Now the fish you buy from shops comes by plane. And costs less.\u201d<\/p>\n<p class=\"dcr-16w5gq9\">The Mevel family has been fishing the waters off Brittany as long as they can remember. Beside him, Mevel\u2019s father, Emile, 83, is also on the boat untangling nylon. Mevel\u2019s 29-year-old son, Cl\u00e9ment, is busying about. The family trawler catches fish, cuttlefish and \u201clots of scallops\u201d.<\/p>\n<p class=\"dcr-16w5gq9\">But soon all that could be over, says Mevel, who claims environmental measures are slowly killing the fishing industry. \u201cWe\u2019ll have to make do on peanuts,\u201d he says. \u201cWe\u2019ll become a heritage asset. That\u2019s not what we want; we just want to work.\u201d<\/p>\n<blockquote class=\"dcr-zzndwp\"><p>Our international credibility is at stake<\/p><\/blockquote>\n<p>Open letter to Macron<\/p>\n<p class=\"dcr-16w5gq9\">This weekend, world leaders will gather in Nice, on the south coast of France, for a UN summit to tackle what they describe as a \u201c<a href=\"https:\/\/sdg.iisd.org\/news\/political-declaration-for-adoption-by-third-un-ocean-conference-finalized\/\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">global emergency<\/a>\u201d facing the world\u2019s seas. Co-hosted by Costa Rica and France, which expects 70 heads of state to attend, the UN ocean conference (UNOC) seeks to build global unity on issues such as plastic pollution, industrial fishing and deep-sea mining to halt the decline of marine environments.<\/p>\n<p class=\"dcr-16w5gq9\">But the conference will also shine a spotlight on a difficult dilemma for its host, Emmanuel Macron. The French president has high ambitions for the summit, chief among them getting 60 nations to ratify the <a href=\"https:\/\/www.theguardian.com\/environment\/2023\/mar\/05\/high-seas-treaty-agreement-to-protect-international-waters-finally-reached-at-un\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">high seas treaty<\/a> to protect biodiversity in international waters, agreed in 2023.<\/p>\n<p class=\"dcr-16w5gq9\">This would be enough to bring into force the treaty, which is crucial to meet a globally agreed biodiversity target of protecting 30% of the oceans by 2030, known as \u201c<a href=\"https:\/\/www.theguardian.com\/environment\/2022\/dec\/19\/cop15-deal-includes-target-to-protect-30-of-nature-on-earth-by-2030-aoe\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">30&#215;30<\/a>\u201d.<\/p>\n<p>Emile, left, and Laurent Mevel, have been plying the waters off Saint-Malo as long as they can remember. Photograph: Richard Assheton<\/p>\n<p class=\"dcr-16w5gq9\">Yet, in waters closer to home, Macron faces some serious opposition to his role as environmental protector. This comes from numerous voices within a powerful fishing industry that has been opposing efforts to limit the impact of <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/may\/01\/ocean-david-attenborough-trawling-fishing-industry-film-documentary\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">bottom trawling<\/a>, a destructive fishing method, off the French coast. Theirs is no small collective voice \u2013 because of its overseas territories, France has the <a href=\"https:\/\/maritimelimits.gouv.fr\/context\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">world\u2019s second-largest maritime area<\/a> after the US.<\/p>\n<p class=\"dcr-16w5gq9\">Critics say that as a result, France is doing less than others to protect its seabed and biodiversity, by failing to ban bottom trawling in \u201cprotected\u201d areas. <a href=\"https:\/\/europe.oceana.org\/reports\/frances-iconic-mpas\/\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">France claims<\/a> to have protected 33% of its ocean with specially designed marine protected areas (MPAs) but in reality <a href=\"https:\/\/oceana.org\/reports\/marine-paper-parks-exposing-destruction-in-frances-iconic-marine-protected-areas\/#:~:text=Report%20%7C%20May%2C%202025&amp;text=Oceana%20found%20that%20destructive%20bottom,their%20supposed%20%E2%80%9Cprotected%E2%80%9D%20status.\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">98% allow destructive activities<\/a> and only 0.03% are strictly protected, the Oceana conservation organisation claims.<\/p>\n<blockquote class=\"dcr-zzndwp\"><p>Maybe ports will be blocked; maybe fishermen could go further with the far right \u2013 and cause trouble at the next election<\/p><\/blockquote>\n<p>Gauthier Carle, Ocean &amp; Climate Platform<\/p>\n<p class=\"dcr-16w5gq9\">An <a href=\"https:\/\/www.lefigaro.fr\/vox\/politique\/en-protegeant-mieux-ses-oceans-la-france-gagnerait-en-credibilite-a-l-international-20250321\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">open letter<\/a> to Macron from 60 scientists and environmental experts, published by Le Figaro in March, drew unfavourable comparisons between the UNOC co-host and countries including Britain, Sweden and Greece, which are taking action to ban bottom trawling in protected areas. \u201cOur international credibility is at stake,\u201d they warned.<\/p>\n<p class=\"dcr-16w5gq9\">The European Union goes further than the 30&#215;30 target, recommending that 10% of European coastal and marine waters be safeguarded under a \u201cstrict protection\u201d regime. Environmentalists say France does not meet this recommendation or formally prohibit industrial activity, bar mining and mineral extraction.<\/p>\n<p class=\"dcr-16w5gq9\">Jean-Pierre Gattuso, research director at the French National Centre for Scientific Research, believes France to be a leader in ocean science and protection. Photograph: Fr\u00e9d\u00e9ric Dides\/AFP\/Getty Images<\/p>\n<p class=\"dcr-16w5gq9\">\u201cClearly it\u2019s inappropriate to have bottom trawling in marine protected areas,\u201d he says. \u201c<a href=\"https:\/\/www.theguardian.com\/environment\/2025\/may\/01\/ocean-david-attenborough-trawling-fishing-industry-film-documentary\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">David Attenborough\u2019s movie, Ocean<\/a>, had footage showing just how destructive it is. This is a hot topic because there\u2019s a conflict of usage.\u201d<\/p>\n<p class=\"dcr-16w5gq9\">Macron is credited by many environmentalists for <a href=\"https:\/\/www.theguardian.com\/environment\/2022\/jul\/01\/stop-deep-sea-mining-says-macron-in-call-for-new-laws-to-protect-ecosystems\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">warning about deep-sea mining<\/a> at the UNOC in Lisbon in 2022, where he said a legal framework was needed to stop it happening, and to prevent new activities \u201cputting in danger these ecosystems\u201d.<\/p>\n<p class=\"dcr-16w5gq9\">Later that year, at the COP climate summit in Egypt, he expressed opposition to deep-sea mining permits. The French government is working to build an international coalition calling for a ban. Supporters of his stance hope he will announce bold action again this year.<\/p>\n<blockquote class=\"dcr-zzndwp\"><p>If we carry on in this direction it\u2019s goodbye to every French fisherman<\/p><\/blockquote>\n<p>Olivier Lepr\u00eatre<\/p>\n<p class=\"dcr-16w5gq9\">Tobias Troll, director of marine policy at the environmental coalition Seas at Risk, says: \u201cThe French and Macron court the media by shining the spotlight on the ocean, but when it comes to protecting ecosystems in MPAs or regulating fishing, we need action.<\/p>\n<p class=\"dcr-16w5gq9\">\u201cIn France mainland waters, not even 0.03% benefit from high protection, according to international standards,\u201d he adds. \u201cIt\u2019s basically nothing.\u201d<\/p>\n<p class=\"dcr-16w5gq9\">Gauthier Carle, deputy director of Ocean &amp; Climate Platform, a network of more than 100 research institutes, museums and NGOs, believes Macron is being held back by a fear of the potential political fallout.<\/p>\n<p class=\"dcr-16w5gq9\">\u201cThe French government fears announcing strong measures will annoy the fishermen. Maybe the ports will be blocked; maybe the fishermen could go further with the far right \u2013 and maybe they could cause trouble at the next election,\u201d he says.<\/p>\n<p>Some believe Macron will shy away from strong measures for fear that they would anger French fishers. Photograph: Pascal Rossignol\/Reuters<\/p>\n<p class=\"dcr-16w5gq9\">\u201cI hope that Macron will say something transformative and bold, given the crisis of biodiversity and climate change.\u201d<\/p>\n<p class=\"dcr-16w5gq9\">In response to criticisms over MPAs in French waters, the \u00c9lys\u00e9e Palace declared that \u201can important announcement\u201d would be made on the issue at the UN ocean conference.<\/p>\n<p class=\"dcr-16w5gq9\">\u201cThere are some points where we agree with the NGOs and scientific community \u2013 on the need for a strengthening of the level of protection in some marine protected areas \u2013 but we don\u2019t focus only on bottom trawling,\u201d the president\u2019s office said.<\/p>\n<p class=\"dcr-16w5gq9\">Back in Saint-Malo, tensions are high. The waters close to the city are home to about 500 dolphins and have been declared an MPA. Campaign groups, such as the marine environmental charity Bloom, are keeping a watchful eye on these and other waters they claim are not being given the protection they are entitled to.<\/p>\n<p class=\"dcr-16w5gq9\">Bloom has published a <a href=\"https:\/\/www.bloomassociation.org\/en\/notice-to-supermarkets-bloom-publishes-the-red-list-of-destructive-vessels\/#:~:text=The%20red%20list%20of%20destructive%20vessels%20published%20by%20BLOOM%20today,protected%20areas%20around%20the%20world.\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">red list of nearly 4,000 French trawlers<\/a> it says fish in protected waters, and claims that industrial bottom-trawling accounts for 27% of landings of overexploited fish populations.<\/p>\n<p class=\"dcr-16w5gq9\">\u201cWe\u2019re in the list of the famous 4,000 boats. Why?\u201d Mevel says. \u201cThey\u2019re idiots.\u201d<\/p>\n<p class=\"dcr-16w5gq9\">He points to the boat berthed next to his, which is not on the list because it is 10cm below the 12-metre-long threshold above which Bloom counts a trawler as industrial. \u201cHe does the same thing as me,\u201d Mevel says. \u201cWe do the same job, exactly the same thing.\u201d<\/p>\n<p class=\"dcr-16w5gq9\">Mevel says that if it is done correctly, trawling is harmless. \u201cWe don\u2019t destroy anything,\u201d he says. \u201cThe mesh lets the small fish pass.\u201d<\/p>\n<p class=\"dcr-16w5gq9\">Olivier Lepr\u00eatre, president of the Hauts-de-France regional fisheries committee, which covers ports such as Calais and Boulogne, says claims about bottom trawling are \u201ca stigmatisation by certain charities that have led this discourse that it is necessary to ban trawling.<\/p>\n<p class=\"dcr-16w5gq9\">\u201cTrawling has been practised since the dawn of time.
