Option B: Shut it down and replace it with a mini version. Either way, say goodbye to the current EU. Both \u201cscenarios\u201d are described in <a href=\"https:\/\/en.ordoiuris.pl\/civil-liberties\/great-reset-urgent-need-drastic-eu-reform\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/en.ordoiuris.pl\/civil-liberties\/great-reset-urgent-need-drastic-eu-reform\">The Great Reset<\/a>, a document penned by the Ordo Iuris Institute of Poland and the Mathias Corvinus Collegium (MCC) of Hungary, backed by <a href=\"https:\/\/english.elpais.com\/international\/2025-02-24\/elon-musk-shows-support-for-spains-far-right-party-vox-will-win-the-next-election.html\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/english.elpais.com\/international\/2025-02-24\/elon-musk-shows-support-for-spains-far-right-party-vox-will-win-the-next-election.html\">Spain\u2019s far-right Vox<\/a> and other parties of a similar ilk. Usually couched in vague rhetoric against \u201cBrussels bureaucrats,\u201d Vox\u2019s support for the report represents a dramatic step forward for Spain\u2019s third-largest political party. The Great Reset, which the two think tanks are promoting as a roadmap for the <a href=\"https:\/\/english.elpais.com\/international\/2024-12-22\/the-far-right-is-moving-closer-to-the-old-dream-of-a-nationalist-international.html\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/english.elpais.com\/international\/2024-12-22\/the-far-right-is-moving-closer-to-the-old-dream-of-a-nationalist-international.html\">far right on a European scale<\/a>, is far from a nationalist rant or a vague declaration of intent. It is an orderly and detailed plan to reduce the current EU to ashes.<\/p>\n<p class=\"\">Among the effects of Brexit, there is one unexpected one. \u201cThe exiters [supporters of leaving the EU] have practically disappeared,\u201d explains Anna L\u00f3pez, a doctor in political science and author of the essay <a href=\"https:\/\/www.todostuslibros.com\/libros\/la-extrema-derecha-en-europa_978-84-1081-160-7\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.todostuslibros.com\/libros\/la-extrema-derecha-en-europa_978-84-1081-160-7\">The Far Right in Europe<\/a> (Tirant, 2025). The extremists, L\u00f3pez analyzes, have internalized the advantages of being inside the EU for two reasons: one, economic, because it guarantees \u201cresources, visibility, and financing\u201d; the other, electoral, because \u201cdisputing the idea of Europe politically and symbolically\u201d is preferable to fighting to leave it. So the parties in this group, the researcher adds, have opted to shelve the exit rhetoric and replace it with appeals to nostalgia for an \u201cidealized\u201d Europe that could have been \u201cstrong, prosperous, and Christian\u201d but has been ruined \u2014 the far right maintains \u2014 by the onslaught of a bureaucracy taken over by progressives and out-of-control Muslim immigration.<\/p>\n<p class=\"\">Since the rhetoric works, details are rarely added. In politics, details can scare those who agree with the general idea. The Great Reset, however, is an exception to the rule of vagueness. Who are these think tanks who have decided to roll up their sleeves to move from grand proclamations to the small print? They are two Central European organizations. The Polish one is Ordo Iuris, the shadowy promoter of the \u201cnormative architecture\u201d of the previous government of the ultranationalists of Law and Justice, including the \u201cintellectual authorship\u201d of its restrictive abortion law, the \u201ccriminalization of sexual education,\u201d and the \u201cLGBTQ+ ideology-free zones,\u201d explains anthropologist Nuria Alabao, author of <a href=\"https:\/\/www.todostuslibros.com\/libros\/las-guerras-de-genero_978-84-16946-59-4\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.todostuslibros.com\/libros\/las-guerras-de-genero_978-84-16946-59-4\">Gender Wars<\/a>.<\/p>\n<p class=\"\">Registered as a lobbyist with the EU institutions, Ordo Iuris maintains contact with extremist parties both in Poland \u2014 where it also works with the even more right-wing Confederation \u2014 and in France, Italy, and other EU countries. Its interest in Spain, where it has been active and in contact with Vox since at least 2022, is explicit. Ordo Iuris was also one of the sponsors of the anti-abortion summit held in the Senate last December under the umbrella of the Political Values Network, an international group with strong Spanish roots, particularly in the figure of former Spanish Minister of the Interior Jaime Mayor Oreja.<\/p>\n<p class=\"\">The Mathias Corvinus Collegium is, explains Anna L\u00f3pez, a factory of \u201cpolitical and intellectual elites aligned with illiberal nationalism\u201d born to feed <a href=\"https:\/\/english.elpais.com\/international\/2024-11-06\/trumps-victory-rocks-the-eu-amid-the-rise-of-the-far-right-and-populism.html\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/english.elpais.com\/international\/2024-11-06\/trumps-victory-rocks-the-eu-amid-the-rise-of-the-far-right-and-populism.html\">Viktor Orb\u00e1n\u2019s regime<\/a>. This is a model that Vox in Spain seeks to emulate with its support for the ISSEP center for training and dissemination of ideas. Like Ordo Iuris, the MCC is interested in Spain, where it has collaborated with the CEU, the educational arm of the Catholic Association of Propagandists. The director of the MCC\u2019s Center for European Studies is the Spaniard Rodrigo Ballester, a former EU official and one of the authors of The Great Reset. The president of the MCC is Bal\u00e1zs Orb\u00e1n, chief of staff to the Hungarian prime minister.<\/p>\n<p>Dismantle or refound<\/p>\n<p class=\"\">Both Ordo Iuris and the MCC exemplify the European far-right\u2019s determination to \u201cconsolidate a transnational cultural, educational, and strategic project,\u201d notes Anna L\u00f3pez. This is the foundation of The Great Reset, which is based on the premise that the European project has abandoned its initial ambition of being a mere zone of \u201cfree trade\u201d and \u201cpeaceful coexistence\u201d and has become a bureaucratized monster that castrates national sovereignty and imposes a progressive creed.<\/p>\n<p class=\"\">Ordo Iuris and the MCC offer two alternatives. The most detailed one is presented under the name of \u201cBack to the Roots\u201d and would bring the EU \u2014 as the report explains \u2014 closer to its embryonic model of 1957, when Germany, Belgium, France, Italy, Luxembourg, and the Netherlands signed the Treaty of Rome, the origin of the European Economic Community. The first change would be to truncate the European institutions. The European Commission would be transformed into a \u201cgeneral secretariat\u201d under strict state control. This idea is in line with the one put forward more than five years ago by <a href=\"https:\/\/english.elpais.com\/international\/2024-12-19\/marine-le-pen-i-am-deeply-euroskeptic-the-way-the-eu-works-is-anti-democratic-and-anti-national.html\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/english.elpais.com\/international\/2024-12-19\/marine-le-pen-i-am-deeply-euroskeptic-the-way-the-eu-works-is-anti-democratic-and-anti-national.html\">Marine Le Pen\u2019s National Rally<\/a>: reducing it to \u201can administrative secretariat without a decision-making function.\u201d It would mark the end of the Commission\u2019s capacity to exert pressure in the face of what it considered the authoritarian tendencies of Law and Justice in Poland and <a href=\"https:\/\/english.elpais.com\/international\/2024-02-05\/orbans-party-boycotts-a-session-of-hungarys-parliament-to-further-stall-swedens-bid-to-join-nato.html\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/english.elpais.com\/international\/2024-02-05\/orbans-party-boycotts-a-session-of-hungarys-parliament-to-further-stall-swedens-bid-to-join-nato.html\">Fidesz in Hungary<\/a>.<\/p>\n<p class=\"\">The European Parliament would be transformed into a mixed assembly, composed of members elected through European elections and others nominated by national governments, with advisory powers. The functions of the Court of Justice of the European Union (CJEU) would be restricted to \u201cdispute resolution,\u201d leaving it outside its scope to interpret treaties or reverse national judicial decisions.<\/p>\n<p><img alt=\"European Commission President Ursula von der Leyen and European Parliament President Roberta Metsola greet each other in the European Parliament in November 2024.\" decoding=\"auto\" class=\"_re lazyload a_m-h\" height=\"276\"  width=\"414\"  src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/06\/7RQDVLSKPNFR5M74OKTNHL6WGE.JPG\" loading=\"lazy\"\/>European Commission President Ursula von der Leyen and European Parliament President Roberta Metsola greet each other in the European Parliament in November 2024.Yves Herman (REUTERS)<\/p>\n<p class=\"\">The entire design is consistent with a pervasive idea: that nothing should restrict national governments, which would retain all power. The European Council, as \u201cthe voice of national leaders,\u201d would be the \u201cultimate authority\u201d and could even push through new legislation to overturn CJEU rulings.<\/p>\n<p class=\"\">The second change would end the current integration model, replacing it with an \u201c\u00e0 la carte\u201d model in which each state would decide which areas it wishes to remain in, and those which it does not. For example, immigration and renewables, no; free movement of workers, yes. Each state could \u201cexempt itself from policies that conflict with its priorities.\u201d What can be inferred from this? If a government is pro-abortion and wants to eradicate the LGBTQ+ \u201cinfluence\u201d from its classrooms, the EU could do nothing to oppose it. The report even identifies four untouchable areas: \u201cFamily, public order, moral order, and education.\u201d Above all, the EU must have \u201cno direct or indirect impact,\u201d the document states.<\/p>\n<p class=\"\">Just as the EU is debating how to streamline decision-making to compete in a fast-paced world, Option A of the report advocates \u201cstrengthening and expanding\u201d the \u201cunanimity\u201d rule. This is the third change: fewer qualified majorities and more need for everyone to act as one to take any action. The fourth and final reform to get \u201cBack to the Roots\u201d would be to change the name of the EU to the \u201cEuropean Community of Nations.\u201d<\/p>\n<p class=\"\">All of the above pertains to the first option outlined in the document. The second is more \u201cout-of-the-box,\u201d according to the report. It is what its authors call \u201cA New Beginning,\u201d which would consist of \u201cA new Union treaty\u201d that transcends the \u201cmid-20th century paradigm of interventionism and management via regulatory measures.\u201d Each state would decide when, how, and to what extent its participation in each cooperation project would be achieved. It would be necessary to \u201cnegotiate the detailed structure of the new Union\u201d and a \u201ctransition plan,\u201d the document states.<\/p>\n<p>Vox\u2019s support<\/p>\n<p class=\"\">The text was presented in Madrid on May 22 at an event promoted by Ordo Iuris, the MCC, Vox \u2014 through its foundation, Disenso \u2014 and the Center for Fundamental Rights, linked to Orb\u00e1n\u2019s Fidesz. Participating on behalf of Vox was its head of the European delegation, Jorge Buxad\u00e9, who published this message: \u201cWe know where to go.\u201d \u201cNow we have a project,\u201d stated the party leader, Santiago Abascal. EL PA\u00cdS asked Vox whether it supports the first or the second option, but received no response. In a statement released by the Center for Fundamental Rights, Buxad\u00e9 expressed his enthusiasm: \u201cWe are in a position to face a term that will be the beginning of The Great Reset.\u201d<\/p>\n<p class=\"\">Vox\u2019s support is not the first that Ordo Iuris and the MCC have garnered. The report has the backing of Fidesz in Hungary and figures from Law and Justice and the Confederation in Poland. Its promoters, through the Patriots for Europe group \u2014 the third-largest in the European Parliament and to which Vox belongs \u2014 are preparing a launch in Paris with the presence of the National Rally and are \u201cin talks\u201d with entities \u201cacross Europe,\u201d including the Machiavelli Center, linked to Giorgia Meloni\u2019s Brothers of Italy party, according to an Ordo Iuris spokesperson.<\/p>\n<p class=\"\">The report is supported by the Heritage Foundation, a powerful influence on Trumpism and the driving force behind <a href=\"https:\/\/english.elpais.com\/usa\/elections\/2024-08-24\/project-2025-the-conservative-roadmap-to-transform-america-with-donald-trump-in-office.html\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/english.elpais.com\/usa\/elections\/2024-08-24\/project-2025-the-conservative-roadmap-to-transform-america-with-donald-trump-in-office.html\">Project 2025<\/a>, a plan for conservative subversion of the administration that has raised suspicions even among the remaining moderates in the Republican Party. The idea for The Great Reset was born at a conference organized by the Heritage Foundation and Ordo Iuris in Warsaw in September 2024 to study what Europe could look like in the world envisioned by the nationalist international.
