But within weeks, she was growing worried by news coming out of Britain \u2013 and starting to rethink her decision.<\/p>\n<p datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\">In May, the UK government proposed an \u201ceducation levy\u201d of about 6 per cent on international students\u2019 tuition fees. It also began talking tough on migration, with a new white paper suggesting tighter rules on post-study work visas and permanent residency qualifications.<\/p>\n<p datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\">\u201cIt was too much all at once,\u201d Wu said. \u201cTuition fees are rising, visas might be cut, and now there\u2019s a new tax? I felt overwhelmed.\u201d<\/p>\n<p datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\">Wu, who describes herself as financially cautious, ultimately decided to study in Hong Kong instead.
