{"id":168056,"date":"2025-06-08T16:48:11","date_gmt":"2025-06-08T16:48:11","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/168056\/"},"modified":"2025-06-08T16:48:11","modified_gmt":"2025-06-08T16:48:11","slug":"village-playing-field-pavilion-allowed-alcohol-and-music-licence-despite-objections","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/168056\/","title":{"rendered":"Village playing field pavilion allowed alcohol and music licence despite objections"},"content":{"rendered":"<p>Neighbours are worried about antisocial behaviour<img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/06\/0_Beesmoor-Road-Playing-Field-Pavilion-In-Frampton-Cotterell.jpg\" alt=\"Single-storey building at the end of a large playing field\" loading=\"eager\"  \/>Beesmoor Road Playing Field pavilion in Frampton Cotterell(Image: Beesmoor Road Playing Field)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">A charity has won the right to sell alcohol and play live music on family fundraising events at its playing field pavilion despite neighbours\u2019 fears it will result in fights, drug-taking, noise disturbance and road rage.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">But <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bristolpost.co.uk\/all-about\/south-gloucestershire\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">South Gloucestershire<\/a> councillors imposed several conditions, including that it could hold them no more than 12 times a year.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bristolpost.co.uk\/all-about\/south-gloucestershire-council\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">licensing sub-committee<\/a> approved an <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bristolpost.co.uk\/news\/bristol-news\/fears-plans-sell-booze-family-10209497\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">application by Beesmoor Road Playing Field<\/a> in Frampton Cotterell for a premises licence to serve booze on any day from 11am to 10pm.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The charity <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/council.southglos.gov.uk\/documents\/s160079\/report%20beesmoor%20road.pdf\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">also asked to play live and recorded music<\/a> indoors and outdoors from 11am until 9pm but the panel restricted this to Fridays and Saturdays only.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">There were two objections, with one resident writing that the playing field had been a focus at times for drug-taking and that the wooden play area had been vandalised.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">They said the application could increase alcohol-related antisocial behaviour and drug problems. But none of the authorities, such as the police and environmental health, objected.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Avon &amp; Somerset Police licensing officer Wes Hussey told the hearing on Thursday, June 5: \u201cWe have a number of similar venues like this throughout South Glos, small pavilions in playing fields that run local community events and are run really well.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cI\u2019ve spoken to the local beat manager and he has no concerns.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/06\/0_Jun25-Sgc-Licensing-Beesmoor-Road-Playing-Field-Phil-Kerswell.jpg\" alt=\"Man sat at desk at council meeting speaking into a microphone\" loading=\"lazy\"  \/>Beesmoor Road Playing Field treasurer Phil Kerswell at South Gloucestershire Council licensing sub-committee on Thursday, June 5(Image: South Gloucestershire Council\/Public-i)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cThey do get a bit of occasional antisocial behaviour but that\u2019s like most areas like parks.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Beesmoor Road Playing Field treasurer Phil Kerswell told the sub-committee that the field was bought by public subscription several years ago and given to villagers as a public amenity.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">He said: \u201cI\u2019m one of 12 unpaid volunteers. We fundraise and run the whole thing.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cWe do get money from Frampton Cotterell Parish Council and a few other donations but we\u2019re trying to bring it more into life.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Mr Kerswell said the pavilion was very run down but served as a small cafe, football changing rooms and toilets.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">He said a premises licence would be useful for future events, such as a Christmas fair selling mulled wine.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The treasurer said the charity applied for the licence seven days a week to give them flexibility to hold events like a summer picnic when the <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bristolpost.co.uk\/all-about\/weather\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">weather<\/a> would be good and that they would be happy to limit the number of events per year.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Mr Kerswell said: \u201cIf we can sell some alcohol, that will help us raise money.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cThe whole point of what we want to do is to open up the pavilion to wider use.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cThere is a community there and they want something they can come to.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">He said the pavilion faced away from the closest houses and out onto the open field where people could sit outside having been served inside.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Mr Kerswell said: \u201cRegarding the objections, I do understand how people feel and we haven&#8217;t communicated quite well enough.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cWe don\u2019t want to have a club open Friday and Saturday night playing loud music.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cWe\u2019re not planning to sell spirits, we\u2019re talking about mulled wine, prosecco, beer.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cWe don\u2019t want a club licence, what we want to do is be able to sell mulled wine and beer occasionally.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The sub-committee also imposed conditions that all alcohol must be served in a plastic or biodegradable cup and that it could not be taken into the children\u2019s play area.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Other licensing conditions, such as Challenge 25, were agreed beforehand with the police.<\/p>\n<p>Try BristolLive Premium for FREE without intrusive ads and brilliant new features<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">No intrusive adverts, pop-ups or distractions!
