But allies are already 30 percent behind in delivering on existing capability targets.\u201d<\/p>\n<p>To achieve the new target, Europe must ramp up industrial production and strengthen &#8220;strategic enablers,&#8221; such as space intelligence, command and control centers, and heavy airlift capabilities \u2014 areas where the continent is heavily dependent on the U.S.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/05\/12940790-1024x683.jpg\" alt=\"\" class=\"wp-image-6676746\"  \/>To \u201cavoid an emotional, angry divorce,\u201d Andrius Kubilius said, Europeans must change their mindset. | Leszek Szymanski\/EPA<\/p>\n<p>\u201cDefinitely, it will cost a lot of money,\u201d Kubilius warned, adding that the International Institute for Strategic Studies <a href=\"https:\/\/www.politico.eu\/article\/united-states-military-europe-nato-ukraine-russia-war\/\" target=\"_blank\" rel=\"noopener\">estimates<\/a> it could cost up to $1 trillion for European allies to replace the current U.S. contribution to NATO.<\/p>\n<p>While boosting their own defense, EU countries must also keep sending weapons and aid to Ukraine.<\/p>\n<p>Both of those aims can be financed through the newly approved \u20ac150 billion Security Action for Europe (SAFE) loans-for-weapons <a href=\"https:\/\/pro.politico.eu\/press\/215014\" target=\"_blank\" rel=\"noopener\">instrument<\/a>.  \u201cIt can become a breakthrough in our support to Ukraine,\u201d he said.<\/p>\n<p>Given Kyiv&#8217;s battle-tested army and the growing danger of Russian aggression, Kubilius said Ukraine, along with the United Kingdom, should be an integral part of a new European security architecture.<\/p>\n<p>&#8220;Is peace in Ukraine and is victory for Ukraine possible after American withdrawal?\u201d he asked. &#8220;My answer is yes!
