{"id":199067,"date":"2025-06-20T05:39:16","date_gmt":"2025-06-20T05:39:16","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/199067\/"},"modified":"2025-06-20T05:39:16","modified_gmt":"2025-06-20T05:39:16","slug":"patchway-play-area-and-sports-court-plans-dealt-major-blow-by-objection-from-one-resident","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/199067\/","title":{"rendered":"Patchway play area and sports court plans dealt major blow &#8211; by objection from one resident"},"content":{"rendered":"<p>A footpath needs to be diverted around the playground<img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/06\/0_Patchway-Common.jpg\" alt=\"Aerial view of field in middle of housing estate\" loading=\"eager\"  \/>Patchway Common(Image: Google Earth)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Hopes to expand a play area and create a sports court on a playing field near Bristol have been severely delayed because of four objections to a footpath diversion \u2013 all by the same resident.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Stoke Lodge and The Common Parish Council has secured funding to improve community facilities at Patchway Common Recreation Ground, which could include a hardcourt area for basketball and five-a-side football.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">But a previous parish council inadvertently built the playground on the route of an official footpath, so no work can take place until the route is moved around it.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \"><a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bristolpost.co.uk\/all-about\/south-gloucestershire\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">South Gloucestershire<\/a> councillors agreed in December to make an order to divert it, which would have then gone ahead if there were no objections during public consultation.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">But a single neighbour is refusing to withdraw their opposition, so the application has to be sent to the Environment Secretary for a decision \u2013 and that could take a long time to reach the top of his in-tray and may then result in a public inquiry.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">A <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/council.southglos.gov.uk\/documents\/s160401\/CommitteeReport.pdf\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">report to the council\u2019s<\/a> public rights of way and commons registration sub-committee said: \u201cThe Department of the Environment&#8217;s circular relating to public rights of way advises that once an order has been advertised, local authorities are expected to make every effort to resolve objections and secure their withdrawal.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cHowever, in this instance, the objector has clearly stated his intention to object to the order on several occasions and, given the objector\u2019s long history of complaints and extensive email correspondence which has previously covered the points raised but where queries by officers to these points have gone unanswered, officers take the view that further attempts would be unsuccessful and only delay the submission to the Secretary of State.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The grounds for the resident\u2019s objections include flooding concerns and antisocial behaviour on the proposed new route alongside the pavilion where people \u2018wear face masks\u2019.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The report to the committee said council officers had no evidence that the path flooded where the neighbour claimed and that the diverted path would be safer because it removed the need to negotiate the car park.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Parish council chairman Andy Alsop told the meeting that they inherited the public right of way from the previous parish council.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">He said: \u201cUnfortunately the play area was built all over it.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cAt the time it wasn\u2019t picked up but we now have a problem with a particular resident who wishes to have it reinstated.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/06\/0_Patchway-Common-Footpath-Diversion-Map.jpg\" alt=\"Map of current and proposed footpaths\" loading=\"lazy\"  \/>Map showing the current and proposed footpaths on Patchway Common.
