{"id":155549,"date":"2025-06-03T19:13:11","date_gmt":"2025-06-03T19:13:11","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/155549\/"},"modified":"2025-06-03T19:13:11","modified_gmt":"2025-06-03T19:13:11","slug":"sfo-investigates-alleged-multimillion-pound-fraud-at-collapsed-council-serious-fraud-office","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/155549\/","title":{"rendered":"SFO investigates alleged multimillion-pound fraud at collapsed council | Serious Fraud Office"},"content":{"rendered":"<p class=\"dcr-16w5gq9\">The <a href=\"https:\/\/www.theguardian.com\/law\/serious-fraud-office\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Serious Fraud Office<\/a> (SFO) has launched an investigation into Rockfire Investment Finance, which became embroiled in a financial scandal over how a UK council invested more than \u00a3100m into solar farms.<\/p>\n<p class=\"dcr-16w5gq9\">The UK\u2019s anti-corruption agency said it had \u201cissued a series of section 2 notices compelling financial institutions to provide information on its newly opened investigation into alleged fraud committed against Thurrock council\u201d.<\/p>\n<p class=\"dcr-16w5gq9\">It added: \u201cBetween 2016 and 2020, Thurrock council invested millions into solar farms, via a bond scheme sold by the UK-based Rockfire Investment Finance plc and other companies operating within the Rockfire Group.\u201d<\/p>\n<p class=\"dcr-16w5gq9\">Rockfire\u2019s renewable energy bonds were said to have offered a return of between 3% and 6%, on top of the original funds invested. The company has since entered liquidation.<\/p>\n<p class=\"dcr-16w5gq9\">The subsequent losses contributed to Thurrock, which lies on the north bank of the River Thames immediately east of London and includes the Port of Tilbury, formally declaring effective bankruptcy in 2022 having run up debts of more than \u00a31bn after a series of disastrous investments. The council sued the Dubai-based businessman Liam Kavanagh and his firm Rockfire Capital in London\u2019s high court last year, in a case in which the council <a href=\"https:\/\/www.theguardian.com\/society\/article\/2024\/aug\/15\/debt-ridden-council-accuses-tycoon-of-misusing-150m-of-its-investments\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">alleged that the tycoon misused \u00a3150m of its funds for personal gain<\/a>, including buying a luxury yacht and private jet.<\/p>\n<p class=\"dcr-16w5gq9\">Kavanagh appeared to have spent some of the funds to make purchases largely \u201cfor his personal benefit\u201d, including \u00a313.7m on a yacht and \u00a39.1m on a Bombardier private jet, as well as using \u00a33m for a property in Mallorca, the court filings alleged.<\/p>\n<p class=\"dcr-16w5gq9\">At the time, Kavanagh\u2019s lawyers said in a statement: \u201cThe claim has not been validly served on Mr Kavanagh and he is confident that his application challenging the court\u2019s jurisdiction will succeed.<\/p>\n<p class=\"dcr-16w5gq9\">\u201cIrrespective of the question of jurisdiction, Mr Kavanagh strenuously denies the allegations. Victoria Holloway, a cabinet member, said: \u201cAlongside this, the council is vigorously pursuing civil claims against Rockfire and its owner, Liam Kavanagh, to recover public funds lost through these failed investments.
