{"id":181187,"date":"2025-06-13T13:32:11","date_gmt":"2025-06-13T13:32:11","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/181187\/"},"modified":"2025-06-13T13:32:11","modified_gmt":"2025-06-13T13:32:11","slug":"kremlin-backed-reforms-spark-protests-in-russias-altai-republic","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/181187\/","title":{"rendered":"Kremlin-Backed Reforms Spark Protests in Russia\u2019s Altai Republic\u00a0"},"content":{"rendered":"<p>Eight people were arrested in the Siberian republic of Altai on Thursday for staging a protest against reforms initiated by Kremlin-installed head Andrei Turchak.\u00a0<\/p>\n<p>Protesters <a href=\"https:\/\/t.me\/Sib_EXpress\/63919\">blocked off<\/a> a part of the Chuya Highway, a key road artery, with large banners that called on President Vladimir Putin to dismiss Turchak and recently appointed government chairman Alexander Prokopyev.\u00a0\u00a0<\/p>\n<p>The activists condemned Turchak\u2019s plans for <a href=\"https:\/\/www.themoscowtimes.com\/2024\/12\/16\/russias-local-government-reform-will-destroy-a-rare-channel-for-letting-off-steam-a87306\" target=\"_blank\" rel=\"noopener\">scrapping the two-tier system of local self-government<\/a>, which he announced amid growing fears of a <a href=\"https:\/\/www.amic.ru\/news\/igra-po-krupnomu-altayskiy-kray-i-respubliku-altay-snova-reshili-obedinit-542037\" target=\"_blank\" rel=\"noopener\">possible merger<\/a> of the republic and the neighboring Altai region into a single federal subject.\u00a0<\/p>\n<p>While no arrests were made at the protest site, security forces arrested participants at their homes later in the day, <a href=\"https:\/\/www.instagram.com\/reel\/DK1hbHao5jk\/?utm_source=ig_web_copy_link&amp;igsh=MzRlODBiNWFlZA==\" target=\"_blank\" rel=\"noopener\">according<\/a> to local media reports.\u00a0<\/p>\n<p>Participants were <a href=\"https:\/\/t.me\/prokgorny04\/11462\">charged<\/a> with organizing and participating in an unsanctioned public gathering, <a href=\"https:\/\/t.me\/prokgorny04\/11462\" title=\"according\">according<\/a> to\u00a0the local prosecutor\u2019s office. The offense is punishable by up to 15 days of administrative arrest.\u00a0<\/p>\n<p>It remains unclear whether the detainees were released or sentenced to administrative arrest. <\/p>\n<p>Videos shared by local bloggers showed large crowds gathering near a local court building in the village of Onguday, where the court hearing took place.\u00a0<\/p>\n<p>Some sources claimed that as many as 300 people gathered in support of the arrested protesters. The Moscow Times could not independently verify this number.<\/p>\n<p><a href=\"https:\/\/www.themoscowtimes.com\/2025\/03\/05\/russian-lawmakers-pass-local-government-reform-bill-designed-to-further-strengthen-kremlin-control-a88261\" target=\"_blank\" rel=\"noopener\">Passed<\/a> by Russian lawmakers in March, the local government reform has been <a href=\"https:\/\/ridl.io\/ru\/munitsipalnaya-reforma-v-rossii-nedovolstvo-naroda-i-slabost-oppozitsii\/\" target=\"_blank\" rel=\"noopener\">protested<\/a>\u00a0against by both the public and local elites across several Russian regions, including the\u00a0<a href=\"https:\/\/regcomment.ru\/main\/protesty-protiv-reformy-msu-v-krasnoyarskom-krae-pojdet-li-na-ustupki-komanda-kotyukova\/\" target=\"_blank\" rel=\"noopener\">Krasnoyarsk<\/a> region and the republic of <a href=\"https:\/\/www.tatar-inform.ru\/news\/odnim-sablonom-upravlyat-nelzya-tatarstana-protiv-odnourovnevoi-sistemy-samoupravleniya-5965902\" target=\"_blank\" rel=\"noopener\">Tatarstan<\/a>.\u00a0<\/p>\n<p>Critics warn that eliminating the rural settlement tier across all regions would remove about 99% of all elected positions in Russia and make it increasingly difficult for residents of rural localities to defend their interests within the government system.\u00a0<\/p>\n<p>The potential merger of the republic of Altai and the neighboring Altai region, in turn, would dramatically alter the position of Indigenous Altai peoples, making them a small minority in the new majority Russian region.<\/p>\n<p><strong>A Message from The Moscow Times:<\/strong><\/p>\n<p>Dear readers,<\/p>\n<p>We are facing unprecedented challenges.
