He has gone absolutely CRAZY!\u201d Trump wrote on his Truth Social platform <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/114571369956761390\" target=\"_blank\" rel=\"noopener\">this week<\/a>, citing the <a href=\"https:\/\/www.reuters.com\/business\/aerospace-defense\/russian-drone-fragments-set-kyiv-apartment-building-ablaze-official-says-2025-05-24\/\" target=\"_blank\" rel=\"noopener\">massive recent airstrikes on Ukrainian cities<\/a> and Putin\u2019s desire to conquer \u201cALL of Ukraine, not just a piece of it.\u201d <\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Trump also took a vague shot at Ukrainian President Volodymyr Zelenskyy (\u201ceverything out of his mouth causes problems\u201d), and one could point out that Russia has been striking civilian targets in Ukraine and expressing a desire to snuff out Ukraine\u2019s political independence since the very beginning of the war. <\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Trump followed up by telling reporters he is <a href=\"https:\/\/www.cnn.com\/2025\/05\/27\/politics\/russia-sanctions-trump-ukraine-war\" target=\"_blank\" rel=\"noopener\">considering imposing new sanctions on Russia<\/a> and posted, \u201cif it weren\u2019t for me, lots of really bad things would have already happened to Russia,\u201d but told reporters at the White House on Wednesday that he is <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-05-28\/us-waiting-on-russia-sanctions-to-keep-talks-alive-trump-says?sref=C3P1bRLC&amp;tpcc=world_brief&amp;utm_source=Sailthru&amp;utm_medium=email&amp;utm_campaign=World%20Brief%2005282023&amp;utm_term=world_brief\" target=\"_blank\" rel=\"noopener\">holding off on new sanctions<\/a> for now.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">So it\u2019s not as if Trump has had a full and sudden change of heart overnight. But consider that, at the end of February, Trump was publicly dressing down Zelenskyy in the Oval Office, blaming Ukraine for starting the war, and <a href=\"https:\/\/www.vox.com\/world-politics\/400408\/ukraine-talks-trump-putin-zelenskyy\" target=\"_blank\" rel=\"noopener\">halting all US assistance to the Ukrainian war effort<\/a>. By that standard, Trump\u2019s new tone is still one of several developments that add up to a welcome change of pace for Kyiv.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Even if there are no new measures taken to either support Ukraine or punish Russia, and even if the US \u201c<a href=\"https:\/\/www.foxnews.com\/politics\/vance-remark-about-us-bailing-ukraine-encourage-putin-sink-nascent-peace-talks\" target=\"_blank\" rel=\"noopener\">walks away<\/a>\u201d from efforts to negotiate a ceasefire, as Vice President JD Vance recently threatened, the events since February still amount to a remarkable diplomatic change of fortune for Ukraine \u2014 and probably about as good an outcome as Kyiv could reasonably expect from this administration. <\/p>\n<p>What hasn\u2019t changed: Sanctions, intelligence, and (so far) weapons<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">For Ukraine, where cities are still reeling from some of the largest airstrikes since the beginning of the war, and where supplies of much-needed air defense ammunition are running dangerously low, there\u2019s obviously no cause for celebration. Hanna Shelest, a Kyiv-based defense analyst with the Center for European Policy Analysis, told Vox that despite Trump\u2019s changing tone on Putin, his ongoing attacks on Zelenskyy (it\u2019s unclear exactly what remarks triggered Trump\u2019s ire) indicate that \u201cwe are still in a transactional situation. We have still not been able to dramatically change the approach of the US president.\u201d<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Trump, for all his current frustration, clearly still views the conflict in a way that is much more sympathetic to Russia\u2019s interests than Joe Biden or many members of his own party. But in terms of actual material support, not much has actually changed since Trump took office.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup _1iohv3z2 xkp0cg9\">Because of the time it takes for those contracts to be negotiated and fulfilled, weapons that were ordered in 2022 are only being delivered now.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">He has frequently suggested he\u2019d be willing to lift sanctions on Russia as part of a ceasefire agreement, but he has not done so, and in fact, has signed executive orders <a href=\"https:\/\/kyivindependent.com\/trump-extends-bidens-sanctions-executive-order-against-russia\/\" target=\"_blank\" rel=\"noopener\">extending the sanctions that Biden imposed<\/a>. Many of these sanctions could not be lifted without congressional approval. As Secretary of State Marco Rubio <a href=\"https:\/\/www.ft.com\/content\/1da72c5f-cce5-4b81-b167-4410d5be7ab1\" target=\"_blank\" rel=\"noopener\">recently put it<\/a>, \u201cWhen Vladimir Putin woke up this morning, he had the same set of sanctions on him that he\u2019s always had since the beginning of this conflict.\u201d<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Aside from a week-long pause following the contentious Oval Office meeting, US weapons shipments to Ukraine have continued. In fact, the rate of <a href=\"https:\/\/www.vox.com\/world-politics\/400408\/ukraine-talks-trump-putin-zelenskyy\" target=\"_blank\" rel=\"noopener\">weapons deliveries actually increased<\/a> in the early weeks of the Trump administration because of moves the Biden team made to rush aid out the door before leaving office. <\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">The intelligence sharing vital to Ukraine\u2019s targeting systems has also continued, as has \u2014 despite <a href=\"https:\/\/theconversation.com\/the-us-has-lifted-its-intelligence-sharing-pause-with-ukraine-but-the-damage-may-already-be-done-251930\" target=\"_blank\" rel=\"noopener\">Elon Musk\u2019s threats<\/a> \u2014 the Ukrainian military\u2019s access to SpaceX\u2019s Starlink satellite network. <\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Congress has allocated two types of funding for aid to Ukraine: The first pays for weapons to be transferred to Ukraine for US military stocks. That aid has been almost exhausted, experts say. The second provides funds for Ukraine to buy its own weapons from American manufacturers. Because of the time it takes for those contracts to be negotiated and fulfilled, weapons that were ordered in 2022 are only being delivered now. The last items from contracts signed in 2024 might not be delivered until 2028. <\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">The upshot, as Mark Cancian, senior adviser at the Center for Strategic and International Studies, puts it, is that \u201cthe overall military aid being delivered is relatively high and will stay there for quite a while.\u201d<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">This White House and this Congress are very unlikely to allocate new funding for aid to Ukraine, but perhaps others could fill the gap. European governments are reportedly warming to the idea of <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-05-24\/buy-american-how-europe-must-stock-up-on-weapons-for-ukraine?sref=C3P1bRLC\" target=\"_blank\" rel=\"noopener\">purchasing weapons from American manufacturers<\/a>. So far, these governments have preferred to buy from their own companies, but there are a number of systems \u2014 such as the all-important <a href=\"https:\/\/www.vox.com\/russia-ukraine\/403127\/europe-ukraine-aid-trump-zelenskyy\" target=\"_blank\" rel=\"noopener\">Patriot air-defense missiles<\/a> \u2014 that only the US can provide. <\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Ukraine\u2019s defense industry is also more self-sufficient than it used to be. The drones that are now <a href=\"https:\/\/www.nytimes.com\/interactive\/2025\/03\/03\/world\/europe\/ukraine-russia-war-drones-deaths.html\" target=\"_blank\" rel=\"noopener\">inflicting the majority of the casualties<\/a> on the front lines in Ukraine are increasingly produced in-country by the country\u2019s booming autonomous weapons industry. <\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">It\u2019s even possible that Ukraine may benefit somewhat from a more hands-off American approach. For all that the Biden team made clear it would back Ukraine\u2019s war effort for as long as it takes, Ukrainian officials sometimes bristled under what they saw as micromanagement from a White House concerned about the risks of conflict escalation with Russia, particularly when it came to long-range strikes into Russian territory. <\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">But according to an announcement from German Chancellor Friedrich Merz this week, allies including the United States have agreed to <a href=\"https:\/\/www.theguardian.com\/world\/2025\/may\/26\/germany-and-ukraines-other-allies-scrap-range-limits-on-arms-sent-to-kyiv\" target=\"_blank\" rel=\"noopener\">lift range restrictions on weapons<\/a> headed to Ukraine, allowing the Ukrainians more freedom to strike targets deep within Russia. <\/p>\n<p>What has changed: Minerals and direct talks<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">The two main shifts in US policy that have taken place under Trump have been the US-Ukraine minerals deal and the direct negotiations with Russia. Both have proven less disastrous for Ukraine than they initially appeared. <\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">The original version of the minerals deal presented to Ukraine reportedly required the country to hand over hundreds of billions of dollars in revenue from the mining of its critical minerals as repayment for past military aid. The <a href=\"https:\/\/www.vox.com\/politics\/401607\/ukraine-ceasefire-deal-is-starting-to-come-into-view-would-it-work\" target=\"_blank\" rel=\"noopener\">deal Ukraine eventually signed<\/a> drops that requirement and while it doesn\u2019t include the explicit security guarantees Ukraine was hoping for, it at least gives this transactionally minded administration a financial stake in Ukraine\u2019s future. <\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">As for the ongoing ceasefire talks, Trump overturned two oft-stated principles of the Biden approach: that Russia should be diplomatically isolated and that there would be no negotiations \u201cabout Ukraine without Ukraine.\u201d But ultimately, Ukraine\u2019s political position may have been strengthened by the process. <a href=\"https:\/\/www.theguardian.com\/world\/2025\/may\/10\/leaders-britain-france-germany-poland-arrive-kyiv-ukraine\" target=\"_blank\" rel=\"noopener\">Putin has rejected a proposed 30-day ceasefire<\/a> after Ukraine agreed to one, was a <a href=\"https:\/\/apnews.com\/article\/trump-putin-meeting-summit-soon-russia-meet-83ff8027e1860d8480dc7f5567e76062\" target=\"_blank\" rel=\"noopener\">no-show at talks in Istanbul<\/a>,<a href=\"https:\/\/apnews.com\/article\/trump-putin-meeting-summit-soon-russia-meet-83ff8027e1860d8480dc7f5567e76062\" target=\"_blank\" rel=\"noopener\"> <\/a>where Zelenskyy had proposed meeting face-to-face, and has <a href=\"https:\/\/www.reuters.com\/world\/europe\/russia-does-not-see-vatican-serious-arena-peace-talks-sources-say-2025-05-26\/\" target=\"_blank\" rel=\"noopener\">rejected Trump\u2019s proposal to have talks<\/a> mediated by the Vatican. <\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">It\u2019s much harder for even the most skeptical to argue, <a href=\"https:\/\/www.nbcnews.com\/politics\/donald-trump\/trump-says-ukraine-should-never-have-started-it-remarks-war-russia-rcna192710\" target=\"_blank\" rel=\"noopener\">as Trump has previously<\/a>, that the war is only continuing because of Zelenskyy\u2019s unwillingness to make a deal. Even Trump has been forced to wonder if Putin is merely \u201c<a href=\"https:\/\/thehill.com\/policy\/international\/5269205-donald-trump-vladimir-putin-russia-ukraine-war\/\" target=\"_blank\" rel=\"noopener\">tapping me along<\/a>,\u201d engaging minimally in the diplomatic process without abandoning his end goal of subjugating all of Ukraine, not just the disputed regions, by force.<\/p>\n<p>How long can the status quo hold?<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Trump has clearly moved on from the notion that he can end the war in 24 hours and seems to be <a href=\"https:\/\/www.nytimes.com\/2025\/05\/20\/us\/politics\/trump-ukraine-russia.html\" target=\"_blank\" rel=\"noopener\">losing interest in the peace talks entirely<\/a>. Or as Vance put it, \u201cWe\u2019re more than open to walking away.\u201d<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Much depends on what exactly \u201cwalking away\u201d means. If it means an end to weapons shipments, intelligence sharing, and sanctions on Russia, that would be disastrous for Ukraine, though not necessarily fatal. <\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">\u201cIt\u2019s not as if we pulled the plug tomorrow, that Ukrainians would just immediately cease to exist, which I think was the administration\u2019s assumption when they came in,\u201d said Jeffrey Edmonds, a former White House and Pentagon Russia adviser. \u201cThey thought they had a lot more leverage than they did over both Ukraine and Russia.\u201d (A spokesperson for the White House national security council did not respond to Vox\u2019s request for comment.)<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">If Trump merely maintains the status quo \u2014 keeps the sanctions that are already in place, continues shipping the weapons that have already been paid for \u2014 that might be enough for the Ukrainians to hold the line for at least the coming months. <\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">It\u2019s true that Russian troops continue to slowly advance, but the rate of advance is already <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-05-21\/russian-advance-in-ukraine-is-slowing-despite-putin-s-confidence?sref=C3P1bRLC\" target=\"_blank\" rel=\"noopener\">slowing this year<\/a>, and it loses dozens of casualties per square kilometer. According to one recent estimate, it would take Russia 80 years to <a href=\"https:\/\/www.understandingwar.org\/backgrounder\/ukraine-fact-sheet-february-21-2025\" target=\"_blank\" rel=\"noopener\">conquer all of Ukraine\u2019s territory<\/a> at the current rate. <\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Ukraine\u2019s bigger concern may be recruiting enough troops to man the front lines, though its efforts<a href=\"https:\/\/www.reuters.com\/world\/europe\/ukraine-has-solved-some-manpower-shortages-war-effort-us-general-says-2025-04-03\/\" target=\"_blank\" rel=\"noopener\"> have improved somewhat<\/a>, US commanders say, and low morale among both troops and civilians as the war drags on with no end in sight. <\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Russia has <a href=\"https:\/\/understandingwar.org\/backgrounder\/russias-weakness-offers-leverage\" target=\"_blank\" rel=\"noopener\">manpower woes<\/a> as well as <a href=\"https:\/\/www.reuters.com\/markets\/asia\/russias-cooling-economy-facing-hypothermia-risks-minister-warns-2025-05-26\/\" target=\"_blank\" rel=\"noopener\">increasing signs of economic distress<\/a> as it continues to pour money into Ukraine. Trump\u2019s tariffs have had the unexpected side-effect of slashing the <a href=\"https:\/\/www.vox.com\/politics\/408670\/tariffs-trump-russia-ukraine-war-oil-prices\" target=\"_blank\" rel=\"noopener\">Russian state\u2019s oil revenues<\/a>.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Before Trump took office, Ukrainian leaders expressed <a href=\"https:\/\/www.vox.com\/world-politics\/384102\/why-ukraine-thinks-it-can-still-win-over-donald-trump\" target=\"_blank\" rel=\"noopener\">some cautious optimism<\/a> that despite Trump\u2019s fondness for Putin and skepticism about the value of supporting to Ukraine, they\u2019d be able to appeal to his transactional nature and turn him to their side. That was overoptimistic: Trump seems unlikely ever to be a strong backer of Ukraine. But he at least appears less likely to be a strong backer of Russia.
