Spanish Prime Minister Pedro S\u00e1nchez this week flew out to <a href=\"https:\/\/www.politico.eu\/article\/spain-pedro-sanchez-champions-china-key-eu-partner-amid-donald-trump-trade-war\/\" target=\"_blank\" rel=\"noopener\">meet<\/a> Xi Jinping in Beijing, while a visit by European Union leaders is <a href=\"https:\/\/www.reuters.com\/world\/eu-leaders-plan-beijing-trip-july-summit-with-chinas-xi-scmp-reports-2025-04-10\/\" target=\"_blank\" rel=\"noopener\">on the cards<\/a> for July. Last year the Europeans were still in defensive mode, <a href=\"https:\/\/unherd.com\/newsroom\/keir-starmer-should-not-join-the-eus-trade-war-with-china\/\" target=\"_blank\" rel=\"noopener\">slapping their own tariffs<\/a> on Chinese vehicle imports \u2014 but now these could be negotiated away.<\/p>\n<p>With transatlantic relations strained to breaking point, drawing closer to America\u2019s greatest rival might therefore seem in order. While the move is understandable, the question remains as to whether it is smart. Oren Cass <a href=\"https:\/\/www.ft.com\/content\/70294411-3738-45cd-b582-c60c238593d1\" target=\"_blank\" rel=\"noopener\">argued<\/a> for the Financial Times yesterday that the new American worldview is not motivated by delusions of grandeur \u2014 in fact, quite the opposite. The unipolar world order was always a temporary phenomenon, and now it\u2019s over. The US will have its sphere of influence, but other great powers \u2014 especially China \u2014 will have theirs, too. That\u2019s why the European attempt to flirt with Xi to make Trump jealous won\u2019t work. The new America isn\u2019t looking for flattery: it\u2019s asking its allies to pick a side.<\/p>\n<p>That\u2019s not a real choice, of course. Besides political or military considerations, American companies have roughly $4 trillion <a href=\"https:\/\/www.ft.com\/content\/1dacd561-7fc7-4c26-972f-4f780774d64c\" target=\"_blank\" rel=\"noopener\">invested<\/a> in Europe, while the figure for European organisations in the US is $3.4 trillion. These sums dwarf the continent\u2019s limited stakes in China; so when America says that it wants a new relationship based on balanced trade, higher defence spending and a common front against Chinese influence, Europe needs to listen.<\/p>\n<p>Far from turning away from Trump, the EU should be taking the initiative in building a new transatlantic relationship. Firstly, leaders should be cracking down on trade-distorting practices by EU member states. For instance, Brad Setser of the Council on Foreign Relations <a href=\"https:\/\/x.com\/brad_setser\/status\/1911005037960073256?s=61\" target=\"_blank\" rel=\"noopener\">points out<\/a> that \u201cthe $84 billion deficit that the US has run with Ireland in pharmaceuticals on its own accounts for about 1\/3 of the total US bilateral trade deficit with the EU.\u201d Most of this surplus is the result of \u201ctransfer pricing games\u201d enabled by <a href=\"https:\/\/unherd.com\/newsroom\/is-the-eu-about-to-turn-on-ireland\/\" target=\"_blank\" rel=\"noopener\">Irish tax policies<\/a>. Eliminating tax havens across the EU wouldn\u2019t just strengthen the Single Market: it would cut the size of the trade imbalance with America.<\/p>\n<p>Secondly, the EU should dissuade France from linking a much-needed defence deal with the United Kingdom to access to British fisheries. Kaja Kallas, the EU\u2019s High Representative for Foreign Affairs and Security Policy, has <a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/ce92v31mnn9o\" target=\"_blank\" rel=\"noopener\">hinted<\/a> at her frustration with this short-sighted selfishness, but other leaders need to join in. How will the EU ever be able to make timely decisions if each initiative becomes bogged down in opportunistic and irrelevant horse-trading?<\/p>\n<p>Another important step would be to end Europe\u2019s <a href=\"https:\/\/unherd.com\/tag\/thierry-breton\/\" target=\"_blank\" rel=\"noopener\">regulatory war<\/a> against Silicon Valley. If the EU had an impressive tech sector of its own, then a degree of protectionism might make sense \u2014 but, with very few exceptions, it doesn\u2019t. A <a href=\"https:\/\/www.politico.eu\/article\/eu-gdpr-privacy-law-europe-president-ursula-von-der-leyen\/\" target=\"_blank\" rel=\"noopener\">reported rethink<\/a> of the EU\u2019s burdensome GDPR legislation would make excellent kindling for a much bigger bonfire of anti-tech red tape. In its place, Europe should cooperate with America to create a shared and secure market for internet infrastructure, artificial intelligence, driverless vehicles and other future-shaping technologies.<\/p>\n<p>For all his faults, Donald Trump understands that the world is changing.
