We believe quality journalism should be available to everyone, paid for by those who can afford it.<\/p>\n<p><strong class=\"sc-1uza6dc-1 huxBsk\">Your support makes all the difference.<\/strong>Read more<\/p>\n<p>The publication of government research undertaken by <a href=\"https:\/\/www.independent.co.uk\/topic\/hmrc\" target=\"_blank\" rel=\"noopener\">HMRC<\/a> around changes to workplace <a href=\"https:\/\/www.independent.co.uk\/topic\/pensions\" target=\"_blank\" rel=\"noopener\">pensions<\/a> has caused a stir, with the suggestion that the salary sacrifice scheme used by many working people in the UK might be set for an overhaul.<\/p>\n<p>This research questioned how businesses felt about prospective changes that would see pension contributions subject to <a href=\"https:\/\/www.independent.co.uk\/topic\/income-tax\" target=\"_blank\" rel=\"noopener\">income tax<\/a> and national insurance payments, resulting in an annual cost of up to \u00a3560 for employees and \u00a3241 for employers, based on an average \u00a335,000 salary.<\/p>\n<p>Presently, most workers are auto-enrolled into saving for their pension, though there are different thresholds, methods and benefits around this. The principal attraction here is that the money is taken from salaries to go into pensions pre-tax,<a href=\"https:\/\/www.independent.co.uk\/money\/pension-tax-relief-what-is-it-retirement-b2705147.html\" target=\"_blank\" rel=\"noopener\"> giving relief to the rate of each person\u2019s tax band<\/a>.<\/p>\n<p>HMRC\u2019s survey of more than 50 companies, commissioned under the previous government but only released now by HMRC, shows that most view the proposals for change negatively \u2013 though the <a href=\"https:\/\/www.independent.co.uk\/topic\/treasury\" target=\"_blank\" rel=\"noopener\">Treasury<\/a> has dismissed suggestions of impending alterations as \u201ctotally speculative\u201d and said all areas of tax are \u201cregularly\u201d subject to research.<\/p>\n<p>\u201cThis is a private HM Revenue &amp; Customs consultation initiated in 2023 and it\u2019s far from certain that the Treasury has any intentions around salary sacrifice, but it\u2019s not the first time that it has come under the spotlight as a potential area for shoring up the tax take,\u201d Gary Smith, financial planning partner at Evelyn Partners, explained to The Independent.<\/p>\n<p>Difference between DB and DC<\/p>\n<p>Defined benefit (DB) schemes are most frequently seen in the public sector and offer a set, <a href=\"https:\/\/www.independent.co.uk\/money\/jobs-best-pensions-uk-salaries-b2718774.html\" target=\"_blank\" rel=\"noopener\">guaranteed amount of income in retirement<\/a>. They can be on a final salary basis or a career average, with employers funding it.<\/p>\n<p>Defined contribution (DC) schemes are much more common, with many workplaces using them for auto-enrolled employees.<\/p>\n<p>Here, your eventual pension amount depends on how much has been put in across your working life, plus the returns earned on that invested money by pension providers. As such, they can vary wildly in value and even in terms of timing when best to access them, depending on external factors like the stock market.<\/p>\n<p>Employee and employer pay in at least eight per cent combined, though many employers may pay in more than their minimum three per cent to match an employee\u2019s contributions.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/05\/iStock-536776681-(1).jpeg\"  loading=\"lazy\" alt=\"Adding slightly more to your pension contributions, if you get a raise, for example, can have a material impact later down the line\" class=\"sc-1mc30lb-0 ggpMaE inline-gallery-btn\"\/><\/p>\n<p>open image in gallery<\/p>\n<p>Adding slightly more to your pension contributions, if you get a raise, for example, can have a material impact later down the line (Getty\/iStock)<\/p>\n<p>Boosting contributions to workplace pensions<\/p>\n<p>A crucial tool workers have in ensuring they have enough to fund their retirement is to increase their pension contributions over the years.<\/p>\n<p>Adding slightly more if you get a raise, for example, can <a href=\"https:\/\/www.independent.co.uk\/money\/workplace-pension-employer-contributions-retirement-savings-b2717105.html\" target=\"_blank\" rel=\"noopener\">have a material impact later down the line<\/a>.<\/p>\n<p>And if you\u2019re able to comfortably reduce your current income, checking your workplace options to see if you or your employer can contribute more is another way to ensure the future you enjoys a bigger retirement pot.<\/p>\n<p>Salary sacrifice is not limited to pension contributions; childcare vouchers, vehicles or other benefits can come under the scheme.<\/p>\n<p>HMRC proposals and what they would mean for you<\/p>\n<p>It\u2019s important to note that the research published is not something coming into force imminently, and that any changes might not occur at all right now.<\/p>\n<p>But pensions are subject to change \u2013 it\u2019s only a little over a decade since auto-enrolment came into force, remember.<\/p>\n<p>Changes such as those in the research might have a massive impact, though, not just in what you\u2019re left with decades down the line, but whether companies would even operate it any further.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/05\/iStock-1174642840.jpeg\"  loading=\"lazy\" alt=\"Most workers are auto-enrolled into saving for their pension\" class=\"sc-1mc30lb-0 ggpMaE inline-gallery-btn\"\/><\/p>\n<p>open image in gallery<\/p>\n<p>Most workers are auto-enrolled into saving for their pension (Getty\/iStock)<\/p>\n<p>\u201cSalary sacrifice [SS] is a very efficient and effective way for employees to save into pensions, and it seems inevitable that watering it down \u2013 or dismantling it altogether \u2013 would hit pension saving, not just because the tax incentive would be diluted but also because faith in the pension system would be dented by more government interference,\u201d added Evelyn\u2019s Mr Smith.<\/p>\n<p>\u201cAfter the chancellor\u2019s Budget statement, when she announced an increase to employers\u2019 national insurance from April 2025, salary sacrifice arrangements for workplace pension schemes became more attractive for many employers, because of potential NI savings. If SS reform were to be seriously considered, employers who have introduced or started to introduce SS would be wondering which way to turn.<\/p>\n<p>\u201cMaking pension contributions via salary or bonus sacrifice is a popular option for those whose earnings might fall into the 60 per cent tax trap, a zone between \u00a3100k and \u00a3125,140 where the combination of high-rate tax and a tapered reduction in their tax-free personal allowance leads to a highly punitive effective income tax rate of 60 per cent, which for many families is worsened by the withdrawal of childcare benefits.<\/p>\n<p>\u201cThe fault here lies with an unfairly structured income tax and benefits system that penalises people in this situation disproportionately for increasing their earnings.
