{"id":131167,"date":"2025-05-25T17:17:09","date_gmt":"2025-05-25T17:17:09","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/131167\/"},"modified":"2025-05-25T17:17:09","modified_gmt":"2025-05-25T17:17:09","slug":"state-may-struggle-to-carry-out-robust-immigration-checks-without-access-to-eus-it-system-warns-report-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/131167\/","title":{"rendered":"State may struggle to carry out \u2018robust\u2019 immigration checks without access to EU\u2019s IT system, warns report \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph\">Ireland may not be able to carry out \u201crobust\u201d identity checks or \u201cadequately conduct screening\u201d of asylum seekers due to the State\u2019s limited access to a key European security database, a government report says. <\/p>\n<p class=\"c-paragraph paywall\">The  lack of access to three Europe-wide large-scale IT systems, which make up the <a href=\"https:\/\/www.irishtimes.com\/tags\/european-union\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/european-union\/\">European Union\u2019s<\/a> interoperability framework, means the State might struggle to complete immigration security screenings and receive and share data with other member states, the Government\u2019s implantation plan for <a href=\"https:\/\/www.irishtimes.com\/politics\/2024\/06\/27\/what-is-the-eu-migration-and-asylum-pact-pact-and-why-has-it-been-so-controversial\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.irishtimes.com\/politics\/2024\/06\/27\/what-is-the-eu-migration-and-asylum-pact-pact-and-why-has-it-been-so-controversial\/\">the EU Pact on Migration and Asylum<\/a> says.<\/p>\n<p class=\"c-paragraph paywall\">The pact, which Ireland has adopted, is due to come into effect in June next year. It is a standardised immigration control system across the 27 EU member states which aims to tackle \u201ckey inefficiencies\u201d and deal with issues around secondary movement among migrants. <\/p>\n<p class=\"c-paragraph paywall\">The interoperability IT security system allows for co-operation on border and visa issues, policing and judicial matters, and asylum and migration cases across the Schengen area, which is a region of Europe without border checks between countries. Ireland is not a member of Schengen.<\/p>\n<p class=\"c-paragraph paywall\">The Irish implementation plan warns that the State \u201cmay not be able to carry out\u201d the most robust identity validation in line with the pact\u2019s requirements because Ireland does not have access to the EU\u2019s Entry\/Exit System, the European Travel Information and Authorisation System or the EU Visa Information System.<\/p>\n<p class=\"c-paragraph paywall\">The entry\/exit system, due to launch in October, is an automated IT system for registering travellers from non-EU countries travelling in Schengen area countries. <\/p>\n<p class=\"c-paragraph paywall\">Ireland is not a part of the Schengen area, but holds a common travel area arrangement with the United Kingdom. <\/p>\n<p class=\"c-paragraph paywall\">However, concerns have been raised regarding travel between the two jurisdictions since the British government introduced a new digital immigration system in April. <\/p>\n<p class=\"c-paragraph paywall\">A spokeswoman for the <a href=\"https:\/\/www.irishtimes.com\/tags\/department-of-justice\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/department-of-justice\">Department of Justice<\/a> said the State had opted into Eurodac, the EU\u2019s fingerprint database for asylum seekers, which will be upgraded by June next year, and said it had also opted into parts of the Schengen Information System (SIS) regulation, which allows for checks for European Arrest Warrants. <\/p>\n<p class=\"c-paragraph paywall\">Eurodac will store applicants\u2019 official documents, photographs and first place of application to help decrease secondary movement by applicants. <\/p>\n<p class=\"c-paragraph paywall\">It will also include information on children aged six and above \u201cto enhance protections for children and combat child-trafficking\u201d, she said. <\/p>\n<p class=\"c-paragraph paywall\">The State is also engaging with EU-Lisa, the body that manages several large-scale IT justice systems, to work on \u201cinteroperability\u201d and how to better detect illegal migrants, those travelling using multiple identities and to improve border controls.<\/p>\n<p class=\"c-paragraph paywall\">The department said that while Ireland cannot opt in to the Schengen IT systems, the State intended to legislate nationally to align with its provisions. <\/p>\n<p class=\"c-paragraph paywall\">It also said that under the pact the State intended to screen all people claiming asylum within seven days and carry out health, vulnerability, security and criminal checks before gathering biometric data for registration in the Eurodac database. <\/p>\n<p class=\"c-paragraph paywall\">But former <a href=\"https:\/\/www.irishtimes.com\/tags\/defence-forces\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/defence-forces\/\">Defence Forces<\/a> director of military intelligence Michael Murphy criticised the Government on Sunday for failing to address Ireland\u2019s Common Travel Area arrangement with the UK or movement of people across the Northern Irish border as part of plans for changes under the EU migration pact. <\/p>\n<p class=\"c-paragraph paywall\">This \u201cgreat weakness\u201d must be addressed, he told RT\u00c9 radio.
