Here are the key points:<\/p>\n<p>Defence and security pact <\/p>\n<ul class=\"o3-editorial-typography-list-unordered\">\n<li>\n<p>Six-monthly foreign and security \u201cpolicy dialogues\u201d between the UK foreign secretary and the EU\u2019s high representative for foreign affairs, alongside regular invitations for the <a href=\"https:\/\/www.ft.com\/world-uk\" data-trackable=\"link\" target=\"_blank\" rel=\"noopener\">UK<\/a> to join high-level meetings of the EU, including European Councils.<\/p>\n<\/li>\n<li>\n<p>An annual EU-UK dialogue on defence, and potential for the UK to participate in crisis management exercises under the EU\u2019s Common Security and Defence Policy.<\/p>\n<\/li>\n<li>\n<p>Deeper co-operation and information exchanges on space, cyber security and the so-called \u201cshadow fleet\u201d used to breach sanctions by Russia, Iran and others.<\/p>\n<\/li>\n<li>\n<p>Personnel training exchanges through the EU and UK\u2019s respective defence colleges.<\/p>\n<\/li>\n<li>\n<p>Agreement that, subject to the UK signing a third country agreement, the UK can participate in a \u20ac150bn <a href=\"https:\/\/www.ft.com\/content\/b5c95e3d-74e2-4eb5-a88b-9e650cb93ce2\" data-trackable=\"link\" target=\"_blank\" rel=\"noopener\">loans-for-arms fund<\/a> backed by the bloc\u2019s shared budget.<\/p>\n<\/li>\n<\/ul>\n<p>Fisheries agreement <\/p>\n<ul class=\"o3-editorial-typography-list-unordered\">\n<li>\n<p>A 12-year deal to guarantee access for EU boats to UK waters from mid-2026, when a current agreement expires, to 2038.<\/p>\n<\/li>\n<li>\n<p>The agreement offers continued access for EU fishing boats to UK\u2019s 6-12 mile coastal waters.<\/p>\n<\/li>\n<li>\n<p>Access will be based on the average tonnage caught between 2012-16 in each others 200-mile zone of Exclusive Economic Zone.<\/p>\n<\/li>\n<\/ul>\n<p>Veterinary agreement<\/p>\n<ul class=\"o3-editorial-typography-list-unordered\">\n<li>\n<p>Agreement to work towards a deal that would mean the \u201cvast majority\u201d of agrifood exports to the EU happen without checks and certificates. The deal requires both sides to apply the \u201csame rules\u201d, meaning the UK would automatically follow EU rules on plant and animal products, referred to as \u201cdynamic alignment\u201d.<\/p>\n<\/li>\n<li>\n<p>The pact is covered by an independent arbitration mechanism to settle disputes, but the European Court of Justice remains the final arbiter of any points of EU law. <\/p>\n<\/li>\n<li>\n<p>The UK is to make an \u201cappropriate financial contribution\u201d to cover costs of implementing the deal.<\/p>\n<\/li>\n<\/ul>\n<p>Youth mobility, business mobility and touring artists <\/p>\n<ul class=\"o3-editorial-typography-list-unordered\">\n<li>\n<p>The EU and the UK agree to \u201cwork towards\u201d a youth experience scheme for 18 to 30-year-olds to travel and work more easily in each others\u2019 countries.<\/p>\n<\/li>\n<li>\n<p>Scheme to be time-limited, have a dedicated visa path, and ensure that the overall number of participants is \u201cacceptable to both sides\u201d.<\/p>\n<\/li>\n<li>\n<p>Agreement to \u201cwork towards\u201d the UK rejoining the EU\u2019s Erasmus+ student exchange programme.<\/p>\n<\/li>\n<li>\n<p>The EU will \u201ccontinue to support\u201d touring artists working in the bloc, but the UK\u2019s request for a special deal is not granted. Agreement to discuss easier business visas and mutual recognition of each others professional qualification regimes.<\/p>\n<\/li>\n<li>\n<p>EU says \u201cno legal barriers\u201d to UK citizens using e-gates at airport when the bloc\u2019s entry\/exit visa waiver scheme comes into force.<\/p>\n<\/li>\n<\/ul>\n<p>Energy trading and carbon border taxes<\/p>\n<ul class=\"o3-editorial-typography-list-unordered\">\n<li>\n<p>EU commits to exploring UK participation in the EU\u2019s internal energy market that was blocked by Brexit, with current energy trading arrangements continuing to apply in the meantime.<\/p>\n<\/li>\n<li>\n<p>The EU and UK agree to explore relinking their respective emissions trading schemes that were severed by Brexit. If this is done, the UK will be exempted from EU\u2019s carbon border tax that comes into force on January 1 2026, a year before the UK\u2019s own scheme a year later. <\/p>\n<\/li>\n<li>\n<p>EU will require \u201cdynamic alignment\u201d to EU rules as a condition of any relinking of energy markets.
