On its first day, the token skyrocketed to an astonishing <a href=\"https:\/\/dexscreener.com\/solana\/58fzjmbx5patnfjpqwwsqkvfprkptkbb5r2vcw4qq3z9\" target=\"_blank\" rel=\"nofollow external noopener\" class=\"sc-adb616fe-0 bJsyml\">market cap of $498 million<\/a> as traders cashed in on nostalgia for the TikTok predecessor.<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">Days later, Yusupov posted a <a href=\"https:\/\/www.vineco.in\/\" target=\"_blank\" rel=\"nofollow external noopener\" class=\"sc-adb616fe-0 bJsyml\">waitlist link<\/a> as onlookers speculated that the app was going to be relaunched. More eyes and attention were on Vine than ever before, so much so that xAI bought Vine, and <a href=\"https:\/\/decrypt.co\/312454\/elon-musk-vine-revival-solana-meme-coin\" target=\"_blank\" class=\"sc-adb616fe-0 bJsyml\" rel=\"noopener\">Elon Musk hinted at a relaunch of the app<\/a>\u2014though it\u2019s not clear if the meme coin played a role in this move. Vine Coin is still yet to deliver any utility and has plummeted 92.5% from its all-time high.<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">Technically, this wasn\u2019t the first company to release a meme coin; a <a href=\"https:\/\/decrypt.co\/306056\/will-the-next-big-ai-innovation-really-come-from-pump-fun-and-solana-meme-coins\" target=\"_blank\" class=\"sc-adb616fe-0 bJsyml\" rel=\"noopener\">wave of AI projects launched tokens in 2024<\/a>, with many using them to fund their projects. However, Vine Coin was the first high-profile example that was branded as internet capital markets, with a wave of projects following suit early in 2025.<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">The trend slipped off the radar for several months, but was revitalized in May 2025 with the emergence of Believe as a launchpad.<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">As a result, new product finding tool Dupe saw its token spike to a market cap of $79 million, according to <a href=\"https:\/\/dexscreener.com\/solana\/2vh4287isy87ozxdt9lps8vnrzzawej47wir71a9tx4p\" target=\"_blank\" rel=\"nofollow external noopener\" class=\"sc-adb616fe-0 bJsyml\">DEX Screener<\/a>, before dropping 78% to $17 million. AI social media assistant <a href=\"https:\/\/dexscreener.com\/solana\/7balkctr2uhrh43xc6pwj8sps57wumkfphwnzffpbnh\" target=\"_blank\" rel=\"nofollow external noopener\" class=\"sc-adb616fe-0 bJsyml\">Creator Buddy<\/a> peaked at $23.5 million and no-code Web3 builder <a href=\"https:\/\/dexscreener.com\/solana\/7swd9kletbgktybpzfbkvulipdcqszjjfjibawpky2k8\" target=\"_blank\" rel=\"nofollow external noopener\" class=\"sc-adb616fe-0 bJsyml\">Uber.fun<\/a> $13.7 million\u2014down 76% and 99% respectively from their all-time highs, as of June 2025.<\/p>\n<p>Why use internet capital markets?<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">There are two primary reasons a company may choose the internet capital markets model: money or marketing.<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">Most commonly, a project is looking to raise capital and will launch a meme coin to help fund its operations. This can either come in the form of selling tokens dedicated to the project\u2014such as the <a href=\"https:\/\/decrypt.co\/302436\/solana-meme-coin-fartcoin-falls-ai-bot-sells\" target=\"_blank\" class=\"sc-adb616fe-0 bJsyml\" rel=\"noopener\">Truth Terminal creator selling Fartcoin<\/a>\u2014or simply using the creator revenue fees.<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">This approach comes as traditional fundraising strategies are broken, <a href=\"https:\/\/twitter.com\/0xdetweiler\" target=\"_blank\" class=\"sc-adb616fe-0 bJsyml\" rel=\"noopener\">0xdetweiler<\/a>, the pseudonymous founder of investment firm <a href=\"https:\/\/www.3rdstreet.capital\/\" target=\"_blank\" rel=\"nofollow external noopener\" class=\"sc-adb616fe-0 bJsyml\">3rd Street Capital<\/a>, told Decrypt. He said that companies are over-reliant on venture capitalism, which cuts out regular investors from the conversation. As a result, the target audience for the product usually does not have an opportunity to invest.<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">In many ways, the internet capital markets trend is a repackaging of the initial coin offering movement that dominated the industry in 2017, 0xdetweiler said.<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">\u201cWeb3 was built on allowing founders to raise funds from the public [and] ship innovative products,\u201d he explained. \u201cThey gain a community, capital and find product market fit. The go to market is a lot faster than traditional Web2 startups.\u201d<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">But some projects don\u2019t need capital; instead, the meme coin strategy is a marketing ploy.<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">For example, Russian research lab Neiry Lab <a href=\"https:\/\/www.youtube.com\/watch?v=EzUDZaTqzOo&amp;feature=youtu.be\" target=\"_blank\" class=\"sc-adb616fe-0 bJsyml\" rel=\"noopener\">told Decrypt<\/a> that it had already secured venture capital funding when traders pumped a token dedicated to its rat experiment. Considering that, the lab embraced the meme coin as a marketing tool to help it grow its social media presence.<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">Iqram Magdon-Ismail, co-founder of JellyJelly and Venmo, said that JellyJelly <a href=\"https:\/\/decrypt.co\/310053\/solana-meme-coin-jellyjelly-app-sweet-start\" target=\"_blank\" class=\"sc-adb616fe-0 bJsyml\" rel=\"noopener\">attracted 10,000 signups<\/a> the day that it launched its meme coin\u2014which touched a <a href=\"https:\/\/dexscreener.com\/solana\/3bc2e2rxcfvf9op22lvbansvwos2t98q6ercroayqydq\" target=\"_blank\" rel=\"nofollow external noopener\" class=\"sc-adb616fe-0 bJsyml\">$248.5 million market cap<\/a>. The founders categorically ruled out ever selling the tokens for funding, but have since integrated it into the app as a way to tip creators on the short-form podcasting platform.<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">However, market participants have <a href=\"https:\/\/twitter.com\/Chilearmy123\/status\/1922783482041778618\" target=\"_blank\" class=\"sc-adb616fe-0 bJsyml\" rel=\"noopener\">noted<\/a> that a lot of the projects that launch under this strategy aren\u2019t serious long-term projects worth investing in. Despite what some are calling \u201cvibe coded bullshit\u201d and \u201c<a href=\"https:\/\/twitter.com\/SpiderCrypto0x\/status\/1922738332439621672\" target=\"_blank\" class=\"sc-adb616fe-0 bJsyml\" rel=\"noopener\">vaporware<\/a>\u201d products, the tokens often still pump to multi-million dollar market caps.<\/p>\n<blockquote class=\"twitter-tweet mx-auto\">\n<p lang=\"en\" dir=\"ltr\">Good idea,\u201d Nay told Decrypt. \u201cSpeculation drives prices higher, which in turn leads to more capital entering the market, and then leads to more projects being funded that want to explore these new ideas.&#8221;<\/p>\n<p>Is this all legal?<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">It\u2019s worth noting that in the wake of 2017\u2019s ICO boom, the U.S. Securities and Exchange Commission cracked down on companies for violating securities laws\u2014with <a href=\"https:\/\/decrypt.co\/43405\/crypto-startup-salt-lending-47-million-ico-sec\" target=\"_blank\" class=\"sc-adb616fe-0 bJsyml\" rel=\"noopener\">several<\/a> <a href=\"https:\/\/decrypt.co\/107567\/securities-and-exchange-commission-sues-dragonchain-for-16-5-million-ico\" target=\"_blank\" class=\"sc-adb616fe-0 bJsyml\" rel=\"noopener\">multi-million dollar<\/a> <a href=\"https:\/\/decrypt.co\/43473\/sec-wins-historic-lawsuit-against-kik-over-100-million-ico\" target=\"_blank\" class=\"sc-adb616fe-0 bJsyml\" rel=\"noopener\">victories<\/a>.<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">With some pointing to internet capital markets as a repackaging of the ICO model, should companies be concerned about riding the hype train?<\/p>\n<p considering launching meme coins\u2014particularly those tied to their brand or business\u2014should seek legal guidance to assess whether their token functions as a capital raise or implies an investment opportunity,\u201d digital asset lawyer <a href=\"https:\/\/www.cryptocounsel.io\/\" target=\"_blank\" rel=\"nofollow external noopener\" class=\"sc-adb616fe-0 bJsyml\">Carlo D&#8217;Angelo<\/a> told Decrypt.<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">\u201cThis requires a fact-specific legal analysis,\u201d D\u2019Angelo explained. \u201cIf the token \u2018walks and talks\u2019 like a capital raise, it may satisfy the elements of an investment contract under the Howey test and require registration with the SEC.\u201d<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">That said, times have changed since 2017, with U.S. President Donald Trump clearly being more open to crypto-infused financial models\u2014he launched <a href=\"https:\/\/decrypt.co\/resources\/what-is-trump-donald-trumps-official-solana-meme-coin\" target=\"_blank\" class=\"sc-adb616fe-0 bJsyml\" rel=\"noopener\">his own meme coin<\/a>, after all.<\/p>\n<p class=\"font-meta-serif-pro scene:font-noto-sans scene:text-base scene:md:text-lg font-normal text-lg md:text-xl md:leading-9 tracking-px text-body gg-dark:text-neutral-100\">D\u2019Angelo pointed to the SEC\u2019s February 2025 <a href=\"https:\/\/www.sec.gov\/newsroom\/speeches-statements\/staff-statement-meme-coins\" target=\"_blank\" class=\"sc-adb616fe-0 bJsyml\" rel=\"noopener\">staff statement<\/a> on meme coins, which appears to mark a <a href=\"https:\/\/decrypt.co\/308105\/sec-meme-coins-not-securities\" target=\"_blank\" class=\"sc-adb616fe-0 bJsyml\" rel=\"noopener\">shift<\/a> from its previous hardline stance against crypto.
