{"id":125587,"date":"2025-05-23T15:25:12","date_gmt":"2025-05-23T15:25:12","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/125587\/"},"modified":"2025-05-23T15:25:12","modified_gmt":"2025-05-23T15:25:12","slug":"nord-stream-saga-shows-german-leaders-magical-thinking-and-economical-approach-to-the-truth-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/125587\/","title":{"rendered":"Nord Stream saga shows German leaders\u2019 magical thinking and economical approach to the truth \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph\">Gerhard Schr\u00f6der looked every bit the elder statesman, and in no way a political pariah, when he appeared this week in Lower Saxony\u2019s state parliament in <a href=\"https:\/\/www.irishtimes.com\/tags\/germany\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/germany\/\">Hanover<\/a>.<\/p>\n<p class=\"c-paragraph paywall\">The 81-year-old ex-chancellor, lawyer and <a href=\"https:\/\/www.irishtimes.com\/tags\/russia\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/russia\/\">Russian<\/a> energy lobbyist has been suffering from burnout, according to his doctor. But Tuesday\u2019s election of a new Lower Saxon state premier \u2013 a role Schr\u00f6der filled for eight years until his election as chancellor in 1998 \u2013 was a special occasion worth rallying for.<\/p>\n<p class=\"c-paragraph paywall\">\u201cI\u2019m still here,\u201d joked a grinning Schr\u00f6der.<\/p>\n<p class=\"c-paragraph paywall\">Where Schr\u00f6der still isn\u2019t is at a parliamentary inquiry into the Nord Stream gas pipelines.<\/p>\n<p class=\"c-paragraph paywall\">One of Schr\u00f6der\u2019s final acts as chancellor was to green light <a href=\"https:\/\/www.irishtimes.com\/tags\/nord-stream\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/nord-stream\/\">Nord Stream<\/a> 1, two 1,200km-long pipelines carrying Russian natural gas under the Baltic Sea.<\/p>\n<p class=\"c-paragraph paywall\">After leaving office Schr\u00f6der, a close friend of Russian president <a href=\"https:\/\/www.irishtimes.com\/tags\/vladimir-putin\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/vladimir-putin\/\">Vladimir Putin<\/a>, joined one of the pipeline consortium\u2019s supervisory boards.<\/p>\n<p class=\"c-paragraph paywall\">Since then the Hanover-based lawyer has doubled as a lobbyist for Russian state-owned energy giant Gazprom. Though he has condemned Russia\u2019s invasion of <a href=\"https:\/\/www.irishtimes.com\/world\/europe\/ukraine-war\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.irishtimes.com\/world\/europe\/ukraine-war\/\">Ukraine<\/a>, he has held back in his criticism of Putin and, as a result, many people actively avoid him.<\/p>\n<p class=\"c-paragraph paywall\">Not so in the northeastern state of Mecklenburg-Vorpommern, where the pipelines made land in Germany<\/p>\n<p class=\"c-paragraph paywall\">A state parliamentary committee extended an invitation to Schr\u00f6der to explain his version of the Nord Stream drama. Its last act to date was a series of unexplained explosions in September 2022 that damaged three of the four undersea pipelines.<\/p>\n<p class=\"c-paragraph paywall\">Rather than answer questions in person, Schr\u00f6der said in a letter leaked this week that he was too ill to attend the inquiry \u2013 at least until the end of the year.<\/p>\n<p class=\"c-paragraph paywall\">Instead of personal testimony he sent the parliamentary investigation a four-page written overview of why he \u201cwas and remains positive\u201d towards the gas pipelines.<\/p>\n<p class=\"c-paragraph paywall\">\u201cDuring my time as chancellor it was always clear to me that Germany is an industrial country lacking raw materials, whose prosperity can only be increased and maintained if it is, and remains, competitive on global markets,\u201d he wrote. \u201cThis was always rational and of benefit for Germany and these decisions did not become wrong through the terrible war in Ukraine.\u201d<\/p>\n<p class=\"c-paragraph paywall\">The ex-chancellor signed off his letter by wishing the committee \u201clots of success with its research into, and the free and fair assessment of, the historical truth\u201d.<\/p>\n<p class=\"c-paragraph paywall\">While the inquiry has no powers to compel him to attend, several media investigations have exposed the magical thinking \u2013 and economical approach to the truth \u2013 that characterised many German political leaders\u2019 approach to Nord Stream.<\/p>\n<p class=\"c-paragraph paywall\">Government files released to the S\u00fcddeutsche Zeitung daily, for instance, show just how deeply <a href=\"https:\/\/www.irishtimes.com\/tags\/angela-merkel\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/angela-merkel\/\">Angela Merkel<\/a> was involved in the geopolitics of \u2013 and EU lobbying for \u2013 the second, Nord Stream 2, project.<\/p>\n<p class=\"c-paragraph paywall\">This despite her mantrathat the pipeline \u2013 majority controlled by Gazprom with involvement of energy companies Shell, Eon and others \u2013 was a private, commercial endeavour.<\/p>\n<p class=\"c-paragraph paywall\">Files show how Merkel chancellery officials worked steadily and silently to smooth Nord Stream 2\u2019s political path, against considerable political opposition from the European Commission and Germany\u2019s eastern neighbours.<\/p>\n<p class=\"c-paragraph paywall\">Throughout the Nord Stream files, the S\u00fcddeutsche Zeitung reports, are handwritten remarks and questions by Merkel in green chancellor ink.<\/p>\n<p class=\"c-paragraph paywall\">The chancellery\u2019s interest in pursuing the project remained considerable and consistent even after Russia annexed the Crimean peninsula in March 2014. <\/p>\n<p class=\"c-paragraph paywall\">In July 2015, as Nord Stream 2 began to take shape, officials told Merkel the project \u201cis to be welcomed, from both a German and Europe perspective\u201d.<\/p>\n<p class=\"c-paragraph paywall\">\u201cFrom a position of energy policy, Germany cannot afford to take a position against Nord Stream [2],\u201d the officials wrote. <\/p>\n<p class=\"c-paragraph paywall\">Merkel was informed of \u2013 and apparently backed \u2013 efforts by German officials in Brussels to prevent greater involvement of the European Commission.<\/p>\n<p class=\"c-paragraph paywall\">The commission took a critical stance on the bilateral project after taking on board concerns of Poland and Ukraine. In particular they argued that all such pipelines gave Moscow even greater leverage to meets its western European energy contractual requirements while opening potential to use energy as a weapon by throttling deliveries in the east.<\/p>\n<p class=\"c-paragraph paywall\">Chancellery officials warned Merkel that it was crucial to quell growing dissent, but that being too obvious about it \u201ccould be interpreted as intervention for Nord Stream\u201d \u2013 with the real risk of political blowback for Merkel and her claim not to be involved.<\/p>\n<p class=\"c-paragraph paywall\">In a handwritten note from January 25th, 2018, she asked officials to \u201cput together the requested material\u201d on finding allies to work together on tackling the commission.<\/p>\n<p class=\"c-paragraph paywall\">Rather than openly oppose the commission, chancellery officials decided on a strategy of \u201ccritical questioning &#8230; to avoid possible political damage from an early, public rejection\u201d.<\/p>\n<p class=\"c-paragraph paywall\">Merkel was also involved in granting the state guarantee sought by the Nord Stream 2 consortium in 2018.
