdynamic alignment\u201d with \u201call the relevant <a href=\"https:\/\/www.express.co.uk\/latest\/european-union\" data-link-tracking=\"InArticle|AutoLink\" target=\"_blank\" rel=\"noopener\">European Union<\/a> rules\u201d.<\/p>\n<p>The agreement also states that an EU court in Luxembourg will be \u201cthe ultimate authority\u201d enforcing the rules.<\/p>\n<p>And it states that the UK will \u201ccontribute appropriately for a country that is not a member of the <a href=\"https:\/\/www.express.co.uk\/latest\/european-union\" data-link-tracking=\"InArticle|AutoLink\" target=\"_blank\" rel=\"noopener\">European Union<\/a>\u201d when new policies are discussed, making it clear that the final decision will be taken by the EU.<\/p>\n<p>A similar section of the deal about carbon emissions also means that the UK will obey EU rules. This will cover emissions caused by electricity generation, industrial heat generation (excluding the individual heating of houses), industry, domestic and international maritime transport and domestic and international aviation.
