However, early <a href=\"https:\/\/www.euronews.com\/health\/2024\/10\/22\/leaked-budget-plans-spark-fears-for-eu-health-budget\" target=\"_blank\" rel=\"noopener\"><strong>leaks<\/strong><\/a> and mounting speculation suggest that the dedicated health fund could be merged with broader funding instruments, or potentially scrapped altogether.<\/p>\n<p>Although health policy is primarily the responsibility of national governments, EU member states allocated \u20ac5.3 billion for health through the EU4Health programme in response to the COVID-19 pandemic. This marked the first time a standalone health budget was created at the EU level.<\/p>\n<p>Prior to this, EU health initiatives operated with much smaller resources: The health programme for 2014\u20132020 had a total budget of just \u20ac450 million, significantly less than EU4Health.<\/p>\n<p>Since its launch, EU4Health has financed a range of initiatives, such as a <a href=\"https:\/\/eur03.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.euronews.com%2Fhealth%2F2024%2F09%2F02%2Feu-outlines-13m-initiative-to-make-nursing-more-attractive&amp;data=05%7C02%7Cgerardo.fortuna%40euronews.com%7Ca7ff82cfbd6941fa7ee408dcf1efcdad%7Ce59fa28a32ed49aca5a09c46118cfecf%7C0%7C0%7C638651259458285038%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C0%7C%7C%7C&amp;sdata=BBTIUihKKuZunN7MVhdbVxOAX7sYQ%2BJPK0hGV%2B95xF0%3D&amp;reserved=0\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>recent<\/strong><\/a>\u00a0\u20ac1.3 million project to address the nursing shortage across Europe by promoting the profession in countries most affected.<\/p>\n<p>Yet many fear that the programme will not survive the next programming cycle. Even some EU officials have\u00a0<a href=\"https:\/\/eur03.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.euronews.com%2Fhealth%2F2024%2F05%2F15%2Fblocs-health-budget-facing-uncertain-future-eu-official&amp;data=05%7C02%7Cgerardo.fortuna%40euronews.com%7Ca7ff82cfbd6941fa7ee408dcf1efcdad%7Ce59fa28a32ed49aca5a09c46118cfecf%7C0%7C0%7C638651259458301932%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C0%7C%7C%7C&amp;sdata=0oe90jLG%2BureF8H2OTsU0ebgVt%2Fc0JujtMfkYscnGIA%3D&amp;reserved=0\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>hinted<\/strong><\/a>\u00a0that EU4Health may have been a one-time measure.<\/p>\n<p><strong>A political battle for health funding<\/strong><\/p>\n<p>Lawmakers have raised alarms about the potential disappearance of EU4Health and its impact on flagship initiatives from the previous term, such as the Beating Cancer Plan.<\/p>\n<p>Croatian MEP Tomislav Sokol pointed out the importance of maintaining a dedicated health budget since health has become one of the most important topics in the EU after the pandemic.<\/p>\n<p>For this reason, the EU has opted to create a separate health programme within the bloc\u2019s budget to support initiatives like the <a href=\"https:\/\/www.euronews.com\/health\/2024\/03\/15\/deal-on-landmark-health-data-space-clinched-in-the-eleventh-hour\" target=\"_blank\" rel=\"noopener\"><strong>EU health data space<\/strong><\/a> and the European reference networks.<\/p>\n<p>\u201cIf we\u2019re not able to protect this, I\u2019m afraid this will all be diluted and absorbed by some other big funds in the budget, and we will lose this focus on healthcare that we have now,\u201d he told Euronews.<\/p>\n<p>Sokol also cited newer priorities like the <a href=\"https:\/\/www.euronews.com\/my-europe\/2025\/03\/11\/commission-to-push-buy-european-in-new-critical-medicines-act\" target=\"_blank\" rel=\"noopener\"><strong>Critical Medicines Act<\/strong><\/a>, arguing that they, too, will require substantial EU funding.<\/p>\n<p>&#8220;Of course, healthcare remains largely a national responsibility, but EU support is needed to create a level playing field across member states,&#8221; he added.<\/p>\n<p><strong>Industry voices join the call<\/strong><\/p>\n<p>Concerns over future health investment stem in part from recent budget reallocations. In February 2024, approximately \u20ac1 billion was <a href=\"https:\/\/www.euronews.com\/health\/2024\/02\/01\/leaders-sacrifice-one-fifth-of-blocs-health-funds-in-support-of-ukraine\" target=\"_blank\" rel=\"noopener\"><strong>redirected<\/strong><\/a> from EU4Health to help finance an aid package for Ukraine.<\/p>\n<p>The looming cuts are causing anxiety in the health sector. The PHSSR \u2013 a coalition of academics, policymakers, and politicians working on sustainable health systems \u2013 highlighted the need for continued investment in a recent report ahead of the Commission\u2019s proposal.<\/p>\n<p>In an interview with Euronews, AstraZeneca senior vice-president Greg Rossi, who participated in the PHSSR, stressed that Europe risks falling behind in life sciences.<\/p>\n<p>&#8220;We\u2019re seeing massive innovation and opportunity in improving health outcomes. My area, cancer, has seen extraordinary advances in the last 10 to 15 years. But Europe is losing ground,&#8221; he said, adding that research and development funding has declined, with clinical trials increasingly moving out of Europe.<\/p>\n<p>He warned that, without specific health investment initiatives like a dedicated EU health funding, access to innovation will worsen, health outcomes will deteriorate, and Europe\u2019s competitive edge will erode.<\/p>\n<p>\u201cHealth is an investment to be made, not a cost to be managed. And if we do so, we&#8217;ll improve the health and the wealth of our countries,\u201d he said.<\/p>\n<p><strong>What comes next?<\/strong><\/p>\n<p>The European Commission is preparing a comprehensive <a href=\"https:\/\/www.euronews.com\/my-europe\/2024\/09\/04\/eu-needs-simpler-more-flexible-policy-based-budget-says-commission-official\" target=\"_blank\" rel=\"noopener\"><strong>overhaul<\/strong><\/a> of the its long-term budget, also known as Multiannual Financial Framework (MFF) post-2027.<\/p>\n<p>The aim is to make it simpler, more effective, and more aligned with evolving policy priorities.<\/p>\n<p>Currently, the MFF stands at around \u20ac1.2 trillion \u2013 roughly 1% of the EU\u2019s GDP.
