(Reuters: Sputnik\/Vyacheslav Prokofyev)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Dennis Desmond, a former special agent with the US Defense Intelligence Agency, said the arrests and charges the world saw were just the &#8220;tip of the iceberg&#8221;.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">He said for every Russian spy caught, there was a much larger, much scarier number still operating.<\/p>\n<p>A shift in Russia&#8217;s intelligence network<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Russia&#8217;s security and espionage network falls into three branches \u2014 the Federal Security Service (FSB), the Foreign Intelligence Service (SVR) and the Main Directorate of the General Staff of the Armed Forces (GRU).<\/p>\n<p class=\"paragraph_paragraph__iYReA\">In 2022, <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/static.rusi.org\/SR-Russian-Unconventional-Weapons-final-web.pdf\" data-component=\"Link\" target=\"_blank\" rel=\"noopener\">according to a Royal United Services Institute (RUSI) report,<\/a> Russia changed how it deployed spy operations &#8220;to prepare for destabilisation&#8221; in Europe and further afield.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2025-02-17\/sabotage-shadow-war-europe-australia-baltic-sea\/104818288\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" target=\"_blank\" rel=\"noopener\">Russia wages a sabotage &#8216;shadow war&#8217; across Europe<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Experts say the use of sabotage as a weapon of war could become more common, after a spike in mysterious incidents across Europe since the beginning of the Ukraine War.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">It found Russia made changes to its spy program in reaction to &#8220;the eventual counterintelligence regime&#8221; from Ukraine&#8217;s allies.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The report&#8217;s primary conclusions were that Russia&#8217;s special services were actively seeking to expand in order to pose strategic threats to NATO members.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">A NATO analysis said it was concerned by the &#8220;intensifying campaign of activities which Russia continues to carry out across the Euro-Atlantic area&#8221;, and that Russia poses a &#8220;threat to Allied security&#8221;.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The RUSI report says the GRU &#8220;is restructuring how it manages the recruitment and training of special forces troops&#8221; and is &#8220;rebuilding&#8221; its apparatus to a higher level than before.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">A separate report went a step further to say Russia was &#8220;conducting an escalating and violent campaign of sabotage and subversion&#8221; led by Russian military intelligence (GRU),<a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/csis-website-prod.s3.amazonaws.com\/s3fs-public\/2025-03\/250318_Jones_Russia_Shadow.pdf?VersionId=LHamL2L7HJwLgZ7a_wq6xkTIwMh3TFpk\" data-component=\"Link\" target=\"_blank\" rel=\"noopener\"> according to a new CSIS database of Russian activity<\/a>.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">A lot of this escalation is happening in <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/greydynamics.com\/the-silent-hand-russian-intelligence-activities-in-europe\/\" data-component=\"Link\" target=\"_blank\" rel=\"noopener\">two GRU units \u2014 Unit 29155 and Unit 54654<\/a>.<\/p>\n<p><img decoding=\"async\" alt=\"close up of russian man in black suit leaving a building in istanbul\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/05\/0480a820c5d93bc52607a5469992b85e\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Igor Kostyukov is the current chief of the GRU. (Reuters: Maxim Shemetov)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Recruitment to Unit 29155 focuses on individuals without military backgrounds, trained within the GRU, reflecting a shift towards generating cleanskins \u2014 someone not on the radar of any security services \u2014 for operations.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Unit 54654 operates differently. It recruits personnel without military contracts and contractors, through front companies to avoid government records.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">There are other GRU organisations involved in subversive activities \u2014 particularly cyber intelligence \u2014 such as <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.ncsc.gov.uk\/news\/uk-allies-uncover-russian-military-carrying-out-cyber-attacks-digital-sabotage\" data-component=\"Link\" target=\"_blank\" rel=\"noopener\">Unit 26165, also known as Fancy Bear, and Unit 74455, also referred to as Sandworm<\/a>.<\/p>\n<p>&#8216;Russia has very little to lose&#8217;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Since Russia invaded Ukraine in 2022, the European Union, the UK and the United States have all imposed sanctions on it aimed at cutting oil revenues that are funding the war.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The sanctions have led to the rise of a vast &#8220;shadow fleet&#8221; of tankers helping Moscow keep its crude exports flowing and funding its war plans.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Dr Desmond said the sanctions &#8220;don&#8217;t really hurt Russia&#8221; as intended.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;They&#8217;ve already got so many sanctions against them, and Western nations are going to keep making more sanctions, and really that hurts the population, not the government or politicians,&#8221; he said.<\/p>\n<p><img decoding=\"async\" alt=\"man with his arms crossed stands in front of a screen with cyber security graphics on it\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/05\/11abd30321b4643577ab499e1862f828\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Dennis Desmond is a former special agent with the US Defense Intelligence Agency. (Supplied: University of Sunshine Coast)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Russia is going to continue to do what they do through the support of China, North Korea, Iran, Venezuela and other countries who are able to circumvent sanctions and provide support.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">He said these sympathetic nations were &#8220;assisting Russia intelligence collection&#8221; to build what he described as a &#8220;giant vacuum&#8221; of information that no matter the sanctions or restrictions, Russia will continue to operate.<\/p>\n<blockquote class=\"EmphasisedText_quote__TE6kn\"><p>&#8220;Russia has little to lose and everything to gain by collecting that intelligence,&#8221;<\/p><\/blockquote>\n<p>  he said.Should Australians be concerned?<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Yes, Australians should be concerned about Russian \u2014 and other \u2014 spies potentially operating in Australia,&#8221; Sarah Kendall, an expert in legislative response to espionage said.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2024-07-14\/russian-spy-allegations-in-australia-put-spotlight-on-espionage\/104093308\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" target=\"_blank\" rel=\"noopener\">Inside Vladimir Putin&#8217;s &#8216;paranoid&#8217; spying network<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Russia&#8217;s extensive and secretive intelligence networks extend around the world, but after its invasion of Ukraine, the nuclear-armed nation has been forced to make strategic changes to the way it spies abroad, as Australia found out this week.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">ASIO director-general Mike Burgess said <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.asio.gov.au\/director-generals-annual-threat-assessment-2025\" data-component=\"Link\" target=\"_blank\" rel=\"noopener\">in February<\/a> that &#8220;it is conceivable Russia could also target Australia for sabotage&#8221;.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;The war in Europe prompted a more aggressive and reckless Russian intelligence apparatus to target Ukraine&#8217;s supporters, including Australia,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Dr Kendall said Russian spies were not only targeting government officials or those with access to classified information.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;They are targeting a wide range of people for a wide range of information, including information that may seem innocuous,&#8221; she said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Because of this, we all have a role to play in security.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">We have already seen allegations of Russian spying on Australian soil \u2014 <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2024-07-12\/queensland-afp-espionage-charges-russia-australia\/104089850\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/104089850\" target=\"_blank\" rel=\"noopener\">Kira and Igor Korolev were charged with spying offences in 2024<\/a>.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But ASIO says it has increased its counterespionage work since then and uses Australia&#8217;s strong laws against espionage and foreign interference.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;ASIO&#8217;s more aggressive counterespionage posture has made it more difficult and expensive for foreign spies to operate in Australia,&#8221; Mr Burgess said.<\/p>\n<p><img decoding=\"async\" alt=\"A woman with brown hair and a green shirt in a country pub.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/05\/040df265b9ee1e9e311fc383f3ce36ae\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Kira Korolev&#8217;s Russian-language lifestyle and travel videos documented her adventures across Australian cities and rural landscapes.
