This was the UN summit where the world woke up to the decline of the seas | Environment"},"content":{"rendered":"<p class=\"dcr-16w5gq9\">The sea, the great unifier, is man\u2019s only hope \u2026 and we are all in the same boat.\u201d So said Jacques Cousteau, the French explorer, oceanographer and pioneering film-maker, who notably pivoted from merely sharing his underwater world to sounding the alarm over its destruction.<\/p>\n<p class=\"dcr-16w5gq9\">Half a century later, David Attenborough, a year shy of his 100th birthday, followed Cousteau\u2019s trajectory. In the <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/may\/01\/ocean-david-attenborough-trawling-fishing-industry-film-documentary\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">naturalist\u2019s acclaimed new film, Ocean<\/a>, which highlights the destructive fishing practice of bottom trawling, he says he has come to the realisation that the \u201cmost important place on Earth is not on land but at sea\u201d.<\/p>\n<p>\u2018The most important place on Earth is not on land but at sea,\u2019 says Sir David Attenborough in his acclaimed new film, Ocean. Photograph: Keith Scholey\/PA<\/p>\n<p class=\"dcr-16w5gq9\">This message, backed by undeniable indicators of poor ocean health, has boosted calls for more ocean governance and protection. The mood at this week\u2019s UN ocean summit in Nice, which ended on Friday, was that if ever there was a defining \u201cmoment\u201d for the ocean, it was happening here, in France\u2019s C\u00f4te d\u2019Azur.<\/p>\n<p class=\"dcr-16w5gq9\">But there was also a sense of this sentiment being shared in the wider world, where, partly thanks to the summit, many are finally waking up the reality of the serious decline of something that <a href=\"https:\/\/phys.org\/news\/2014-12-percent-earth.html\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">makes up more than 70% of the Earth\u2019s surface<\/a>.<\/p>\n<p class=\"dcr-16w5gq9\">By the end of the first day, on the roof of the conference centre overlooking the Mediterranean, <a href=\"https:\/\/www.theguardian.com\/world\/emmanuel-macron\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" target=\"_blank\" rel=\"noopener\">Emmanuel Macron<\/a>, the French president and co-host, declared the summit a success. \u201cNever before have so many heads of state and governments met to discuss the seas,\u201d he said, citing the figure of 60 world leaders, three times as many as attended the second UN ocean conference in Lisbon in 2022. About 190 ministers were also in Nice. The US did not attend.<\/p>\n<p class=\"dcr-16w5gq9\">But what, with the eyes of the watching world, was actually achieved for the future health of oceans?<\/p>\n<p>A school of barracudas in the Galapagos. Photograph: Ernesto Benavides\/AFP\/Getty Images<\/p>\n<p class=\"dcr-16w5gq9\">The most important accomplishment was that enough countries either ratified or <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/jun\/10\/ministers-pledge-uk-action-to-ratify-high-seas-treaty-by-end-of-year\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">formally committed<\/a> to ratifying <a href=\"https:\/\/www.theguardian.com\/environment\/2023\/mar\/05\/high-seas-treaty-agreement-to-protect-international-waters-finally-reached-at-un\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">the high seas treaty<\/a>. Once ratified, this agreement will help achieve an agreed global target of protecting 30% of the world\u2019s seas by 2030. It will provide the first legal mechanism for the creation of protected areas in the high seas, international waters that cover almost two-thirds of the ocean.<\/p>\n<p class=\"dcr-16w5gq9\">The treaty is expected to now come into force by 1 January 2026, said Macron. This alone is an achievement: the early stages of the high seas treaty took 20 years of negotiations before agreement was reached in 2023. Now it could be months away from becoming a reality.<\/p>\n<p class=\"dcr-16w5gq9\">Ant\u00f3nio Guterres, the UN secretary general, called the pace of progress \u201ca record\u201d. \u201cI see a momentum and an enthusiasm that was difficult to find in the past,\u201d he said.<\/p>\n<blockquote class=\"dcr-zzndwp\"><p>The Pacific island states have banned bottom trawling \u2026 the EU is full of countries that are still doing this<\/p><\/blockquote>\n<p>Ralph Regenvanu, Vanuatu\u2019s environment minister<\/p>\n<p class=\"dcr-16w5gq9\">The summit does not carry the weight of <a href=\"https:\/\/www.theguardian.com\/environment\/cop28\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">a climate Cop<\/a>, the annual UN climate change conference where governments and other stakeholders gather to discuss and negotiate on climate action,<strong> <\/strong>nor is it legally binding. But it has come at a critical moment for threats facing the seas.<\/p>\n<p class=\"dcr-16w5gq9\">In April, Donald Trump made a move to <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/apr\/26\/trump-deep-sea-mining\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">fast-track deep-sea mining under US law,<\/a> sidestepping international efforts to regulate the industry. The conference saw four new countries \u2013 now 37 \u2013 joining France in calling for a moratorium, pause or ban on <a href=\"https:\/\/www.theguardian.com\/environment\/2024\/jan\/09\/deep-sea-mining-why-is-interest-growing-and-what-are-the-risks\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">deep-sea mining<\/a>, amid warnings of \u201cirreversible\u201d damage to ecosystems should it go ahead.<\/p>\n<p class=\"dcr-16w5gq9\">Trump\u2019s actions, which were criticised by China, which also wants to mine, have had the effect of \u201cstrengthening people\u2019s commitment to multilateralism\u201d and building alliances at a key moment, says John Hocevar, oceans campaign director at Greenpeace USA. \u201cIn July, the International Seabed Authority meets to discuss, hopefully, a moratorium on deep-sea mining.\u201d<\/p>\n<p class=\"dcr-16w5gq9\">More than 90 ministers issued a symbolic statement in Nice reaffirming their support for the <a href=\"https:\/\/www.theguardian.com\/environment\/2024\/nov\/29\/we-need-to-talk-about-plastic-five-everyday-items-choking-the-planet\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">strongest possible plastics treaty<\/a>, to be negotiated when talks resume in August.<\/p>\n<p>A plastics treaty is to be negotiated when talks begin again in August. Photograph: Wonderful Nature\/Shutterstock<\/p>\n<p class=\"dcr-16w5gq9\">R\u00e9my Rioux, a former French negotiator on climate finance at the 2015 Paris agreement, and director general of ADF, France\u2019s development bank, says that Macron has adopted similar diplomacy at the ocean summit that made Cop21 a success.<\/p>\n<p class=\"dcr-16w5gq9\">\u201cThere was significant numbers of heads of state in the room, which represents something,\u201d Rioux says. \u201cI\u2019m proud that France has provided a voice to those who are not heard.\u201d<\/p>\n<p class=\"dcr-16w5gq9\">But, in terms of finance, we \u201care still way behind what the UN say is needed\u201d.<\/p>\n<p class=\"dcr-16w5gq9\">Pacific nations, who contribute least and stand to suffer most from the effects of the climate crisis, sea level rise and ocean pollution, welcomed the chance to talk to Macron. But they were quick to remind larger, more polluting nations that they needed to do more.<\/p>\n<p class=\"dcr-16w5gq9\">Moetai Brotherson, the president of French Polynesia, announced the creation of the <a href=\"https:\/\/news.mongabay.com\/short-article\/french-polynesia-creates-worlds-largest-marine-protected-area\/#:~:text=Speaking%20on%20the%20first%20day,roughly%201.9%20million%20square%20miles).\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">largest protected marine area in the world<\/a>. It will cover 5m sq kilometres, the nation\u2019s entire exclusive economic zone and will restrict destructive activities such as bottom trawling and deep-sea mining. A fifth will be designated a highly or fully protected area, where only traditional Tahitian boats, ecotourism and scientific exploration are allowed.<\/p>\n<p class=\"dcr-16w5gq9\">\u201cBy doing what we are doing, it will put <a href=\"https:\/\/www.theguardian.com\/world\/2025\/jun\/10\/new-zealand-is-failing-to-protect-its-vast-ocean-resources-we-owe-it-to-the-world-to-act\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">pressure on other countries, including France, to do more<\/a>,\u201d he says. \u201cTurning this area into a marine protected area is one thing. The EU is full of <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/jun\/08\/campaigners-hail-plan-to-ban-bottom-trawling-in-half-of-englands-protected-seas\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">countries that are still doing this<\/a>.\u201d<\/p>\n<p class=\"dcr-16w5gq9\">At the start of the conference, <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/jun\/09\/world-must-move-from-plunder-to-protection-to-save-oceans-un-chief-warns\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">the French president found himself under fire<\/a> for failing to ban bottom trawling in protected marine areas. France announced that instead it would \u201climit\u201d the practice and seek to protect 4% of its metropolitan waters.<\/p>\n<p class=\"dcr-16w5gq9\">One of the strongest critics of France\u2019s role in the summit, was the granddaughter of Jacques Cousteau. Photograph: Ntb Scanpix\/Reuters<\/p>\n<p class=\"dcr-16w5gq9\">\u201cThis was the moment for France to lead \u2013 and they missed it,\u201d says Alexandra Cousteau, also an adviser to international oceans organisation, Oceana. \u201cPresident Macron promised action on bottom trawling in marine protected areas but delivered only artificial limits and empty words. That\u2019s not leadership \u2013 that\u2019s evasion.\u201d<\/p>\n<p class=\"dcr-16w5gq9\">Despite its achievements, the summit highlighted how much is yet to be done. A study by National Geographic Pristine Seas and Dynamic Planet found, for example, that in order to meet the global target of 30&#215;30, <a href=\"https:\/\/www.ourdynamicplanet.com\/2025\/06\/09\/study-reveals-85-new-coastal-marine-protected-areas-are-needed-daily-to-meet-ocean-protection-target-by-2030\/\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">85 new marine protected areas<\/a> would need to be created daily.
