{"id":126446,"date":"2025-05-23T22:55:09","date_gmt":"2025-05-23T22:55:09","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/126446\/"},"modified":"2025-05-23T22:55:09","modified_gmt":"2025-05-23T22:55:09","slug":"a-munich-courtroom-casts-a-spotlight-on-russias-amateur-saboteurs","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/126446\/","title":{"rendered":"A Munich Courtroom Casts A Spotlight On Russia\u2019s Amateur Saboteurs"},"content":{"rendered":"<p>The career path of Dieter S. ran from an illegal armed group in eastern Ukraine in 2014 to a Russian terrorist cell in Germany, a high-security courtroom in Munich heard this week.<\/p>\n<p>German prosecutors alleged that he and two other men planned explosive and arson attacks on various targets, including a US military base, a loading facility, and an oil plant.<\/p>\n<p>His lawyer said he\u2019s \u201cnot a spy, not a saboteur,\u201d describing instead a regular guy with a job constructing stands at trade fairs before falling on hard times during the COVID-19 pandemic.<\/p>\n<p>The case has been described as a textbook illustration of how Russian intelligence now operates in Europe: outsourcing risky tasks to casual, cheap recruits instead of using its own agents.<\/p>\n<p>\u201cIt\u2019s a particularly vivid example,\u201d Frank Umbach, a security expert at Bonn University, told RFE\/RL.<\/p>\n<p>\u201cBecause it concerns spying on military facilities that are directly connected to military support for Ukraine, such as one where military training for Ukrainian officers and troops takes place,\u201d he said.<\/p>\n<p><strong>&#8216;Disposable Agents&#8217;<\/strong><\/p>\n<p>The court hearings that began on May 20 against three joint German-Russian nationals came just days after German prosecutors charged three Ukrainian citizens with planning sabotage.<\/p>\n<p>The two cases are the latest in a series involving low-level, \u201cdisposable\u201d Russian agents across Europe. Also this week, the deputy head of Germany\u2019s domestic intelligence agency, <a class=\"wsw__a\" href=\"https:\/\/www.tagesschau.de\/inland\/innenpolitik\/verfassungsschutz-russische-agenten-100.html\" target=\"_blank\" rel=\"noopener\"><strong>Sinan Selen<\/strong><\/a>, reportedly warned that Russia was increasingly using such agents.<\/p>\n<p>\u201c\u2018Disposable agents\u2019 is a term for people who are recruited for these attacks,\u201d said Umbach.<\/p>\n<p>\u201cCriminal elements are approached. Often people are recruited over the darknet or on Telegram and other platforms. Often, they\u2019re people who just want to earn some money.\u201d<\/p>\n<p>In Munich, the three men in the dock were <a class=\"wsw__a\" href=\"https:\/\/www.rferl.org\/a\/two-arrested-in-germany-for-planning-sabotage-in-favor-of-russia\/32910692.html\" target=\"_blank\" rel=\"noopener\"><strong>arrested<\/strong><\/a> in April last year.<\/p>\n<p>Prosecutors allege that Dieter S., the ringleader, was in contact with a Russian secret service agent that he met years earlier when he was a member of a Russian-backed separatist group in eastern Ukraine.<\/p>\n<p>\u201cThe accused fought\u2026at <a class=\"wsw__a\" href=\"https:\/\/www.rferl.org\/a\/donetsk-ukraine-conflict-separatists\/26788933.html\" target=\"_blank\" rel=\"noopener\"><strong>Donetsk airport<\/strong><\/a> in the winter of 2014-15 and in the small town of Mariyinka in June 2015,\u201d they said.<\/p>\n<p>In 2023, living in Germany, he allegedly began exchanging plans with his handler before recruiting his two accomplices, who lived nearby.<\/p>\n<p>\u201cAlexander J. and Alex D. were helping him by March 2024 at the latest,\u201d prosecutors said.<\/p>\n<p>All three men insist they are innocent.<\/p>\n<p>They were reportedly an auto mechanic and a graphic designer.<\/p>\n<p><img decoding=\"async\" alt=\"Alleged ringleader Dieter S. is escorted through the courtroom\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/05\/afd35646-0e4c-40cd-9581-f4a39bb2284f_w250_r1_s.jpg\"\/><\/p>\n<p>Alleged ringleader Dieter S. is escorted through the courtroom<\/p>\n<p><strong>&#8216;Ordinary People&#8217;<\/strong><\/p>\n<p>According to German authorities, the three Ukrainian men, who were charged on May 14, had similarly innocuous backgrounds.<\/p>\n<p>\u201cThe first impression is of low-level agents &#8212; people who&#8230;are recruited for not much money and who then do the job for the Russian state,\u201d said Herbert Reul, interior minister of Germany\u2019s North-Rhine Westphalia region.<\/p>\n<p>&#8220;These people, the direct perpetrators, are 99% not members of any network. They could be just ordinary hired people,&#8221; Roman Kostenko, a colonel in Ukraine\u2019s main security agency, the SBU, told <a class=\"wsw__a\" href=\"https:\/\/www.radiosvoboda.org\/a\/ukrayintsi-dyversiyi-zamovlennya-rf-zatrymannya\/33413569.html\" target=\"_blank\" rel=\"noopener\"><strong>RFE\/RL\u2019s Ukrainian Service.<\/strong><\/a><\/p>\n<p>Kostenko, who is also a lawmaker, added that they \u201cmay not even have known which country they were working for.\u201d<\/p>\n<p>But former Ukrainian intelligence officer Vasyl Bohdan told RFE\/RL that it was relevant in this case that Ukrainians had allegedly been recruited.<\/p>\n<p>\u201cPutin is trying in every way to compromise Ukraine,\u201d he said, adding that among Ukrainian refugees in Europe there were people who \u201care primarily interested in making a quick buck somewhere.\u201d<\/p>\n<p>This may have been the case with Ukrainian refugee <a class=\"wsw__a\" href=\"https:\/\/www.rferl.org\/a\/sikorski-poland-sabotage-ukraine-russia\/33167805.html\" target=\"_blank\" rel=\"noopener\"><strong>Serhiy S.<\/strong><\/a>, who was sentenced to eight years in prison by a Polish court in February for planning arson attacks on civilian buildings in Wroclaw.<\/p>\n<p>He denied the charges but admitted had he agreed to commit arson in return for money from an unknown party he communicated with online. The 51-year-old was reportedly offered $4,000.<\/p>\n<p><strong>A Growing Threat<\/strong><\/p>\n<p>Law enforcement agencies are dealing with similar cases across Europe, with alleged perpetrators from a variety of countries.<\/p>\n<p>\u201cThe more eye-catching shift this year has been Russian state actors turning to proxies for their dirty work, including private intelligence operatives and criminals from both the UK and third countries,\u201d said <a class=\"wsw__a\" href=\"https:\/\/www.mi5.gov.uk\/director-general-ken-mccallum-gives-latest-threat-update\" target=\"_blank\" rel=\"noopener\"><strong>Ken McCallum<\/strong><\/a>, the head of Britain\u2019s MI5 counter-intelligence service in a speech in October.<\/p>\n<p>This month, British authorities arrested two Ukrainians and a Romanian over fires at property linked to Prime Minister Keir Starmer. The case is being investigated by a counterterrorism unit but has not been linked officially to Russian intelligence though there are suspicions of ties among some.<\/p>\n<p>Across Europe, the sheer breadth of possible targets and the rise of cases presents security services with a significant challenge.<\/p>\n<p>\u201cThe danger from so-called disposable or dual-use agents is constantly rising,\u201d German lawmaker Konstantin von Notz told RFE\/RL.<\/p>\n<p><img decoding=\"async\" alt=\"German lawmaker Konstantin von Notz\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/05\/5e447323-ef6f-45be-d323-08dd975778e9_cx0_cy13_cw100_w250_r1_s.jpg\"\/><\/p>\n<p>German lawmaker Konstantin von Notz<\/p>\n<p>Von Notz, who represents the opposition Green Party, sits on the parliamentary committee that oversees German intelligence agencies.<\/p>\n<p>\u201cThe counterintelligence services need to be reorganized\u2026for a better and more appropriate response to the threat,\u201d he said.<\/p>\n<p>In Munich, state prosecutors said the sabotage was aimed at \u201cundermining German military support for Ukraine against Russia\u2019s war of aggression.\u201d<\/p>\n<p>Umbach, the Bonn University security expert, said acts such as these carried a message to European governments that their support for Ukraine comes at a price.<\/p>\n<p>But there was also, he said, a message to the civilian population: \u201cYou are vulnerable.
