<a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.birminghammail.co.uk\/all-about\/liberal-democrats\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Liberal Democrat<\/a> group leader Roger Harmer suggested the council\u2019s Labour administration was a \u201cmillstone around the necks of our city\u201d.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">He said the city would be \u2018free of the millstone next May\u2019.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \"><a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.birminghammail.co.uk\/all-about\/green-party\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Green Party<\/a> councillor Julien Pritchard argued the council\u2019s plans \u201cdon\u2019t seem to survive contact with reality\u201d.<\/p>\n<p><strong class=\"Strong_strong__e2x35\">\u2018Brummies will not accept politics built on negativity\u2019<\/strong><\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Coun Cotton fired back by saying the Conservatives\u2019 proposed amendment \u201cremoves any forward-looking ambition for this city\u201d.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cI certainly, as leader of this council, make no apology for being ambitious for Birmingham,\u201d he told the council chamber.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cI\u2019m certainly not going to apologise for saying this council needs to work with our partners, businesses and citizens to develop a shared view of how we move forward together.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cIt\u2019s got to be about the city of Birmingham &#8211; it\u2019s not just about what we do here at <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.birminghammail.co.uk\/all-about\/birmingham-city-council\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Birmingham City Council<\/a>.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">He said he was \u201cdisappointed but not surprised\u201d by the tone of some of the Conservative speeches supporting the amendment.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/06\/1750267572_34_6_JS326812388.jpg\" alt=\"Birmingham Council leader John Cotton during the budget meeting in 2024\" loading=\"lazy\"  \/>Birmingham Council leader John Cotton during the budget meeting in 2024(Image: Nick Wilkinson\/Birmingham Live)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cI don&#8217;t think it augurs very ill for partnership in this city if they ever were to find themselves in a position of power,\u201d Coun Cotton argued.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cAlthough on that note, it was interesting to see how little speculation there was about where they may be going forward.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cI think the truth of what we\u2019ve heard from the opposition is there\u2019s no positive vision,\u201d he continued. \u201cIt\u2019s all about negative politics &#8211; it\u2019s not about ambition, it\u2019s not about looking forward.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cI\u2019ve never stood in this chamber and speculated about what happens in future elections, I think that\u2019s a fool\u2019s game.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cBut I do know Brummies will not accept a politics and a vision that\u2019s built on negativity.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \"><strong class=\"Strong_strong__e2x35\">READ MORE:<\/strong> <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.birminghammail.co.uk\/news\/midlands-news\/no-date-switch-centenary-square-31883061\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\"><strong class=\"Strong_strong__e2x35\">No date for switch-on of Centenary Square fountains as temperatures soar<\/strong><\/a><\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Coun Cotton said the council\u2019s \u201centire improvement journey\u201d would be at risk if a clear corporate plan was not put in place.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Acknowledging the financial turmoil which has engulfed the council, he said earlier this month the Labour administration had made significant progress in \u201cfixing the foundations\u201d.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cI\u2019ve always been really frank about the challenges facing this council and the things that went wrong,\u201d he said this week. \u201cThat\u2019s why we\u2019ve taken the decisions that we\u2019ve taken, often very tough and difficult decisions.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cIt\u2019s now about how we build.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cIt\u2019s got to be clarity about our mission, about getting the basics right, about changing the culture and governance of this organisation, and ensuring that this city grows.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Several issues have contributed to the council\u2019s financial crisis according to external auditors, including the equal pay debacle, inadequate budget setting, poor service management, demand led pressures and the disastrous implementation of a new IT system.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Labour politicians have also highlighted previous funding cuts which have impacted local government.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The corporate plan was approved but the Conservatives&#8217;
