Under the new legislation that will come into effect in 2027, employees with <a href=\"https:\/\/www.iamexpat.nl\/career\/working-in-the-netherlands\/employment-contracts\" class=\"link-large\" target=\"_blank\" rel=\"noopener\">temporary contracts<\/a> will have more certainty about their income and working hours.<\/p>\n<p>More certainty for flexible workers in the Netherlands<\/p>\n<p dir=\"ltr\" class=\"body-large\">In the bill that Minister of Social Affairs and Employment Eddy van Hijum presented to the <a href=\"https:\/\/www.iamexpat.nl\/lifestyle\/about-the-netherlands\/dutch-government\" class=\"link-large\" target=\"_blank\" rel=\"noopener\">House of Representatives<\/a>, temporary workers will be entitled to at least equivalent employment conditions as regular employees.\u00a0<\/p>\n<p dir=\"ltr\" class=\"body-large\">Also included in the legislation titled <a href=\"https:\/\/www.rijksoverheid.nl\/regering\/bewindspersonen\/eddy-van-hijum\/nieuws\/2025\/05\/19\/wetsvoorstel-voor-meer-zekerheid-flexwerkers-ingediend-bij-de-tweede-kamer\" class=\"link-large\" target=\"_blank\" rel=\"noopener\">\u201cMore certainty for flexible workers\u201d<\/a>, stricter rules will apply to prevent \u201crevolving door constructions with temporary contracts\u201d. Currently, after three successive temporary contracts, employers can not give another temporary contract for the following six months &#8211; this will be extended to five years under the new bill. The hope is that this will encourage employers to offer workers permanent contracts sooner.<\/p>\n<p dir=\"ltr\" class=\"body-large\">Bandwidth contracts will also be introduced in place of zero-hour contracts. With these new types of contracts, on-call workers will have set minimum and maximum <a href=\"https:\/\/www.iamexpat.nl\/career\/working-in-the-netherlands\/working-hours\" class=\"link-large\" target=\"_blank\" rel=\"noopener\">working hours<\/a> instead of not knowing how many hours they will be working. However, zero-hour contracts can still be used for students and teenagers who are working while <a href=\"https:\/\/www.iamexpat.nl\/education\/higher-education\/studying-netherlands\" class=\"link-large\" target=\"_blank\" rel=\"noopener\">studying<\/a>.\u00a0<\/p>\n<p>The Netherlands has highest percentage of flexible workers in EU<\/p>\n<p dir=\"ltr\" class=\"body-large\">Based on figures from <a href=\"https:\/\/www.iamexpat.nl\/expat-info\/organisations-agencies\/statistics-netherlands-cbs\" class=\"link-large\" target=\"_blank\" rel=\"noopener\">Statistics Netherlands (CBS)<\/a>, the Netherlands has the highest percentage of flexible workers in the EU, <a href=\"https:\/\/nos.nl\/artikel\/2567896-kabinet-werk-moet-vaker-vast-zijn-en-flexwerken-moet-zekerder-worden\" class=\"link-large\" target=\"_blank\" rel=\"noopener\">reports NOS<\/a>. Around 2,7 million people in the country work under a flexible work contract, while 5,5 million have a permanent contract and 1,5 million are <a href=\"https:\/\/www.iamexpat.nl\/career\/self-employment\/freelance-netherlands-zzp\" class=\"link-large\" target=\"_blank\" rel=\"noopener\">freelancers<\/a>.\u00a0<\/p>\n<p dir=\"ltr\" class=\"body-large\">According to Van Hijum, the high number of people <a href=\"https:\/\/www.iamexpat.nl\/career\/working-in-the-netherlands\" class=\"link-large\" target=\"_blank\" rel=\"noopener\">working in the Netherlands<\/a> under \u201cinsecure employment contracts\u201d means that many don\u2019t feel secure enough to plan for the future, such as <a href=\"https:\/\/www.iamexpat.nl\/housing\/buy-house-netherlands\" class=\"link-large\" target=\"_blank\" rel=\"noopener\">buying a house<\/a>, <a href=\"https:\/\/www.iamexpat.nl\/expat-info\/family-kids\/marriage-netherlands\" class=\"link-large\" target=\"_blank\" rel=\"noopener\">getting married<\/a> or having children. \u201cFor some companies and sectors, insecure work has become a profit model,\u201d said Van Hijum in the report. \u201cWith this bill, we are directly increasing people&#8217;s security of existence.
