{"id":126612,"date":"2025-05-24T00:25:10","date_gmt":"2025-05-24T00:25:10","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/126612\/"},"modified":"2025-05-24T00:25:10","modified_gmt":"2025-05-24T00:25:10","slug":"us-lifts-first-sanctions-on-syria-following-trumps-surprise-announcement-donald-trump-news","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/126612\/","title":{"rendered":"US lifts first sanctions on Syria following Trump\u2019s surprise announcement | Donald Trump News"},"content":{"rendered":"<p>The administration of United States President Donald Trump has taken its first concrete action to deliver sanctions relief for Syria, following a surprise policy pivot earlier this month.<\/p>\n<p>On Friday, the US Department of the Treasury announced sweeping relief to an array of individuals and entities, which it said will \u201cenable new investment and private sector activity consistent with [Trump\u2019s] America First strategy\u201d.<\/p>\n<p>The US State Department, meanwhile, concurrently issued a waiver to a 2019 law, the Caesar Syria Civilian Protection Act, that would \u201cenable our foreign partners, allies, and the region to further unlock Syria\u2019s potential\u201d.<\/p>\n<p>Trump surprised the international community when, on May 13, he pledged to remove sanctions placed on Syria during the leadership of its now-ousted leader, President Bashar al-Assad.<\/p>\n<p>Friday\u2019s announcements mark an initial step towards that goal, as Syria recovers from abuses under al-Assad\u2019s government and 13 years of civil war.<\/p>\n<p>\u201cAs President Trump promised, the Treasury Department and the State Department are implementing authorizations to encourage new investment into Syria,\u201d Treasury Secretary Scott Bessent said in a statement.<\/p>\n<p>\u201cSyria must also continue to work towards becoming a stable country that is at peace, and today\u2019s actions will hopefully put the country on a path to a bright, prosperous, and stable future\u201d.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p lang=\"en\" dir=\"ltr\">Sanctions relief is critical for Syria to move forward. He said lifting US sanctions would give Syria \u201ca chance at greatness\u201d, since the restrictions left the war-torn country economically isolated.<\/p>\n<p data-start=\"389\" data-end=\"561\">\u201cIt\u2019s their time to shine. We\u2019re taking them all off,\u201d he said from Riyadh.<\/p>\n<p data-start=\"389\" data-end=\"561\">Shortly after, Trump met and shook hands with Syrian leader Ahmed al-Sharaa, who had only recently been removed from the US\u2019s \u201cSpecially Designated Global Terrorist\u201d list.<\/p>\n<p>Appeal for relief<\/p>\n<p data-start=\"389\" data-end=\"561\">Calls for sanctions relief had grown following the fall of al-Assad\u2019s government last December. As head of the Hayat Tahrir al-Sham (HTS) group, al-Sharaa spearheaded the offensive that led to al-Assad fleeing the country, bringing the civil war to an end.<\/p>\n<p data-start=\"389\" data-end=\"561\">The war, which first broke out in 2011, had left Syria\u2019s economy in tatters.<\/p>\n<p data-start=\"389\" data-end=\"561\">As many as 656,493 people were killed during the conflict, according to the Syrian Observatory for Human Rights, and a 2020 report from the United Nations estimated that the country suffered total economic losses of about $442.2bn in the first eight years of the war alone.<\/p>\n<p data-start=\"389\" data-end=\"561\">Sanctions have further dampened Syria\u2019s economic outlook, making it difficult for countries with ties to the US to conduct business there.<\/p>\n<p data-start=\"389\" data-end=\"561\">Since taking power in December, Syria\u2019s interim government has argued the ongoing sanctions, largely imposed during al-Assad\u2019s rule, would slow development and cause further instability.<\/p>\n<p data-start=\"389\" data-end=\"561\">Trump\u2019s announcement earlier this month <a href=\"https:\/\/www.aljazeera.com\/features\/2025\/5\/16\/trumps-decision-to-lift-syria-sanctions-fuels-dreams-of-economic-revival\" target=\"_blank\" rel=\"noopener\">buoyed<\/a> hope for many Syrians of a new path forward, although the extent of the relief had remained unclear.<\/p>\n<p data-start=\"389\" data-end=\"561\">Earlier this week, the European Union also <a href=\"https:\/\/www.aljazeera.com\/news\/2025\/5\/20\/eu-agrees-to-lift-all-economic-sanctions-on-syria-diplomats\" target=\"_blank\" rel=\"noopener\">announced<\/a> it had lifted sanctions against Syria.<\/p>\n<p data-start=\"389\" data-end=\"561\">Friday\u2019s sanctions relief in the US applies to the \u201cthe Government of Syria \u2026 as in existence on or after May 13, 2025\u201d, according to the Treasury Department.<\/p>\n<p data-start=\"389\" data-end=\"561\">The reprieve also applies to several previously sanctioned transportation, banking, tourism and fossil fuel entities.<\/p>\n<p data-start=\"389\" data-end=\"561\">Transactions related to Russia, Iran and North Korea remain under US sanctions.<\/p>\n<p data-start=\"389\" data-end=\"561\">One of the biggest hurdles, however, is the Caesar Syria Civilian Protection Act, a law that was passed in 2019, during Trump\u2019s first term.<\/p>\n<p data-start=\"389\" data-end=\"561\">It included broad sanctions that\u00a0targeted al-Assad\u2019s government and its allies and supporters for atrocities committed against civilians.<\/p>\n<p data-start=\"389\" data-end=\"561\">The act was named after a former Syrian military photographer and whistleblower who smuggled out of the country a cache of images showing torture and mass killing at detention centres run by al-Assad\u2019s security forces.<\/p>\n<p data-start=\"389\" data-end=\"561\">But since the law was passed by Congress, it will likely take an act of Congress to completely lift its restrictions.<\/p>\n<p data-start=\"389\" data-end=\"561\">The president, however, can issue temporary waivers to the law, which is what the Trump administration did on Friday.<\/p>\n<p data-start=\"389\" data-end=\"561\">In a statement, Secretary of State Marco Rubio said the waiver will last for 180 days, in order to \u201cincrease investments and cash flows that will facilitate basic services and reconstruction in Syria\u201d.<\/p>\n<p data-start=\"389\" data-end=\"561\">\u201cWe support the Syrian people\u2019s efforts to build a more hopeful future,\u201d Rubio said.<\/p>\n<p><script async
